With the motto of "close, drastic, practical, effective", from the beginning of 2025, the Standing Committee of the Hanoi People's Council has built and issued a work program including 106 key contents, which have been carefully reviewed to ensure suitability with reality, and at the same time regularly monitored and urged for implementation.
Vice Chairwoman of the City People's Council Pham Thi Thanh Mai said that the important highlight in implementing the 2025 tasks is to seriously, proactively, responsibly implement, ensure progress, processes and procedures in implementing the 2-level local government model from July 1, 2025. The Standing Committee of the City People's Council has urgently carried out the work of appraisal, review and appointment of personnel for the People's Council and People's Committee at the commune level. At the same time, immediately implement regulations on decentralization, delegation of power, authorization and orientation of activities of the People's Council at the commune level to operate the 2-level local government model in the city.
Notably, in implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the City People's Council has proactively participated very early in the coordination stages, drafting legal documents, disseminating, guiding and organizing implementation; advising the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Election Steering Committee to issue leadership and direction documents. The City People's Committee has also issued a decision to establish an Election Committee to direct the implementation of contents and conditions for election work...
Along with that, the Standing Committee of the City People's Council continues to review and implement the Capital Law 2024 according to the plan and work program and has so far issued 58 resolutions for implementation.
Regarding session activities, since the beginning of the year, the City People's Council has successfully organized 2 regular sessions and 6 thematic sessions, issuing 158 resolutions. This is the year with the most sessions and the largest number of resolutions ever. In addition, the monitoring and thematic survey activities of the People's Council, the Standing Committee, committees and delegations of the City People's Council have become increasingly practical, effective and innovative. The Standing Committee of the City People's Council has organized delegations to survey the compliance with legal regulations on food safety; and to survey the organization and operation of the People's Councils of communes and wards in the area. Discussing the key tasks in 2026, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Council Tran The Cuong said that 2026 is the year of the 14th National Congress of the Party, the election of National Assembly deputies and People's Council deputies at all levels, and the first year of implementing the 5-year socio-economic development plan 2026-2030. The tasks set for the city are very large and urgent, requiring high demands on all levels of government to meet the goal of "pioneering and making breakthroughs in the new era; developing a civilized, modern, happy capital" and thoroughly grasping the motto of action emphasized by General Secretary To Lam: "Hanoi says what it does - do it quickly, do it correctly, do it effectively, do it to the end".
Therefore, the City People's Council has continuously improved the quality, effectiveness and efficiency of its operations, contributing to the common goals of the city and the country. In particular, the City People's Council focuses on leading, directing and coordinating the effective implementation of the Resolution of the 14th National Party Congress; Resolution of the 18th National Party Congress; policies and directions of the Central and the City; striving to achieve the highest goals and targets. Along with that, the City People's Council directed the effective implementation of the Politburo's strategic resolutions; the directions of the Central Committee and the City Party Committee; coordinated and implemented on schedule and in accordance with regulations the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. At the same time, organized the 17th City People's Council meetings to perfect the organization and apparatus of the Capital's government, as well as decide on important issues, mechanisms and policies within its authority.
