2026 marks the first year of implementing the Resolution of the City Party Congress for the 2025-2030 term, which is of particular importance in laying the foundation for a new development phase. In this context, accelerating the disbursement of public investment capital is seen as a lever to unlock and effectively mobilize resources for development investment.
According to the Department of Finance, the disbursement of public investment capital continues to be identified as a key task in Da Nang's socio -economic development management in 2026 and has been actively and synchronously implemented by all levels and sectors since the beginning of the year; and has been carried out with a proactive and decisive spirit. Construction on projects and works has commenced simultaneously; guidance and management have been strengthened; and investors have closely coordinated with departments, sectors, and localities to ensure progress and disbursement targets are met according to plan.
It is estimated that by the end of March 2026, Da Nang had disbursed over 1,400 billion VND in public investment capital, equivalent to 9.3% of the plan assigned by the Prime Minister. This is a positive sign of progress, especially considering that many localities are still facing difficulties with procedures and land clearance.
The city also demonstrated strong determination by requiring 100% disbursement of funds carried over from the previous year, especially central government budget funds transferred to 2026. Departments and agencies were required to shorten procedures, definitively resolve outstanding cases, and hold heads of departments accountable for disbursement progress.
Beyond just the numbers, what's noteworthy is the shift in management thinking, moving from a passive to a proactive approach. According to the City People's Committee Office, in the first quarter of 2026, key projects for the 2021-2026 period actively addressed difficulties and obstacles and showed good disbursement progress.
For example, the Hoi An Coastal Erosion Control and Sustainable Protection Project is estimated to have reached VND 559 billion by the end of February 2026, equivalent to 56.9% of the total investment; the project to complete Coastal Road 129 (Vo Chi Cong Road) has an implementation value of VND 1,006 billion, equivalent to 48.2%; the project connecting the western ring road to the La Son - Tuy Loan expressway has an implementation value of VND 814.9 billion, equivalent to 49.3%...
According to the Director of the Department of Construction, Nguyen Ha Nam, in the urban sector, in 2026, Da Nang city strives to continue starting construction on 6-8 new social housing projects, offering approximately 6,000-7,000 apartments for sale, and is determined to complete 4,979 units as assigned by the Government . In the first two months of 2026, the city approved the investment policy and assigned new investors to 3 projects with 2,007 units, and started construction on 2 projects with 942 units…
A boost from a major project.
In reality, the progress of projects in the city was significantly affected by the Lunar New Year holiday, leading to construction disruptions at many projects. However, with the city's decisive and coordinated direction in implementing remedial solutions, disbursement activities have shown positive progress since the beginning of the year.
According to the Department of Finance, in the coming period, the city will direct efforts to mobilize and ensure the creation of investment resources to implement the 2026 Public Investment Plan in accordance with the medium-term public investment plan for the period 2026-2030, ensuring investment preparation, appraisal, project approval, capital allocation, and completion of mechanisms and policies on public investment of the city in accordance with regulations.
This includes coordinating with investors to implement key projects in the 2026-2030 period, especially projects such as National Highway 14D, multi-level schools in border communes; the Le Thanh Nghi - Cach Mang Thang Tam - Thang Long intersection cluster - the access road to Hoa Xuan Bridge...
In addition, preparations are underway for investment in projects to expand and upgrade National Highway 14B and National Highway 14G, and for directing the completion of the expansion and upgrade project of National Highway 14B (Tuy Loan - Dai Loc section). A highlight of the first quarter of 2026 was the commencement of several large-scale projects, most notably the Tam Anh - An An Hoa Industrial Park infrastructure construction and operation project (part of the Chu Lai Open Economic Zone) with a total area of over 435 hectares and a total investment of approximately VND 4,152 billion. The project is oriented towards developing a green, modern industrial park model, meeting advanced technical standards. Priority is given to attracting high-tech, clean industries with high added value such as electronics, mechanical engineering, and automobile manufacturing.
The city also held a ceremony to announce the completion of the shared infrastructure of Lien Chieu Port and to launch the overall investment project for the construction of Lien Chieu container terminal.
Accordingly, after 1,200 days of construction, the project has now been officially completed, creating a foundation and basis for the city to attract investors to the ports in Lien Chieu. On this occasion, the Da Nang City People's Committee announced the commencement of the project and approved the investment policy for the overall construction project of the Lien Chieu container port (total estimated capital of 45,268 billion VND, including 8 berths and synchronous, modern infrastructure, meeting green port standards and international transshipment requirements)...
Accelerating disbursement starting from the first quarter of 2026 is not only a financial task but also a long-term development strategy for Da Nang. With a series of large-scale projects being launched, coupled with a strong commitment to reform in governance, Da Nang is gradually asserting its position as a driving force in Central Vietnam. If this pace is maintained, 2026 will not only be a year of "accelerated disbursement," but also a pivotal year in building the infrastructure, industrial, and urban foundation for a new phase of development.
