Upholding the spirit of proactiveness, decisiveness, unity, and creativity, the People's Council of Ha Long City has focused on leading, directing, and effectively implementing key tasks, issuing many important policies that are closely aligned with the practical realities and development requirements of the city, meeting the aspirations of voters and the people, and affirming its role as a state power organ at the local level. This is an important prerequisite for the city to successfully achieve its goals and objectives in 2024 and subsequent years.
Be proactive from the start, and proactively.

Building upon the achievements and results of 2023, and carrying out the tasks for 2024, despite the large workload and the frequent emergence of numerous issues, the Standing Committee of the Ha Long City People's Council has consistently adhered to the policies of the province and the Ha Long City Party Committee, demonstrating a spirit of proactiveness, unity, determination, and effort to effectively implement the tasks within its authority.
The organization and conduct of the sessions of the Ha Long City People's Council have become increasingly innovative, ensuring comprehensive Party leadership in all aspects of work. In the first six months of the year, the City People's Council held four specialized sessions to consider and discuss many important issues within its authority. The People's Council issued 19 resolutions, many of which have a profound impact on the effectiveness and efficiency of all levels of government, socio-economic development tasks, and social security in the city. Notable examples include: the Resolution on measures to ensure the implementation of democracy at the grassroots level; the Resolution on the rearrangement of commune-level administrative units in the city, giai đoạn 2023-2025; and 13 resolutions on finance, budget, and public investment, including the approval of investment policies for 28 projects and works funded by the city budget.
Ms. Nguyen Thi Van Ha, Vice Chairwoman of the Ha Long City People's Council, affirmed: At the city's People's Council sessions, all agenda items are prepared early, meticulously, and in accordance with legal regulations, with quality input from specialized agencies, experts, voters, and the public. The session program is scientifically arranged, allocating ample time for delegates to discuss in groups and in the plenary session, as well as for questioning and answering questions, in order to maximize the experience and wisdom of the delegates. The presiding officer's management of the session continues to be highly effective, ensuring a scientific, accurate, democratic, and flexible approach, creating a lively atmosphere for discussion and debate in the assembly. The decisions passed all stem from practical realities and are for the benefit and happiness of the people.

Prior to each session, depending on the agenda, the Standing Committee of the Ha Long City People's Council directs the establishment of a working group comprising officials and specialists with in-depth expertise in planning, construction, land, etc., to assist the Standing Committee in preparing documents for the session. Simultaneously, it directs the People's Council committees to closely coordinate with city departments and units during the drafting and review process. This contributes to improving the quality of review reports and resolutions of the City People's Council.
Comrade Bui Xuan Hung, Head of the Legal Affairs Committee of the Ha Long City People's Council, said: To ensure the effectiveness and quality of the review work serving the city's People's Council sessions, the Committee has proactively accessed reports, submissions, and draft resolutions early; studied documents, and compared data reported by agencies and units. At the review meeting, it pointed out contents that were agreed upon or deemed inappropriate in the reports, requested the submitting agencies to explain and clarify; and defended its viewpoint to the end on contents that were not accepted, providing a basis for the city's People's Council delegates to study, discuss, and decide on the contents presented at the session. In preparation for the mid-year regular session of the city's People's Council in 2024, the Committee focused on preparing content and documents for the session, and conducted reviews and supervision of 8 reports within its purview. At the same time, they advised on several submissions, draft resolutions, and reports of the City People's Council on important issues such as: monitoring the results of resolving voter petitions submitted to the 19th session of the City People's Council; the thematic supervision by the Standing Committee of the City People's Council on reforestation for projects and works that must implement reforestation according to the Resolution of the Provincial People's Council…
Upholding the role and responsibilities of elected representatives, in each session, the City People's Council delegates have focused on researching, participating in discussions, and actively questioning pressing issues arising in the locality, focusing on the people and grassroots levels. Many sensitive issues such as anti-corruption efforts, practicing thrift and combating waste, crime prevention and law enforcement, and the management and use of public assets... have all been thoroughly discussed at the sessions. The contributions of the People's Council delegates aim to refine and develop highly feasible resolutions of the City People's Council, in line with the Party's guidelines, the State's policies and laws, and the practical situation of the city, contributing to socio-economic development and ensuring national defense and security in the locality.
Strongly innovate thinking and methods.

Along with making timely decisions on important city issues, Standing Committee, Committees of the City People's Council Early preparation and effective implementation have resulted in high-quality, substantive, objective, and thorough oversight activities, increasing accountability. Survey and oversight activities focus on shortcomings and existing problems of concern to voters; the survey and oversight results are insightful, and the oversight methods are innovative and creative, thereby promptly identifying prominent issues and shortcomings and proposing solutions to address obstacles. From the beginning of the year until now, the Standing Committee and the Committees of the City People's Council have organized and completed 3 thematic oversight sessions and 8 other oversight activities. The content of regular and unscheduled monitoring and surveys includes: "The implementation of reforestation for projects and works approved by the Ha Long City People's Council for conversion of forest land to other purposes in the city"; "The implementation of public investment projects managed by the People's Committees of communes and wards in 2023"; and a survey on "The direction and implementation of flood control measures in urban areas of Yet Kieu ward"... Following these monitoring and surveys, the Standing Committee of the City People's Council issued reports on the results, evaluating the achievements and identifying shortcomings and limitations. Simultaneously, it made recommendations for relevant agencies and units to implement.
The process of engaging with constituents has also been reformed to expand the scope and composition of constituents, ensuring democracy; and organizing rotating meetings in different areas. Simultaneously, the time for dialogue and consultation has been increased to encourage constituents and the public to contribute their opinions, thereby strengthening the bond between the People's Council representatives and constituents, creating consensus in the implementation of the city's socio-economic development tasks. The People's Council, its Standing Committee, committees, groups, and individual representatives have also actively implemented various forms of monitoring and addressing constituent requests, thereby gradually improving the quality and effectiveness of resolving constituent requests, promoting socio-economic development, and maintaining political security and social order in the area. To date, 48 out of 67 requests submitted to the 19th session and previous sessions of the City People's Council have been directed, considered, resolved, and communicated to constituents. The remaining 19 out of 67 recommendations are currently under review and will be addressed in the near future.
The mid-year regular session of the City People's Council in 2024 is expected to discuss and consider 33 reports, 15 proposals, and discuss and approve 17 draft resolutions. The contents to be presented at the session have been prepared with a positive and thorough spirit, meeting the expectations of voters and the people, as well as contributing to the sustainable development of the city. The City People's Council is determined to remove from the session's agenda any content that does not meet quality standards and follow the procedures and regulations stipulated by law, especially those related to public investment.
