With the perspective of "leaving no one behind in the digital and artificial intelligence era," Quang Tri province always emphasizes the role of digital transformation, considering it a core and breakthrough issue in the global digital transformation process.

Recently, at a meeting with the Vietnam Association of Administrative Sciences to discuss coordinating training courses on "Digital Literacy for the People" in Quang Tri province, as directed by General Secretary To Lam, Acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed that Quang Tri province is ready, developing plans, and prioritizing resources to disseminate basic knowledge about digital transformation to all segments of the population.

The province will equip its staff, civil servants, and public employees, especially leaders and managers—those pioneers and role models in the digital transformation process—with the knowledge and skills to use, apply, and control AI. They will serve as both the core and the foundation for disseminating knowledge about digital technology to the entire population.

To concretize the content of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation (Resolution No. 57) in line with the practical situation of the province, on February 24, 2025, the Provincial Party Standing Committee issued Action Program No. 144-CTHĐ/TU to implement Resolution No. 57; the Provincial People's Committee issued Plan No. 47/KH-UBND dated March 4, 2025, on the implementation of Resolution No. 03/NQ-CP and the Action Program of the Provincial Party Standing Committee on the implementation of Resolution No. 57, and simultaneously launched the "Popular Digital Literacy" movement in Quang Tri province.

This campaign, launched on April 11-12, targets civil servants, youth union members, students, business representatives, and citizens interested in AI and ChatGPT applications in the province. The aim of this campaign is to disseminate basic knowledge about digital transformation to the entire population, contributing to the achievement of the goals of developing a digital government, digital economy, and digital society.

This will create a vibrant atmosphere of competition, encouraging and motivating people, making the "Digital Literacy Movement" a regular, continuous, and widespread movement throughout the province. "Digital Literacy Movement" classes will be implemented in communities depending on actual conditions and needs, in both in-person and online formats.

For in-person classes, they are held at cultural centers, community centers, schools, etc., with instructors. Meanwhile, online "Digital Literacy for the People" classes are conducted through digital platforms to cover all areas and connect with a wide range of people in need.

In addition, volunteer teams and community digital technology groups will strengthen their efforts in disseminating information and gradually supporting the popularization of basic knowledge and skills in information technology; guiding people in using computers, smart devices, and social networks; using online public services and interacting with the government through digital platforms; and simultaneously providing guidance on information security, avoiding online fraud, identifying and preventing harmful and toxic information in the digital space...

It is known that by the end of 2024, 92.7% of households in the province had members with smartphones, the rate of internet users (fixed and mobile) reached 107.3%, the rate of households connected to the internet reached 72.9%, and 156 state administrative agencies at all levels had connections to the dedicated data transmission network (reaching 100%).

The entire province has established 115 community digital technology groups at the commune level and 715 community digital technology groups at the village level with a total of 4,327 members; providing 1,197 full-process online public services and 562 partial online public services on the provincial administrative procedure resolution information system, while also providing 777 full-process online public services and 207 partial online public services on the National Public Service Portal.

The provincial shared database has been deployed at https://datamine.quangtri.gov.vn. Several digital platforms have been deployed and maintained in the province, including: provincial-level data integration and sharing, intelligent operational monitoring, a virtual assistant with an AI hotline 1900868674, network information security monitoring, monitoring of press, media and social networks, electronic identification, etc.

On the other hand, according to statistics, the entire province currently has 829 digital technology enterprises, with 100% of them implementing electronic invoicing platforms. 100% of medical examination and treatment facilities and 100% of schools and educational institutions have met the conditions and accept payment of tuition fees, fees, and charges using cashless payment methods.

Building upon the earlier "Popular Education Movement" aimed at eradicating illiteracy, the launch of the "Digital Popular Education Movement" is intended to nurture national spirit, create motivation, and inspire a new era with great aspirations.

In the coming period, to strongly spread the "Digital Literacy Movement," in addition to policies and support from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, people need to proactively learn, readily share, and apply digital knowledge to build a progressive society in the new era.
