Sustainable poverty reduction is a priority task and goal, specified in the Provincial Party Committee's Program, the People's Council's Resolution, the People's Committee's plans at all levels and each unit of Dak Lak province. The synchronous implementation contributes to improving and enhancing the lives and ensuring social security for the poor.

The poverty rate in the whole province decreased.

To deploy the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, the Provincial Party Committee, the People's Council, and the Provincial People's Committee have issued resolutions, decisions, and plans, on the basis of which provincial departments, branches, sectors, and organizations and localities proactively develop implementation plans, focusing on projects, sub-projects, and poverty reduction policies such as: preferential credit; agricultural, forestry, and fisheries promotion; vocational training; healthcare; education and training... according to fields and localities. The work of urging, directing, resolving difficulties and obstacles, monitoring and evaluating each content and component project of the Program has been focused on, contributing to accelerating the construction progress and ensuring capital disbursement in accordance with regulations.

In addition to implementing poverty reduction policies, other programs and projects have been integrated to support poor and near-poor households in developing production and accessing social services such as loans from the Bank for Social Policies, vocational training policies, agricultural extension, support in health , education, housing, legal aid, contributing to job creation, poverty reduction and gradually improving the quality of life of poor and near-poor households.

Information, propaganda and education work has created a positive change in the awareness of Party committees at all levels, authorities and people of all walks of life, especially poor households, about the goal of sustainable poverty reduction, creating consensus and promoting the combined strength of the entire political system, the unity and synergy of the whole society; overcoming the state of waiting and relying, arousing the will to be proactive and rise up of the poor. From there, effectively receiving and using the State's support policies and resources to escape poverty and rise up; launching the emulation movement "For the poor - Leaving no one behind" in the whole province.

The total budget for implementing the Program in 4 years (2021-2024) is 1,263,511 million VND. Along with the central budget, Dak Lak province has also balanced and arranged local counterpart budget capital to implement the Program.

Many projects and sub-projects have been effectively implemented, with 450 poverty reduction models diversifying livelihoods, supporting production development in the agricultural sector. In Cu M'gar commune, many households grow durian, coffee, and pepper to develop the economy, increase income, and have a more prosperous life. People are supported and guided in planting, switching to organic farming, transportation, and purchasing to ensure high productivity. Households also actively learn and share experiences. The movement "Farmers compete in production, good business, unite to help each other get rich and sustainably reduce poverty" is spreading more and more strongly. The Farmers' Association propagates, mobilizes, supports farmers to register for competitions and commit to producing and trading safe agricultural products and food for community health, and promotes links and cooperation to expand production scale.

Vocational education development in poor and disadvantaged areas and employment support have been strengthened. Dak Lak Secondary School and Tay Nguyen College of Technology (Dak Lak College) have been invested in renovation, upgrading, and new construction of facilities; organizing job fairs, collecting labor market information; communicating through the radio system and documents on vocational training policies and job creation in villages and hamlets. Combining direct support policies such as job counseling and referral; loan support, local socio-economic development programs, national target programs, especially the efforts to overcome difficulties and proactiveness of workers, the whole province has created jobs for more than 100,000 workers.

In the 2021-2024 period, more than 2,000 poor and near-poor households will be supported to build new or repair houses, ensuring a minimum usable area of ​​30 square meters, "3 hard" (hard floor, hard frame - wall, hard roof) and a lifespan of 20 years or more.

The poverty rate in the whole province decreased by an average of 2.14% per year, from 12.79% at the end of 2021 with 63,642 households to 6.38% at the end of 2024 with 34,434 households; The poverty rate among ethnic minorities decreased by an average of 4.34%, from 26.74% at the end of 2021 with 41,515 households to 13.71% at the end of 2024 with 24,282 households, all exceeding the set target.

Lack of depth and sustainability

Frankly, poverty reduction work has not had many breakthroughs, fundamental, sustainable, and in-depth. Labor training still has many shortcomings, has not created jobs on the spot, the rate of poor and near-poor households among ethnic minorities in some localities is still high, mainly concentrated in communes, villages, and hamlets with special difficulties. By the end of 2024, the proportion of poor households lacking basic social services will still be high, such as: hygienic toilets, average housing area per capita; jobs, housing quality, etc.

The staff working on poverty reduction at the grassroots level is constantly changing, the leadership and direction in some localities are not resolute, and have not really promoted the role and responsibility in implementing the Program and reviewing poor and near-poor households annually. The disbursement of career capital to implement the Program in the province is still slow and at a low rate. The issuance of Resolutions regulating support for production development under national target programs in the province; the level of housing support for poor and near-poor households in (formerly) poor districts from the local budget is still slow.

The process of surveying, reviewing and counting beneficiaries in some places is not strict, there is incorrect information that needs to be adjusted and the records completed, affecting the progress of support implementation. The forms of propaganda are not rich and diverse, there are still some poor households that have not grasped and accessed policies and guidelines on poverty reduction in a timely manner, lack the will to rise up on their own, still have the mindset of not wanting to escape poverty, looking for ways to continue to enjoy some support and priority policies and regimes, which have become barriers in achieving the goal of sustainable poverty reduction.

Dak Lak strives to reduce the poverty rate of the whole province to below 3% by the end of 2025. The province focuses on strengthening the direction and management of Party committees and authorities; close coordination between the Fatherland Front and socio-political organizations at all levels, associated with promoting the role and responsibility of leaders. Strengthening propaganda to create strong changes in awareness and action in sustainable poverty reduction; strongly promoting the tradition of solidarity, the spirit of mutual love and affection, arousing the will of self-reliance of the poor, proactively rising up to escape poverty, not waiting for or relying on the help of the State and society.

To sustainably reduce poverty and limit re-poverty, it is indispensable to mobilize and effectively use investment resources for poverty reduction, while strengthening inspection and supervision to prevent negativity, loss and waste in the management and use of capital to implement poverty reduction policies. In addition to the budget allocated from the central budget, it is necessary to mobilize social resources to the maximum, arrange counterpart funds from local budgets reasonably, in accordance with the actual situation in the locality and mobilize contributions from people and beneficiaries.

In addition, effectively implement activities to support production development, diversify livelihoods and replicate poverty reduction models suitable for each household group member and each locality; preferential credit activities for poor households, near-poor households, and newly escaped-poverty households. Continue to innovate, develop and improve the quality of vocational education; synthesize and synchronize mechanisms and policies, develop diverse industries and occupations, especially industries and occupations in which the locality has strengths to create more sustainable jobs for workers. Organizing the review of poor and near-poor households to ensure accuracy, objectivity, publicity and democracy; prioritizing resources to support poor households to reduce the shortage of basic social services is also of interest.
