
Over the years, transportation for people traveling from one side of the Ky Cung River in Phieng Phuc village, Loc Binh commune, to the other side in Khon Cha, Ban Moi, On Cuu, and Na Pan villages, Thong Nhat commune, has improved thanks to the old culvert built more than 10 years ago. However, the old culvert is too small and narrow to meet the needs of production and trade development for the people in the area.
To improve transportation conditions for the people, the local authorities have decided to build a new, larger, and more aesthetically pleasing underground culvert to serve the people's travel needs safely and conveniently.
Accordingly, the People's Committee of Thong Nhat commune has worked with a consulting unit to conduct surveys and prepare investment estimates for a new culvert. Specifically, the Hat Cay culvert has a culvert body length of 120 m, access roads on both sides of the culvert are 73.4 m long, the culvert surface is 5.5 m wide, and the total investment is over 4.3 billion VND.
To raise funds for the underground construction, Thong Nhat commune appealed to organizations, businesses, and individuals within and outside the commune for support. Accordingly, a total of nearly 4 billion VND was mobilized from various sources, including: 1 billion VND from the former Loc Binh district budget (transferred to Thong Nhat commune as the investor from July 1, 2025); 2 billion VND from Chi Ma HTT General Import-Export Joint Stock Company; 500 million VND from Duc-Tin-Hung private enterprise and 98S Media Co., Ltd.; and 491 million VND from people within and outside the commune, agencies, units, and individuals.
With the resources mobilized, in November 2025, Thong Nhat commune held a groundbreaking ceremony, and the contractor focused on construction and completed the project within 90 days. The project was inaugurated before the Lunar New Year of the Horse 2026.
Mr. Dinh Van Dau (born in 1957), residing in Khon Cha village, shared: "In the past, just one heavy rainstorm would cut off Khon Cha village due to the strong current of the Ky Cung River, but this Tet, seeing two cars easily passing each other on the flooded ford fills me with indescribable joy."
Not far away, on the other side of the river, near the Hat Cay culvert, Ms. Hoang Thi Hue , originally from Khon Cha village and married to a man from Phieng Phuc village, said: "With the new culvert, the journey to Khon Cha village feels shorter. Farmers can now produce their crops and traders' trucks can come directly to the village to buy them, so we won't be forced to accept low prices. This spring, my family is very happy; visiting my mother's house to celebrate Tet is now more convenient and safer."
To achieve the sturdy and well-built underground spillway structure we see today, besides the attention of the State and the cooperation of the local people, we must also acknowledge the responsible contributions of businesses, organizations, and individuals who donated resources to build the spillway.
Mr. Nguyen Xuan Quang, Deputy General Director of Operations, Chi Ma HTT General Import-Export Joint Stock Company, the unit that donated 2 billion VND to build the culvert, shared: "Seeing the people traveling conveniently during the Tet holiday on the inauguration day, we understand even more the socio -economic value of the culvert is greater than any financial contribution from our business community. Moreover, this spacious and sturdy culvert is the most meaningful spring gift for the people in disadvantaged areas, brought by the Party and the State, with the joint efforts of our businesses."
