Currently, 40 provinces and cities nationwide are implementing the transfer of administrative procedure guidance, reception, digitization of documents, and delivery of results to public postal service enterprises. Quang Nam is considered among the top 7 localities (Quang Nam, Binh Dinh, Dong Thap , Gia Lai, Hau Giang, Kien Giang, Soc Trang) that have strongly and synchronously transferred these tasks at all three levels: province, district, and commune.
Facilitating access for citizens.
When Nguyen Ba Hoang (born in 1995, working at the Quang Nam Land Registration Office) went to the Quang Nam Provincial Public Administrative Service Center to apply for a criminal record certificate, he was guided by a Quang Nam Provincial Post Office employee on the procedure through the Public Service Portal using his VNeID account. With a few simple steps, Mr. Hoang completed the application for a criminal record certificate.
“I needed a criminal record certificate to supplement my civil servant application. Here, the post office staff guided me through the online procedure very attentively and clearly. Next time I need to complete administrative procedures, I will look into doing it online and register to have the results delivered to my home by the post office for convenience,” Mr. Hoang shared.
According to the Quang Nam Provincial Post Office, in implementing Decision No. 468 of the Prime Minister, the unit has coordinated with relevant agencies to provide guidance, receive applications, digitize documents, and deliver results on behalf of state officials at the one-stop service centers at all levels. To date, this has been implemented in 16 departments and agencies, all district-level localities, and 19 commune-level localities in the province.
Mr. Tran Viet Hung, Director of the Quang Nam Provincial Post Office, stated: Currently, in the five steps of administrative procedure processing, the post office participates in four stages (guidance, receipt, digitization of documents, and delivery of results). This significantly contributes to improving the efficiency of the one-stop service centers at all levels, creating a breakthrough in administrative reform, saving costs, and providing convenience and practical benefits for the people.
Notably, the Provincial Post Office collaborated with the Department of Transportation to organize a program guiding and assisting citizens in renewing their driver's licenses online; and the Department of Justice issued criminal record certificates online.
The unit also coordinated with the Provincial Police to implement online passport issuance and renewal, traffic fine collection, residence registration and management, seal management, and management of weapons, explosives, and support tools through the national public service portal, and delivered results via public postal services, which were widely supported and participated in by citizens and organizations...
In accordance with Decision No. 45 (dated October 19, 2016) of the Prime Minister on receiving applications and returning results of administrative procedures through public postal services, in 2023 and the first 11 months of 2024, Quang Nam Provincial Post Office received and returned more than 331,000 administrative procedure applications.
Improve service quality
According to Mr. Tran Viet Hung, the project to transfer public administrative tasks through public postal services in Quang Nam was implemented very early (piloted according to Decision No. 143, dated January 16, 2019, of the Provincial People's Committee), before the Government issued Decision No. 468 (dated March 27, 2021) approving the project to innovate the implementation of the one-stop and integrated one-stop mechanisms in resolving administrative procedures.
During the implementation process, the provision of public postal services has many advantages. In particular, the official launch of the National Public Service Portal has become a channel for "modernizing" administrative procedures, innovating methods of direction and management towards a paperless government, and shortening the time, effort, and costs for citizens and businesses.
Administrative procedures submitted through the Public Service Portal follow a closed-loop process from receipt, assessment, approval, digital signing to delivery of results online. Importantly, citizens can track the progress of their applications. Furthermore, at the local level, community-based digital technology teams have been established to guide citizens in participating in digital transformation and carrying out administrative procedures online.
In the coming period, the Provincial Post Office hopes that agencies and departments will support the promotion of extensive communication programs so that every citizen understands and knows the relevant information and benefits of carrying out administrative procedures through public postal services. At the same time, they hope for continued attention, support, and training for postal employees to improve their professional skills and expertise in implementing administrative procedures and online public services.
