Supporting the integration of women who migrate freely into the community.

The Resolution of the 18th Congress of the Thanh Hoa Provincial Women's Union, term 2021-2026, sets a target to ensure that 100% of female members and girls who are victims of domestic violence or human trafficking have access to at least one social assistance service. Accordingly, in the period 2021-2025, the entire province will have 40 cases of women and children who are victims of domestic violence or human trafficking supported by the provincial Women's Union at all levels to access social assistance services, develop economically, and stabilize their lives.

In early 2025, the Center for Women's Development Support (Vietnam Women's Union) and the Provincial Women's Union visited and presented gifts to victims of human trafficking returning to reintegrate into the community. They also provided support packages including medical examinations and treatment, livelihood models (pigs, buffaloes, chickens), and essential goods and household items to Ms. Vu Thi H. in Thieu Giang commune, Ms. Le Thi P. in Thieu Quang commune, former Thieu Hoa district; and Ms. Le Thi H. in Quang Thai commune, former Quang Xuong district. These support activities are part of the project "Providing Reintegration Support Packages for Vulnerable Migrants and Returning Victims of Human Trafficking," implemented by the Center for Women's Development Support with funding from the Ministry of Home Affairs and the United Kingdom, through the International Organization for Migration (IOM) in Vietnam, aiming to help victims establish sustainable production and livelihoods and stabilize their lives.

Visiting the family of Ms. Le Thi P. nearly a year after receiving support in the form of a breeding buffalo and some household items, Ms. P. emotionally expressed her gratitude to the women's association, the working group, and the local Party committee and government for their care and concern for the lives of vulnerable people like her. As a victim of human trafficking who returned to her community and reintegrated into society, Ms. P., like other women in similar circumstances, felt hesitant and afraid to open up due to feelings of shame. However, thanks to the care of the women's association, relatives, and neighbors, she gradually integrated into life. Especially since receiving the livelihood model, it has become a motivation for her to strive to overcome difficulties and improve her life.

Free migration is one of the causes of human trafficking, causing widespread social concern. Victims of human trafficking are primarily women and children, mostly from ethnic minorities, often concentrated in mountainous areas, especially remote and disadvantaged regions. As a socio-political organization fulfilling its function and nhiệm vụ (responsibilities) of representing the legitimate rights and interests of women and children, the Women's Union at all levels has focused on innovating and improving the quality and effectiveness of the "5 No's, 3 Cleanliness" family building campaign over the years. In particular, the criterion of "no violations of the law and social evils" plays a crucial role in the dissemination and education of laws in general and in the prevention and control of human trafficking in particular.

Women's associations at all levels have actively disseminated information through digital media channels, newspapers, and social networks, attracting millions of views and interactions. They have also implemented many meaningful programs and models to enhance the knowledge and skills of their members, as well as organizing activities to provide counseling and legal assistance to help women in general, and victims of human trafficking in particular, reintegrate into the community sustainably.

Besides media outreach, supporting returning victims of human trafficking is a crucial task that women's associations at all levels prioritize. Women's associations at all levels act as referral centers, transferring victims to social work facilities where they receive support services such as safe accommodation, healthcare, psychological support, and legal assistance. Subsequently, local women's associations continue to connect these women with their families to ensure their safe return; assist them in obtaining personal identification documents; enable them to benefit from local social activities and programs; and protect their legitimate rights.

At the provincial level, the Provincial Women's Union has signed a memorandum of understanding with the Women's Union of Hua Phan Province (Lao People's Democratic Republic) in the areas of socio -economic development, empowering women, preventing social evils, providing healthcare for women, and preventing cross-border trafficking of women and children; implementing the Project "Propaganda, education, mobilization, and support for women to participate in resolving some social issues related to women in the period 2017-2027" and Project 8 "Implementing gender equality and addressing urgent issues for women and children"; coordinating the organization of exchanges and connections to support women in developing livelihoods and integrating into the community for victims of human trafficking; Communication on preventing and combating human trafficking and promoting safe migration, with the theme "Listening to victims, guiding action"... Through this, the Provincial Women's Union has supported and implemented specific models and activities suitable to the locality, target group, and region, aiming to raise awareness and change the behavior of women.

Migrant women play a crucial role in socio-economic development. They have made significant contributions to improving family finances. However, this group is vulnerable and has difficulty accessing social welfare policies due to the serious risks of human trafficking and social ills. Therefore, the Provincial Women's Union continues to direct its branches at all levels to strengthen awareness campaigns on preventing and combating human trafficking in the community; creating conditions for victims of trafficking to participate in programs and policies supporting loans, vocational training, etc. Above all, each woman needs to raise her awareness and equip herself with the necessary skills to prevent and combat human trafficking. Along with that, safe migration is essential to protect herself and her family from the increasingly sophisticated tactics of human traffickers.
