
The focus is on Resolution No. 41/2022/NQ-HĐND dated August 31, 2022, with four key policy groups: supporting product development; promotion and advertising; human resource development; and community tourism. The Resolution has contributed to resolving difficulties and obstacles, creating favorable conditions, encouraging and supporting tourism development activities, boosting investment attraction, and promoting the participation of businesses and the people in tourism development in accordance with Conclusion No. 94-KL/TU on the development of tourism in Son La province until 2025, with a vision to 2030.
Mr. Tran Xuan Viet, Deputy Director of the Department of Culture, Sports and Tourism, said: The Department has researched and coordinated with relevant departments, agencies, and localities to advise on the development of guidelines for implementing the resolution, ensuring the process and procedures comply with regulations; strengthening the dissemination of the resolution's content combined with reviewing, building dossiers, and compiling support needs from businesses, cooperatives, and business households in tourism to develop appropriate disbursement plans.

Nearly a year after the resolution was issued, the Department of Culture, Sports and Tourism began receiving proposals for support and proceeded to develop plans and implement tourism development activities using funds from Resolution 41. From 2023 to 2025, the Department allocated and disbursed over 4 billion VND from the fund to support community tourism development in several high-potential locations such as Kha village, Yen Chau commune, Muong Va village, Sop Cop commune; organized famtrip delegations to survey and evaluate tourism destination products; participated in exhibitions, promotions, and product introductions at cultural and tourism events inside and outside the province; supported initiatives on preserving and promoting cultural identity; and organized tourism competitions...

Mr. Lo Duc Viet, Vice Chairman of the People's Committee of Yen Chau commune, shared: "Thanks to the 1 billion VND support under Resolution 41, Kha village has had a concrete bridge built connecting National Highway 6 to the village, internal village roads have been paved with concrete, the cultural center's courtyard and drainage system have been completed, changing the face of Kha village's rural area. Currently, the commune has guided and established a Kha village rural tourism cooperative, linking households in building and protecting the landscape, preserving the Thai ethnic culture, and aiming to attract investment, open tourism services for sightseeing and experiences, and build Kha village into a model community tourism village of the commune in the near future."

In addition to the direct support policies for tourism development activities under Resolution No. 41/2022/NQ-HĐND, other policies have also been issued to effectively support tourism development activities, such as: Resolution No. 17/2021/NQ-HĐND dated November 19, 2021, of the Provincial People's Council on regulations on the content and level of support for artists in the province; Resolution No. 43/2017/NQ-HĐND dated March 15, 2017, of the Provincial People's Council and Resolution 38/2022/NQ-HĐND dated July 14, 2022, on regulations on support levels for mass cultural and artistic activities in Son La province... These policies have effectively promoted the preservation of cultural values and served the effective development of tourism.

With the right policies, Son La's tourism has gradually developed into a key economic sector of the province. Son La tourism has its own unique identity with 15 recognized tourist areas and destinations, and 5 main tourism product groups. By the end of 2025, the province is expected to welcome 5.3 million visitors, more than three times the number in 2020, with estimated revenue from tourism activities reaching 6,300 billion VND, more than five times the amount in 2020. Tourism makes a significant contribution to the province's economy with rapid and stable growth at 13% per year.
Entering a new phase, those involved in tourism in Son La are anticipating new strategic policies and further breakthroughs in tourism development as outlined by the 16th Provincial People's Council. In particular, with the concerted efforts of the entire provincial political system, we strive to successfully achieve the goal of welcoming 9 million tourists and generating 12,420 billion VND in revenue by 2030, building Son La into a socio-economic center of the Northwest sub-region and a key tourism destination for the region.
