On June 10th, Hanoi began soliciting feedback on the draft resolution regarding the use of expressways for vehicles traveling on expressways owned by the city and managed by the city government.
According to the draft, toll roads must meet the following conditions: They must be designed and constructed in accordance with the technical regulations and standards for expressways and other relevant technical regulations and standards; they must be handed over to Hanoi City for management and operation; and they must have an asset exploitation plan approved by the city.
Highway tolls are determined based on the actual distance traveled by the vehicle, with the fee varying depending on the type of vehicle (VND/km).

The fee rates, fee payers, and fee exemptions are implemented according to Decree No. 130/2024 on the collection of expressway usage fees for vehicles traveling on expressways owned by the entire population, with the State acting as the representative owner and directly managing and operating them.
Decree 130 stipulates five vehicle categories subject to highway tolls, divided into two levels. Level 1 applies to completed highways that meet standards; Level 2 applies to highways that do not meet standards, such as those lacking rest stops, service roads, or emergency lanes. Drivers of cars traveling on state-invested highways will have to pay tolls, ranging from a minimum of 900 VND to a maximum of 5,200 VND per kilometer.
The city determined the time for collecting tolls "when the stipulated conditions are met and the selection of the service provider for road usage fee payment and the toll collection operator is completed."
The draft does not specify which roads will be subject to tolls; however, according to the Department of Construction, there are currently two expressways managed by Hanoi City: the elevated Ring Road 3 (over 29 km) and Thang Long Boulevard (28 km).
The city government has assigned the Department of Construction to identify expressway routes and sections within its jurisdiction that meet the conditions for toll collection. Based on this, the Department will propose and report on the selection of the toll collection management agency, payment service provider, operating unit, and concessionaire for expressway toll collection.
