(NLĐO) - Hanoi will study architectural options for the area east of Hoan Kiem Lake, aiming to transform it into a special square and park area with three underground levels.


On March 11th, the Hanoi People's Committee Office issued the conclusions of Vice Chairman Duong Duc Tuan at a meeting to implement tasks related to the planning and renovation of the area east of Hoan Kiem Lake.

Accordingly, the Vice Chairman of the Hanoi People's Committee instructed the Department of Finance to urgently advise and propose the establishment of a city task force… to implement tasks related to planning and renovating the space in the area east of Hoan Kiem Lake. In addition, they were tasked with advising and drafting a document for the Party Committee and People's Committee of Hanoi to report to the Standing Committee of the City Party Committee and the Executive Committee of the City Party Committee on the policy of implementing the investment project to build a special square and park in the area east of Hoan Kiem Lake.

Hanoi city leaders also instructed the Department of Agriculture and Environment to review, systematize, and provide a 1/500 scale topographic map of the area to the Hoan Kiem District People's Committee and the Institute of Construction Planning to serve the preparation of the overall master plan and architectural design. In addition, they are to provide cadastral information and records to the Hoan Kiem District People's Committee to support the surveying, compensation, support, and land clearance process; and to advise and propose to the Hanoi People's Committee on adjusting the land use plan, allocating land use targets, etc., to facilitate project implementation.

Regarding planning work, Hanoi's leaders agreed with the proposal of the Department of Planning and Architecture to simultaneously implement the projects for the local adjustment of the H1-1B urban sub-area planning (Hoan Kiem Lake area and surrounding areas), at a scale of 1/2000, and the overall site plan at a scale of 1/500 (detailed planning using a simplified process), and the architectural plan for the land area east of Hoan Kiem Lake. The selection of the consulting unit will follow the regulations in Resolution No. 188/2025/QH15 of the National Assembly on piloting some specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (the research area is within the TOD area of ​​station C9 - urban railway line No. 2, phase 1, Nam Thang Long - Tran Hung Dao).

Regarding architectural plans, Hanoi will study architectural options for the area east of Hoan Kiem Lake, aiming to transform it into a special square and park. This will involve thorough investigation and surveying of valuable architectural structures that need preservation, as well as iconic landmarks and historical sites (such as the revolutionary historical site of President Ho Chi Minh's visit to the Lighthouse), in order to develop preservation plans and propose appropriate and harmonious uses within the area's architectural landscape.

Furthermore, according to the leaders of the Hanoi People's Committee, they will study the planning and organization of underground space in the area east of Hoan Kiem Lake (approximately 3 basement levels), connecting the underground space of station C9 - urban railway line 2, phase 1, Nam Thang Long - Tran Hung Dao, with appropriate technical solutions for preserving structures during the construction of the basement levels. Along with that, they will propose the intended use of the underground space to ensure efficiency and meet the needs of the people (it is recommended to study and propose multi-functional use: public, cultural, service, commercial, infrastructure, etc.).

After finalizing the architectural plans, the Department of Planning and Architecture, the Institute of Construction Planning, and the People's Committee of Hoan Kiem District are tasked with organizing consultations with organizations, individuals, and the local community as per regulations (consultations will be collected once for all three plans/projects).

After the planning was approved, the Hanoi People's Committee assigned the Department of Finance, based on the provisions of the Investment Law, to urgently advise the city on separating the compensation, support, and resettlement work into an independent project, meeting the progress requirements of the city's special key investment project. In addition, it was instructed to urgently advise and propose to the Hanoi People's Committee a decision on the policy for the investment project to build a square and park (researching in the direction of separating it into two phases. Phase 1: Investment in the construction of the above-ground part of the square and park under public investment; Phase 2: Investment in the construction of underground structures under the square and park along with the underground structure of station C9 - urban railway line 2, phase 1, South Thang Long - Tran Hung Dao, according to the TOD model).

Regarding the mechanisms and policies for land clearance, compensation, support, resettlement, and temporary housing arrangements for organizations and households within the investment project area, the Hanoi People's Committee clearly stated that for headquarters belonging to state agencies, relevant units are tasked with proposing new locations for these units in accordance with regulations. As for households within the project area, the Department of Agriculture and Environment is tasked with researching, advising, and proposing to the Hanoi People's Committee the application of the highest possible compensation mechanisms and policies for residents, and arranging resettlement with land (in Dong Anh district) for those eligible for land compensation.

"The Department of Construction is tasked with researching, reviewing, and proposing arrangements for temporary housing for households (while awaiting resettlement land allocation) and selling resettlement housing to those who do not meet the criteria for land resettlement, in order to stabilize their lives during land clearance," Vice Chairman Duong Duc Tuan concluded, and instructed the Dong Anh District People's Committee to urgently review and report to the Hanoi People's Committee on the approximately 100 hectares of land available for resettlement.

Previously, the leaders of the Hanoi People's Committee stated that in order to plan and organize the architectural and landscape space of Dong Kinh Nghia Thuc Square, Hanoi would demolish the "Shark's Jaw" building and relocate some agency headquarters.
