According to data from the Department of Construction, the province now has 16 urban areas, including 1 Type II urban area (Ha Tinh City), 1 Type III urban area (Ky Anh Town), 1 Type IV urban area (Hong Linh Town), and 13 Type V urban areas (Xuan An, Tien Dien, Vu Quang, Tay Son, Pho Chau, Duc Tho, Huong Khe, Nghen, Dong Loc, Thach Ha, Thien Cam, Cam Xuyen, and Loc Ha towns).

At the same time, many large-scale, modern urban areas have emerged, such as the Vincom commercial and residential center; the North Ha Tinh city urban area; the TNR Hong Linh urban area, etc., contributing to changing the appearance and creating a development step for these areas.
According to assessments, the urbanization rate in Ha Tinh has shown positive progress, reaching nearly 31% (an increase of nearly 3% compared to 2020). This is thanks to the province's efforts in attracting large investors with strategic, large-scale projects, especially in the fields of industry, real estate, trade, services, and tourism. This has facilitated the shift in economic structure and the formation of new economic centers.
Planned industrial clusters have also become important "lever" for attracting labor and migrating people from rural areas to urban areas, such as the Can Loc District Industrial Cluster; the Cong Khanh 1 Industrial Cluster (Hong Linh Town); and the Duc Tho District Industrial Cluster… This contributes to expanding the scale and rapidly increasing the percentage of the population living in urban areas.
The Eastern Ring Road project in Ha Tinh City is considered a "lever" for the infrastructure development of Ha Tinh City in the coming time.
Furthermore, over the past period, the planning and management work of the Department of Construction has also become a basis for localities to specifically plan investments, allocate resources, and have appropriate tools for urban development construction and management.

The urban scale of Ha Tinh has expanded, and the urban landscape is changing daily towards a civilized and modern direction. The rapid pace of urbanization, especially in central urban areas such as Ha Tinh City and Ky Anh Town, provides many businesses and investors with favorable conditions to consider and implement projects in these localities.

Implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, localities are focusing on implementing various solutions to develop urban areas in a modern and sustainable direction. Identified as the core urban area of one of the three urban centers creating a breakthrough in the province's development, Ha Tinh City is prioritizing the construction of synchronous infrastructure associated with expanding the city's urban space.
Ha Tinh City is focusing on improving transportation and drainage infrastructure in the area.
Mr. Nguyen Duy Duc, Vice Chairman of the People's Committee of Ha Tinh City, said: “The locality is coordinating with departments and agencies to prepare well for the pilot project to build a smart city in Ha Tinh City by 2025, with a vision to 2030; adjusting the general planning of the city and its surrounding areas until 2045, with a vision to 2060. At the same time, we are promoting and implementing many key infrastructure and transportation projects, strategic regional connectivity projects such as: the extension of Ngo Quyen road to the West connecting with the North-South expressway; the Eastern ring road project; the extension of Xuan Dieu road project…”.
In conjunction with local authorities, the Construction sector in Ha Tinh province has also successfully implemented the preparation and adjustment of construction and urban planning according to the provincial planning for the period 2021-2030, with a vision to 2050. This includes focusing on important urban and regional planning such as: preparing regional planning for Huong Khe and Ky Anh districts; adjusting regional planning for Loc Ha and Duc Tho districts; preparing general urban planning for Nam town (Huong Son district) and Thach Ha town; implementing adjustments to the general planning of Ha Tinh city, Ky Anh town, Hong Linh town, Loc Ha town, and the Cau Treo International Border Gate Economic Zone; adjusting urban sub-area planning, functional areas, and detailed planning for resettlement areas serving the North-South expressway project…

Mr. Nguyen Quoc Ha, Director of the Department of Construction of Ha Tinh province, said: “In the coming time, in order to effectively implement the Provincial Planning for the period 2021-2030, with a vision to 2050, the department will continue to guide districts and towns to study and adjust construction planning to be consistent with the review and adjustment of the province's socio-economic development planning, the urban development rate and the socio-economic development rate in localities; advise on the construction of a Geographic Information System (GIS) and digital technology , a digital platform in urban planning and development management. Review and direct the preparation of zoning plans and detailed plans in urban areas, especially in new urban areas, expanded urban areas, and urban renovation areas to gradually upgrade the effectiveness of construction management according to the plan...”.
