The program “Screening, Functional Assessment and Identification of Support Needs of People with Disabilities” is part of the project “Supporting Livelihoods and Improving Quality of Life for People with Disabilities and Victims of Agent Orange in Hue City,” funded by Green Cross Switzerland through the Institute for Community Development Research. Through surveys in various localities, the project has initially identified the need for rehabilitation support, prosthetic limbs, and assistive devices for people with disabilities.

According to 2025 statistics, there are over 36,000 people with disabilities in the area, including victims of Agent Orange. The former A Lưới district alone has over 500 Agent Orange victims, accounting for 28% of the total 1,891 Agent Orange victims in the entire city. This group still needs significant support in terms of rehabilitation, livelihoods, and reintegration into society.

According to him, people with disabilities are not all the same in terms of their disability type, family circumstances, ability to work, or access to services. Therefore, to provide effective support, a general approach is not possible. “We must get closer to people with disabilities, understand what they need, what they lack, and how they can improve themselves. When support is provided according to their needs, an assistive device, a prosthetic limb, or a livelihood model can open up new opportunities for them,” Mr. Man said.

Integrated approach

With a total budget of over 5 billion VND, the project "Supporting livelihoods and improving the quality of life for people with disabilities and victims of Agent Orange in Hue City" is designed to provide direct, practical, and long-term support.

A key feature of the project is its integrated approach. People with disabilities and victims of Agent Orange need an easily accessible living environment, a stable livelihood, rehabilitation appropriate to their disability, and a compassionate community that recognizes their capabilities. Therefore, the project's components are optimally designed, encompassing livelihoods, sanitation, eco-friendly energy, rehabilitation, and assistive devices.

According to the project plan, by the end of this year, one vocational training and job creation center for people with disabilities will receive support for the installation of a solar power system; over 200 people with disabilities and victims of Agent Orange will be provided with prosthetic limbs, orthopedic devices, rehabilitation services, and assistive devices; 20 households with people with disabilities and victims of Agent Orange will receive support to improve their living environment and access to toilets; and 25 households will receive support for developing sustainable livelihoods.
