At the 14th session (thematic session) of the XVI City People's Council, term 2021 - 2026, (March 22), the City People's Council reviewed, voted, and unanimously approved 3 Resolutions. These are extremely important resolutions for the City's socio-economic development and strengthening national defense and security.

One of the important contents approved at the meeting is the plan to use the bonus source exceeding the revenue estimate divided between the Central budget and the local budget to reinvest according to a special mechanism in 2022.

Specifically, in 2022, Hai Phong city's state budget revenue from import and export activities will reach 67.806 billion VND (collection results of Hai Phong Customs Department), exceeding 20,6%, equivalent to exceeding 11.876 billion VND compared to assigned target (55.930 billion VND).

From this result, according to the provisions of Decree 89/2017/ND-CP dated July 29, 7 of the Government on regulations on specific financial and budget mechanisms and policies for Hai Phong and Thua Thien Hue cities. The Prime Minister issued Decision No. 2017/QD-TTg dated November 1491, 29 to reward exceeding estimated revenue and invest back into the locality a total of 11 billion VND.

This is an important additional capital source for Hai Phong city to continue implementing public investment plans and socio-economic development policies in 2024.

The City People's Council unanimously approved the plan to allocate public investment expenditure of 896,6 billion VND and 30 billion VND to spend additional trust capital through the City Bank for Social Policies branch to lend money to solve the problem. jobs for economic and social development.
