Parking lots surround the metro station.
In late June, while traveling along the Cat Linh - Ha Dong urban railway line, a reporter from Giao Thong Newspaper observed vehicles parked haphazardly under the stations.
The unauthorized parking area at Van Khe train station has existed for many years.
At Van Khe station, illegal parking areas have appeared on both sides of the underpass. Observations show that there are 40-50 motorbikes parked close together without any sturdy shelter or fire extinguishers.
Posing as a customer, the reporter was given a small piece of cardboard by the staff and charged 10,000 VND per parking session, double the regulated price.
According to the parking attendant, the facility receives around 120-160 vehicles on weekdays. Weekends see fewer vehicles due to reduced demand for the subway.
This is also the common situation at dozens of other stations on the Cat Linh - Ha Dong urban railway line.
At stations like La Khe, Van Quan, Thai Ha, and Ring Road 3, people even freely display signs that read: "Parking available".
At the makeshift parking area near La Khê train station, locals freely display signs with their phone numbers.
Notably, this situation has existed for about three years now, since the Cat Linh - Ha Dong urban railway line came into operation, but it has still not been resolved.
Ms. Nguyen Thuy Phuong (Ha Dong, Hanoi ) said: "Parking at the two authorized locations at the beginning of Yen Nghia station and the end of Cat Linh station requires a ticket, and the staff collects 5,000 VND per parking session."
"But many times when I passed through stations along the way, I was charged 10,000 - 20,000 dong. Although I was upset, I didn't know where to complain. The car was left out in the rain and sun, and sometimes I was worried about it catching fire."
They're everywhere in the city.
At plot DX3, Linh Dam peninsula, Hoang Liet ward (Hoang Mai district), reporters observed an illegal parking lot with an area of over 2,200m2.
This is a parking lot serving thousands of households in the Linh Dam peninsula urban area. It has a sturdy roof made of steel frames and accommodates cars with 4 to 7 seats.
The parking attendant said that the monthly parking fee is 1,700,000 VND, while the fee per visit is 50,000 VND.
"Previously, I parked my car at an unlicensed parking lot in Cau Giay district. Unfortunately, the lot caught fire, burning 5 cars and dozens of motorbikes, so I'm very worried about parking in unlicensed lots again."
"But after moving here, there's no more parking space, so I have to park here temporarily," said Mr. Le Ngoc Tu (Hoang Mai district, Hanoi).
Similarly, at the back gate of the Central Eye Hospital (Bui Thi Xuan Street), a section of the road has been licensed by the Hanoi Department of Transport to Hanoi Parking Lot Management Company Limited for parking, but the remaining sidewalk and road are being occupied by residents.
The parking fee here is 50,000 VND per car and 10,000 VND per motorbike. The indiscriminate parking causes constant traffic congestion along the approximately 300-meter stretch of Bui Thi Xuan street.
In other areas such as Van Quan urban area (Ha Dong), Nam Trung Yen urban area (Cau Giay)... the encroachment on sidewalks and roads for illegal parking and business activities also occurs openly.
Parking fees are determined individually by the parking lot owners, ranging from 1,200,000 to 1,700,000 VND per month depending on the value of the vehicle. Parking attendants do not sign contracts or receive tickets; all agreements are verbal.
How to get rid of illegal parking lots?
A representative from the Hoang Mai District Transport Inspection Team stated that upon discovering violations related to parking at plot DX3, the team documented the issue, notified the local authorities, and proposed measures to address the problem.
However, the authority to manage land and carry out forced demolitions and erect barriers to prevent repeated violations lies in the hands of local authorities.
The unauthorized parking lot in Hoang Liet has been operating for many years.
The People's Committee of Hoang Liet Ward informed that the unauthorized parking lot at plot DX3, as reported, had been documented and ordered to cease operations by the ward authorities since the beginning of June, but for some reason, the violations have continued to recur. "We will resolutely shut down this unauthorized parking lot," the representative of Hoang Liet Ward affirmed.
Regarding the proliferation of unauthorized parking lots in the city, Mr. Tran Huu Bao, Deputy Director of the Hanoi Department of Transport, stated: "We are coordinating with local authorities to study and arrange suitable authorized parking areas, and are determined to dismantle any unauthorized parking spots."
In the long term, the city is developing solutions to attract investors to participate in parking management, even using budget funds to build facilities and then leasing them to private companies."
According to Mr. Dao Ngoc Nghiem, Vice Chairman of the Vietnam Urban Planning and Development Association, the proliferation of unauthorized parking lots is due to a severe shortage of parking spaces.
Meanwhile, the fee collection process is very opaque, mainly involving cash payments, resulting in significant revenue losses for the government.
"The lack of parking spaces is forcing people to park in unauthorized areas. To eliminate illegal parking, besides strict inspection and enforcement, the city has no other option but to build more parking lots," Mr. Nghiem said, adding that policies are needed to attract investors with attractive incentives.
According to information from the Traffic Newspaper, Hanoi has now allowed two investors, Xuan Nam Viet Joint Stock Company and 27/7 Mechanical Manufacturing and Service Company Limited, to build a parking lot combined with a shopping center in Hoang Mai district, covering more than 60,000 square meters. This parking lot is expected to be operational in December 2024.
