The Culture and Social Affairs Committee of the City People's Council is monitoring the implementation of the high-quality education model at the Vietnam-Korea Friendship Kindergarten.

Issued 158 resolutions

With the motto "thorough, decisive, substantive, and effective," from the beginning of 2025, the Standing Committee of the Hanoi City People's Council developed and issued a work program comprising 106 key items, which were carefully reviewed to ensure suitability to reality, and regularly monitored and urged their implementation.

According to Vice Chairwoman of the City People's Council Pham Thi Thanh Mai, a key focus in implementing tasks in 2025 is the serious, proactive, and responsible deployment, ensuring the progress, process, and procedures in implementing the two-tiered local government model from July 1, 2025. The Standing Committee of the City People's Council has promptly carried out the appraisal, review, and appointment of personnel for the People's Councils and People's Committees at the commune level. Simultaneously, regulations on decentralization, delegation of power, authorization, and operational orientation of the commune-level People's Councils are being immediately implemented to operate the two-tiered local government model in the city.

Notably, in the implementation of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, the City People's Council proactively engaged very early on, from coordinating and drafting legal documents to disseminating information, providing guidance, and organizing implementation; advising the Standing Committee of the City Party Committee, the City Party Committee's Executive Committee, and the City Election Steering Committee to issue leadership and guidance documents. In addition, the Standing Committee of the City People's Council continues to review and implement the Capital City Law of 2024 according to the work plan and program, and has so far issued 58 resolutions for implementation.

Regarding session activities, from the beginning of the year until now, the City People's Council has successfully held 2 regular sessions and 6 specialized sessions, issuing 158 resolutions. This is the year with the most sessions held and the largest number of resolutions issued to date. In addition, the specialized supervision and survey activities of the City People's Council, its Standing Committee, committees, and delegate groups have become increasingly substantive, effective, and innovative. The Standing Committee of the City People's Council organized survey teams to examine compliance with food safety regulations; and to survey the organization and operation of People's Councils in communes and wards. Striving to achieve the highest possible results for the 2026 targets.

Discussing key tasks for 2026, Tran The Cuong, Standing Committee member of the Hanoi Party Committee and Permanent Vice Chairman of the Hanoi People's Council, stated that 2026 will be the year of the 14th National Congress of the Communist Party of Vietnam, the election of National Assembly and People's Council representatives at all levels, and the first year of implementing the 2026-2030 five-year socio-economic development plan. The tasks facing the city are immense and urgent, demanding high standards from all levels of government to achieve the goal of "pioneering and breakthroughs in the new era; developing a civilized, modern, and happy capital city" and to thoroughly implement the action motto emphasized by General Secretary To Lam: "Hanoi says it and does it - does it quickly, does it correctly, does it effectively, and does it to the end."

Therefore, the City People's Council continuously strives to improve the quality, effectiveness, and efficiency of its operations, contributing to the common goals of the city and the country. Specifically, the City People's Council focuses on leading, directing, and coordinating the effective implementation of the Resolution of the 14th National Party Congress; the Resolution of the 18th City Party Congress; and the policies and directives of the Central Government and the city; striving to achieve the highest possible results in fulfilling the set goals and targets. Based on the policies and directions of competent authorities, the City People's Council focuses on coordinating, reviewing, and resolving institutional and planning obstacles; proposing amendments and additions to Resolution No. 15-NQ/TƯ of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045; and reviewing and evaluating the results of the two-year implementation of the 2024 Law on the Capital City...

In addition, the City People's Council directed the effective implementation of the Politburo's strategic resolutions; the directives of the Central Committee and the City Party Committee; and coordinated and implemented the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term on schedule and in accordance with regulations. At the same time, it organized the 17th session of the City People's Council to consolidate the organizational structure of the Capital's government, as well as to decide on important issues, mechanisms, and policies within its authority.

The City People's Council advises the Standing Committee of the City Party Committee to consider, issue, and implement a plan to innovate and improve the capacity, effectiveness, and efficiency of the People's Councils at all levels in Hanoi for the period 2026-2031 and beyond; and to continue innovating leadership and guidance methods to effectively and qualitatively complete programs and tasks in the new situation.
