Learning from Uncle Ho to build a government of the people, by the people, for the people

Imbued with Ho Chi Minh's ideology on government "of the people, by the people, for the people", immediately after the merger and consolidation, Lam Dong province focused on improving management effectiveness, building a government apparatus close to the people, serving the people better.

Closer to the people, closer to the people

President Ho Chi Minh once affirmed: “The government from the commune to the Central Government is elected by the people. The people have the right to dismiss the Government if it cannot do its job for the people. The Government is the servant of the people, not a revolutionary official who oppresses the people.” That ideology became the foundation for building the new Vietnamese State, where the people are the subject of power, and the government is a serving organization.

Throughout the revolutionary journey, he always reminded: Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might; cadres must be close to the people, listen to the people, and be subject to their supervision. Many years have passed, but Uncle Ho's thoughts remain valuable and continue to guide the work of government building in the new period.

Imbued with Uncle Ho's ideology, in the process of building a two-level local government, Lam Dong province always focuses on improving efficiency, effectiveness and operational efficiency. The new apparatus is not only streamlined and compact but also must serve the people more conveniently, truly "of the people, by the people, for the people".

A clear example is the many innovations in administrative reform. Provincial and communal public administrative service centers are increasingly open and transparent in their procedures, shortening the time it takes to process documents. People can submit applications online, track progress using their smartphones, or go directly to the center and receive specific instructions.

For large areas with scattered populations, the government also deployed mobile reception points and applied online public services to help people save on travel costs. The Provincial People's Committee launched the emulation movement to build a strong grassroots government, close to the people, operating effectively, efficiently and effectively in Lam Dong in the period of 2025 - 2030, creating a vibrant competitive atmosphere in each locality and unit.

In the first month of operating the new apparatus, the Provincial Public Administration Service Center provided 2,020 administrative procedures for online public services, including 769 full-process services and 1,251 partial services. The rate of files received, processed correctly and before the deadline reached nearly 97%.

Innovation in service methods, listening to people

To ensure convenient service for people and businesses, Lam Dong Provincial People's Committee has organized training and experience sharing for thousands of civil servants at commune-level public administrative service centers; promptly removed obstacles related to land, seals, and transmission data.

Three provincial working groups regularly work directly with the grassroots, accompanying them in resolving difficulties. Dozens of working groups from the Provincial Party Committee and leaders of departments and branches have also visited most communes, wards and special zones to inspect the situation and handle arising problems.

Along with that, Lam Dong mobilized about 400 cadres, civil servants, and public employees seconded from the provincial level to 124 commune-level units to help stabilize the apparatus after the merger. The cadres were required to improve their skills, public service style, and build a style close to the people and the grassroots.

Lam Dong has strongly promoted the application of digital technology , from online public services, applications to reflect on-site situations via phone, hotline, to feedback channels via QR codes. Thanks to that, people have more tools to monitor and respond, contributing to ensuring the spirit of "people know, people check" as President Ho Chi Minh once advised.

One of President Ho Chi Minh's viewpoints in building a people's government is to promote democracy among the people. Based on that and from practical requirements, Lam Dong province has applied it in practice by organizing direct dialogue with the people, in many appropriate forms.

From the provincial to the communal level, meetings and dialogues between leaders and the people have become important channels for people to reflect their thoughts and express their aspirations. Hot issues such as land, infrastructure, and social security are promptly resolved, avoiding prolongation and causing frustration among the people.

Many communes after the merger have implemented the model of “Saturday for the people”, with cadres, civil servants, and union members going down to villages, hamlets, and residential groups to receive and resolve administrative procedures for the people. This is a creative application of Ho Chi Minh’s ideology in the context of expanding administrative areas, avoiding the situation of being far from the people after the merger.

People-oriented

The Fatherland Front and socio-political organizations continue to promote their role as a “bridge” between the Party, the government and the people. Not only gathering voters’ opinions and promptly reporting them to the authorities, the Front also strengthens supervision, social criticism, and promotes democracy at the grassroots level.

Movements such as: "All people unite to build new countryside, civilized urban areas", "Day for the poor", "Clever mass mobilization"... have been widely deployed, associated with socio-economic development. Many places also organize the model "Listening to the people speak", creating a forum for people to reflect on difficulties, propose initiatives, and contribute solutions.

With the motto "people know, people discuss, people do, people inspect, people supervise, people benefit", in economic development programs, new rural construction or social security assurance, people are not only beneficiaries but also directly participate and accompany the government.

Regarding this issue, speaking at the Conference of key cadres of the whole province, comrade Y Thanh Ha Nie Kdam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong province emphasized: Although the operation of the two-level local government has been carefully and specifically prepared, there are still many difficulties and challenges ahead. Therefore, each cadre and party member must set an example in ethics, lifestyle, working style, dedication to work and closeness to the people. The Provincial Party Committee Secretary noted that it is necessary to strictly maintain discipline and order, ensuring that the commune-level government is truly a place to serve the people.

The core ideology emphasized is "wholeheartedly serving the people, caring for the people", which is also one of the six mindsets that the Deputy Prime Minister Nguyen Hoa Binh pointed out when giving a speech at the 1st Congress of the Party Committee of Don Duong commune, term 2025-2030. That viewpoint affirms that the people must be the foundation, if the people are strong, the country will be sustainable, if the people are rich, the country will be strong.

The application of Ho Chi Minh's ideology in building a government "of the people, by the people, for the people" in Lam Dong after the merger and consolidation has created positive changes. The government is increasingly closer to the people, listens to the people and serves the people better. This is a vivid demonstration of Ho Chi Minh's ideology of always putting the people at the center, considering the happiness and prosperity of the people as the ultimate goal of all government activities.

By the end of July, Lam Dong province ranked 4th in the country in digitalizing public administration. People's trust in the new government apparatus is increasingly consolidated and strengthened.
