(NLĐO) - For decades, the Binh Quoi - Thanh Da peninsula has quietly stood amidst the most vibrant urban area in the country.


For over 30 years, Ho Chi Minh City has had the idea of ​​planning the Binh Quoi - Thanh Da peninsula (Binh Thanh district) into a cultural, tourism , relaxation, and entertainment area to serve the city's residents and tourists.

Over the years, the city has made many efforts to entrust businesses with the development of urban areas and attract investment, but due to numerous difficulties and obstacles, this area has not been able to "transform".

The Kinh Bridge still plays a unique role as the main access route to the Binh Quoi - Thanh Da peninsula.

The 1/2,000 scale zoning plan for the Binh Quoi - Thanh Da New Urban Area (Ward 28, Binh Thanh District) was approved by the Ho Chi Minh City People's Committee in Decision No. 3408/2015.

Accordingly, the Binh Quoi - Thanh Da peninsula is planned as a new urban area designed and built according to modern ecological urban criteria, with a synchronously invested urban social and technical infrastructure system within the overall space of an ecological park and natural landscape.

Previously, people from Thu Duc City crossed the Binh Quoi ferry to reach the peninsula, but the ferry service has been temporarily suspended for several months now.

However, the socio -economic development situation of the city has changed significantly since the time the 1/2,000 scale zoning plan for the Binh Quoi - Thanh Da New Urban Area was approved.

Therefore, in June 2024, the People's Committee of Ho Chi Minh City issued Decision 2141/2024 approving the task of the competition for "International Planning and Architectural Ideas Competition for the Binh Quoi - Thanh Da Peninsula, Ho Chi Minh City".

Regarding the reasons for the bidding process, the Ho Chi Minh City People's Committee emphasized that the Binh Quoi - Thanh Da new urban area project has undergone many years of research and investment solicitation, but the approved plan has a large area, high total investment, and complex compensation and land clearance procedures, thus delaying implementation for many years. This delay has profoundly affected the lives and legitimate rights of thousands of households living on the peninsula.

Located within Ho Chi Minh City, the peninsula retains the unspoiled charm of a rural riverside area, a stark contrast to the skyscrapers, luxurious residential areas, and bustling port on the other side of the Saigon River.

The study area encompasses the entire Binh Quoi - Thanh Da peninsula, the Saigon River section, and several areas across the Saigon River (especially Truong Tho Urban Area) in Thu Duc City and Binh Thanh District. It is bordered to the east by Vo Nguyen Giap Street and Street No. 2 of Thu Duc City; to the west by National Highway 13, Xo Viet Nghe Tinh Street, and Dien Bien Phu Street; to the south by Vo Nguyen Giap Street; and to the north by Pham Van Dong Street. The total area is approximately 1,970 hectares.

The planning area covers the Binh Quoi - Thanh Da peninsula, Ward 28, Binh Thanh District, with an area of ​​approximately 426 hectares.

The planned area has a total natural area of ​​approximately 426 hectares, accounting for 20.6% of the total area of ​​Binh Thanh District.

The Binh Quoi - Thanh Da peninsula still has a relatively large number of people who own houses and land and are currently living there.

The current population of Ward 28, Binh Thanh District is 16,668 people (current population data from 2020).

The population is concentrated at a high density in the residential areas of Ward 1, located along Binh Quoi Road, which is a long, narrow strip of land.

The majority of the peninsula's area remains undeveloped, uncultivated agricultural land, including approximately 104.9 hectares managed and used by cooperatives.

Most of the water surface area here is used for fishing lake services.

Recently, the Ho Chi Minh City People's Committee approved the results of the competition. The winning design, judged by the judging panel, was deemed outstanding and closely aligned with the content and design objectives desired by Ho Chi Minh City. Accordingly, the peninsula's space will remain a green area with water features, connecting culture while maintaining an open connection with the Saigon River.

According to the winning design, a network of unique open spaces is combined to form a continuous park system spanning over 200 hectares.

Mr. Truong Trung Kien, Acting Director of the Department of Planning and Architecture of Ho Chi Minh City (now Deputy Director of the Department of Construction), assessed the winning proposal as highly feasible. Suitable ideas and content will be incorporated into the general planning project of Ho Chi Minh City until 2040, with a vision to 2060.

Next, after the general planning project is approved by the Prime Minister, the city will proceed with the preparation of sub-area plans and detailed plans to realize the planning ideas for the Binh Quoi - Thanh Da peninsula.
