Hanoi has temporarily suspended investment and installation of new camera systems.

On September 3rd, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed and issued document No. 4932/UBND-ĐMPT regarding the implementation of the "Overall Plan for the Management of the Centralized Surveillance Camera System in Hanoi City".

To ensure that the investment in a centralized surveillance camera system is comprehensive, synchronized, and effective in the long term, based on the unified proposals of the Department of Science and Technology, the Department of Construction, the Department of Finance, and the City Police at the meeting on July 15, 2025, the City People's Committee directs as follows:

The city police department will take the lead in advising the City People's Committee to establish a Steering Committee for the development of a centralized city-wide surveillance camera system. This committee will be responsible for directing the planning, coordination, and review and approval of key technical plans; completion is scheduled for September 2025.

The city police, in coordination with relevant units, will conduct a comprehensive inventory and review of all existing camera systems in the city. Based on this, they will advise the City People's Committee on a plan for integrating the overall infrastructure, data, and common technical standards and regulations. This will be accompanied by a unified technical platform (including a Video Management System - VMS - integrating all data from existing systems), ensuring interoperability, operational efficiency, safety, and information security.

The city police, in coordination with the Department of Science and Technology, advised the City People's Committee on regulations regarding the connection and sharing of data from the centralized surveillance camera system; submitted a document seeking the opinion of the Ministry of Public Security ; and ensured that the implementation process is synchronized, unified, and in accordance with regulations.

The Department of Construction has temporarily suspended the implementation of new investment items under the Smart Transportation Project; it is coordinating with the City Police to review and revise the implementation plan, ensuring consistency with the city's overall project, avoiding overlap and waste of resources.

The Department of Science and Technology will lead the review and finalization of the draft regulations on the management, exploitation, and sharing of data in Hanoi ; proactively seeking expert opinions to ensure scientific validity and feasibility. This includes proactively coordinating with the City Police to advise on the content of connecting and sharing data from the centralized surveillance camera system, ensuring compliance with current legal regulations and alignment with the city's digital government and smart city development orientation; and reporting to the City People's Committee in September 2025.

City departments, agencies, and the People's Committees of communes and wards are temporarily suspending the investment and installation of new camera systems, except for specialized systems with unique characteristics and projects that have completed bidding and are currently being implemented; they are also required to provide information on the current status of camera systems under their management (sent to the City Police) to facilitate inventory, review, and the development of a common platform.
