Regulations on expenditure levels for organizing cultural and artistic activities in the province

At the First Thematic Session, the People's Council of Dak Lak province, term X, held on July 16, passed a Resolution regulating the content and level of expenditure for organizing cultural and artistic activities to serve political tasks in the province.

According to the Resolution, the scope of regulation includes: competitions, contests, performances, mass art festivals, mobile propaganda, visual agitation, exhibitions, cultural festivals, literary and artistic awards, creative camps and cultural and artistic performance programs.

The subjects of application are agencies, units and organizations assigned to organize cultural and artistic activities using the state budget and related collectives and individuals.

Regarding the expenditure level, the Resolution clearly stipulates each specific content. In particular, the support level for personnel participating in organizing and serving is from 100,000 - 500,000 VND/person/session (Head of Organizing Committee: 350,000 VND; MC: 500,000 VND; artists, collaborators in the province: 300,000 - 500,000 VND; sound, lighting, LED screen technicians: 150,000 VND; order, hygiene, reception service: 100,000 VND...).

Activities organized by the commune level are applied at 50% of the provincial level. In case a person is assigned many different tasks during the organization of an activity, he/she will only receive the highest level of support.

Regarding the award levels for provincial-level competitions and festivals: Collective awards range from 3 million to 10 million VND; individual awards range from 500,000 to 1.2 million VND; exhibition awards range from 800,000 to 2 million VND; poster composition awards range from 1 to 4 million VND; song composition awards range from 3 to 6 million VND; annual literary and artistic awards range from 1 to 4 million VND...

The number of awards for one organization shall not exceed 30% of the total number of programs, performances, and works registered to participate. The bonus payment level for activities organized by communes and equivalent levels shall be equal to 50% of the corresponding bonus payment level in this regulation.

Expenses for preparation and promotion such as: venue rental, props, technical equipment; scriptwriting, directing, stage design; printing, fresh flowers, invitations, and press promotion activities... are paid according to actual costs and according to regulations of current conference expenditure regimes.

The funding source for implementation comes from the budget of the same level of organization of activities, mobilized sources, sponsorship and other legal sources according to the provisions of law. In case of sponsorship, the expenditure level may exceed the prescribed limit.

The Resolution takes effect from July 26, 2025.
