
The Standing Committee of the Provincial People's Council conducted thematic oversight according to plan, with close coordination, minimizing overlap and duplication in terms of subjects, content, and timing of oversight. At its sessions, the Provincial People's Council seriously fulfilled its oversight function through comprehensive review of socio -economic development, finance and budget, public investment, austerity measures, anti-corruption efforts, handling of complaints and denunciations, and ensuring security and order. In addition, reports from the internal affairs sector and judicial agencies were thoroughly discussed. The documents submitted to the sessions were meticulously prepared, ensuring legal validity and relevance to local realities.
The questioning sessions of the Provincial People's Council have undergone many innovations, with the motto "quick questions - concise answers," taking place actively and directly addressing the core issues. The content of the questions is compiled from recommendations of the committees and delegate groups, as well as pressing issues of concern to voters. During the 2021-2026 term, the Provincial People's Council conducted 29 direct questioning sessions with the leaders and members of the Provincial People's Committee. To ensure effectiveness after the questioning sessions, the Standing Committee of the Provincial People's Council issued concluding notices, requiring the Provincial People's Committee and relevant departments and agencies to adhere to commitments and focus on resolving existing shortcomings. In addition, the Council also conducted thematic supervision at regular sessions on the resolution of voter recommendations before and after the Provincial People's Council sessions.
Mr. Ca Van Quan, Party Secretary and Head of Tham May village, Chieng Sinh ward, shared: "Following the provincial People's Council sessions, I clearly see the changes through the questioning sessions. The delegates asked very insightful questions, directly addressing the pressing issues that concern our villagers. The leaders of the Provincial People's Committee and relevant departments also answered frankly, without evasion, and provided a clear roadmap for resolution. The provincial People's Council issued concluding notices and closely monitored the commitments made after the questioning sessions, which created great trust and reassured the people that their requests were being addressed thoroughly."
If the sessions decide on important policy decisions, then the oversight activities between sessions serve as a "measure" to verify practical effectiveness. Since the beginning of the term, the Provincial People's Council, its Standing Committee, and its various committees have conducted 47 thematic surveys and oversight activities, proposing 548 opinions and recommendations to relevant agencies and authorities to ensure timely guidance and promote the implementation of the Party's guidelines and policies, the State's laws and regulations, and the People's Council's resolutions. Regular and periodic oversight activities have been seriously and effectively carried out by the Provincial People's Council, its Standing Committee, and its various committees, focusing on the issuance of legal documents by the Provincial People's Committee and resolutions of lower-level People's Councils; overseeing the resolution of voter petitions; and implementing the conclusions of interpellation sessions. During the term, the People's Council's committees have chaired 53 regular and periodic oversight activities.
Monitoring and surveying activities focused on practical issues, difficulties, and concerns of voters. The implementation process ensured compliance with regulations; monitoring reports clearly reflected results, limitations, and causes, thereby providing timely recommendations for solutions. For complex issues or those showing signs of violations, the Standing Committee of the Provincial People's Council proactively reported to the Party Committee of the Provincial People's Council and the Standing Committee of the Provincial Party Committee for conclusions or directives for re-monitoring. A prime example is the Culture and Social Affairs Committee, which conducted 16 thematic monitoring sessions, proposing 166 recommendations, with a resolution rate of 98.4%. The selected monitoring topics were practical and focused on "hot" areas of public concern, such as monitoring the management of private medical and pharmaceutical establishments, which clearly indicated that some private medical and pharmaceutical facilities were operating improperly. Mr. Tran Thanh Binh, Deputy Director of the Department of Health , said: Following the monitoring of the operations of private medical and pharmaceutical facilities, the Department has intensified propaganda, strengthened inspections, and rectified the licensing and management of medical practice. The sector continues to apply information technology in managing medical practice; build an interconnected database; strengthen focused and targeted inspections; and improve the professional capacity and ethical conduct of medical staff and practitioners.
The Economic and Budget Committee conducted 13 thematic oversight sessions, focusing on practical issues in public investment management, budget revenue and expenditure, and the effectiveness of economic development projects. The Committee compiled and proposed 158 relevant and timely recommendations to relevant authorities at all levels and sectors, with a resolution rate of 76%, making a significant contribution to removing bottlenecks in mechanisms, improving budget management efficiency, and promoting sustainable economic growth in the province.
The innovation in the supervisory activities of the Provincial People's Council has created clear changes in practice, becoming increasingly in-depth and substantive, contributing to strengthening the people's trust in the local government and improving the effectiveness and efficiency of the State apparatus.
