According to Pham Thi Hanh Trinh, Deputy Director of the Public Administrative Service Center of Cu Lao Gieng Commune, the Center handles 396 administrative procedures regardless of administrative boundaries. Administrative procedures under the jurisdiction of the commune-level People's Committee are publicly and fully posted in a timely manner. The posted content includes the name of the procedure, required documents, processing time, fee amount, and a QR code to help people search and find information about the procedures online.
When Ms. Vo Kim Oanh, residing in Phu Thanh hamlet, came to the Public Administrative Service Center of Cu Lao Gieng commune to process her daughter's application, she received attentive guidance from the staff, and her application was processed quickly, without much waiting time. Mr. Tran Van Tho, residing in Long Kien commune, shared: “When I came to handle administrative procedures related to land and justice, I received enthusiastic support from the staff. The fact that administrative procedures are not dependent on administrative boundaries makes it convenient for people, helping me easily submit an application to renew my land use right certificate for the plot of land located in Cu Lao Gieng commune.”
Putting the people at the center, the satisfaction of citizens and businesses is the measure of service quality. Cu Lao Gieng commune is building a modern administrative system, aiming for a digital, professional, and honest environment. Each day, the center receives 50-60 applications, with a peak of over 100 applications per day. Citizens take numbered tickets according to their field and wait in air-conditioned rooms. The center strives to process administrative procedures quickly and minimize the number of overdue applications. Deputy Secretary of the Party Committee and Chairman of the People's Committee of Cu Lao Gieng commune, Do Minh Tri, stated: “The commune's Public Administrative Service Center has an area of 200 square meters, making it convenient for citizens and businesses to conduct transactions. The center has invested in network infrastructure, applied information technology, and is fully equipped with the necessary machinery and equipment to meet the requirements for handling administrative procedures in the locality.”
Identifying serving the people and businesses as its core mission, the Commune Public Administrative Service Center coordinates effectively with the People's Council - People's Committee Office, the Economic Department, the Culture and Social Affairs Department, the Land Registration Office Branch, and the Post Office to assign specialized staff to handle each administrative procedure area. This includes guiding, receiving, checking, digitizing, online payment, and archiving documents. All documents and administrative procedures are processed correctly on the public service portal system for organizations and individuals under the jurisdiction of the Commune People's Committee, as well as inter-provincial and "non-geographical" administrative procedures.
To date, the number of online applications received through the public service portal is 1,917; of which 1,889 applications were processed and results returned on time, 56 applications are currently being processed, and 18 applications have been suspended; the online payment rate is 94.93%; and the document digitization rate is 94.74%. From July 1st to December 15th, 2025, the center will receive and process 7,582 applications directly, with no overdue applications. The number of online applications received through the public service portal is 2,150, with 2,062 applications processed and results returned on time.
According to Mr. Do Minh Tri, administrative procedure control has been implemented synchronously, uniformly, and systematically. The timely and complete posting and public disclosure of the list of administrative procedures, processing times, fees, and charges facilitates access and implementation for organizations and individuals. The one-stop shop and integrated one-stop shop mechanisms have been maintained and effectively utilized, helping to reform administrative procedures towards a more concise, simple, and easy-to-implement approach. Officials and civil servants demonstrate a high sense of responsibility and enthusiasm, shifting from a management mindset to a service-oriented approach. Citizen satisfaction levels are highly rated. Coordination between specialized departments and relevant officials in handling administrative matters for individuals and organizations is ensured. The application of information technology in directing, managing, and resolving administrative procedures is effective. All arising administrative procedures are received and processed through the province's electronic one-stop shop system and the National Public Service Portal. The digitization of records and results of administrative procedures has been accelerated, improving efficiency and data reuse.
In the coming period, Cu Lao Gieng commune will effectively utilize the 22 community digital technology groups in 22 hamlets to support people in entering and submitting online applications from home and within their hamlets, receiving results via post office, contributing to reducing pressure on the center and providing convenience for the people.
