This is an important step to ensure consistency and accuracy in team management and operation of the national database system.
To ensure the "correct - sufficient - clean - alive - unified - shared" operation of the National Database on cadres, civil servants and public employees in state agencies connected with the National Database on Population and the Party Member Database, the Ministry of Home Affairs has requested branches, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities to review, evaluate the current status and select software/databases.
Specifically, review and evaluate the software/database for managing cadres, civil servants and public employees (CBCCVC) of agencies before merging and consolidating to select a unified system/software for ministries, branches and localities after merging and consolidating to meet the requirements on functions, features and technical standards as instructed by the Ministry of Home Affairs.
The selection results will be notified to the Ministry of Home Affairs as a basis for coordination and implementation according to appropriate scenarios, with completion date before July 20, 2025.
The Ministry of Home Affairs will carry out the work of canceling connection keys of software/databases that are no longer in use, and activating connection keys for software/databases officially selected for use by ministries, branches and localities.
According to the Ministry of Home Affairs, in the current new context, ministries, branches and localities need to upgrade and adjust software/databases to meet the new organizational model and 2-level local government; integrate with APIs to synchronize unit organization trees and profile data APIs of the National Database on Civil Servants and Public Employees.
Pursuant to Official Dispatch No. 1447/BKHCN-CĐSQG dated May 10, 2025 of the Ministry of Science and Technology , localities and units shall develop detailed electronic identification codes at all levels of their agencies, as a basis for building data on unit trees at all levels of ministries, branches and localities. The work of completing the upgrade of software and data on unit identification codes at all levels of ministries, branches and localities must be completed before August 1, 2025.
For ministries, branches and localities that have been merged from many previous units (for example, 3 provinces merged into 1 province or 2 ministries merged into 1 ministry or some old units merged into 1 new ministry), the Ministry of Home Affairs requires reviewing and updating the records of civil servants and public employees according to new information about the working unit, title, position, new location... At the same time, units need to research and apply scenarios for converting data from many different software to the unified software.
The work of adjusting data according to the new unit tree must be completed before August 15, 2025, ensuring that electronic records accurately and fully reflect the current status and organization of the agency or unit.
After completing the conversion and updating of data, ministries, branches and localities must digitally sign the civil servant records and notify the Ministry of Home Affairs of the data synchronization schedule before August 30, 2025. The official synchronization will be carried out from September 1 to September 10, 2025.
From September 11, 2025, the Ministry of Home Affairs will conduct data matching with the National Population Database, returning results for units to complete correction of incorrect data. The matching is performed periodically every day.
After the matching phase, units need to maintain regular updates and synchronization of CBCCVC data, in accordance with the provisions of Circular 06/2023/TT-BNV, ensuring the criteria of "correct - sufficient - clean - alive - unified - shared".
On June 29, 2025, the Ministry of Science and Technology issued Decision No. 1527/QD-BKHCN. Accordingly, the Ministry of Science and Technology will coordinate with the Ministry of Home Affairs to research and develop a national public employee management platform, aiming to comprehensively digitize personnel work in state agencies.
While waiting for the implementation of this platform, the Ministry of Home Affairs requests ministries, branches and localities to maintain the regular operation of the database system of cadres, civil servants and public employees under their management in accordance with current legal regulations and the direction of the Central Steering Committee on science and technology development, innovation and digital transformation.
