Hanoi: Reviewing public investment during the organizational restructuring process.

On March 12th, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed and issued Document No. 858/UBND-KT regarding the review of the implementation of public investment plans in the city, in line with the policy of continuing to reorganize the political system's organizational structure.

In accordance with Conclusion No. 127-KL/TƯ of the Politburo and the Secretariat of the Central Committee on conducting research and proposing further restructuring of the political system's organizational apparatus (including the orientation to merge some provincial-level units, abolish district-level units, and merge commune-level units), the Chairman of the People's Committee of the city directs the Department of Finance to take the lead, coordinate, and guide departments, agencies, the People's Committees of districts, towns, and cities, and relevant agencies and units to review the entire list of public investment projects in the city for the period 2021-2025 and the projected period 2026-2030 in accordance with the Law on Public Investment 2024 and current guiding documents.

A comprehensive assessment of the impact of the continued restructuring of the political system on the research and implementation of public investment projects, focusing on projects for the construction of administrative offices and public service units at the district and commune levels; socio -economic infrastructure projects associated with administrative boundaries; forecasting risks and emerging factors, including: projects no longer consistent with the administrative unit restructuring orientation; requirements for changes to the list, adjustment of progress, scale, and investment objectives... (if any); the ability to balance the state budget and other legitimate sources of capital (especially revenue from land); the disbursement progress of public investment capital in 2025; the plan for managing, using, and disposing of public assets after restructuring...

Review and classify projects according to priority levels (urgent, necessary, subject to adjustment or temporary suspension); advise and report to the City People's Committee on solutions for managing and organizing the implementation of the public investment plan in the city; if necessary, propose seeking opinions from the City Party Committee and the City People's Council within their authority to ensure compliance with the overall progress outlined in the Politburo 's Conclusion and the City Party Committee's document.

Specialized departments and agencies shall take the lead and coordinate with the People's Committees of districts, towns, and cities, investors, and relevant units to review the list of public investment projects according to the development goals and orientations of the sector, field, and locality, and the GRDP growth targets of the city; propose specific solutions to optimize investment resources; and submit reports on the proposed plans to the Department of Finance for compilation.

The People's Committees of districts, towns, and cities, and the project owners should proactively research and propose plans or solutions for organizing the implementation of assigned projects or those under their management, ensuring continuity, efficiency, cost-effectiveness, and conformity with the administrative unit restructuring orientation in the coming period. They should closely coordinate with relevant departments and agencies to provide information and documents for review and evaluation, ensuring quality and timeliness.
