Hoang Hoa attracts investment for development.

Recognizing that planning must precede development, Hoang Hoa district has focused on reviewing, adjusting, and supplementing regional planning, leveraging the advantages of each region, and paying attention to hilly and coastal areas. Based on the industrial cluster development plan, the Hoang Hoa District People's Committee has organized the preparation, appraisal, and approval of detailed 1/500 scale planning as a basis for implementation and management. Investment attraction efforts have been prioritized and have shown many positive changes: Many large investors have been attracted to the area, such as the Bac Hoang Hoa Industrial Cluster, which attracted 7 investors; and the Thai Thang Industrial Cluster, which attracted 2 investors. The total investment capital mobilized for development in the district over the three years (2021-2023) is estimated at over 21 trillion VND, reaching 70.26% of the planned target for the term.

As a foreign-invested company located in the Bac Hoang Hoa industrial cluster, with the support of the Hoang Hoa district government regarding land for factory construction, legal procedures, and labor recruitment, Sakurai Vietnam Company has commenced production in phases 1 and 2 with a workforce of 500 workers specializing in the production of export garments. In 2024, the company expects to complete construction and begin operation of phase 3 of the factory, creating jobs for approximately 700 local workers.

This is the condition for us to continue expanding production scale and developing the company strongly."

Along with improving the environment and attracting investment, Hoang Hoa district has taken advantage of various budget sources from the central and local governments, totaling over 3,150 billion VND, to invest in the comprehensive development of infrastructure to attract investment and create momentum for socio -economic development. Investment projects from the state budget have been implemented decisively, synchronously, and disbursed promptly, ensuring progress and yielding clear results. Several large, key projects have been accelerated and put into use, such as: the road from Hoang Minh traffic light intersection to Gong intersection; Thinh - Dong road (phase 1; phase 2); Quy - Xuyen road, Kim - Quy road, National Highway 1A to Hai Tien tourist area, Hoang Hoa district (phase 2); the road from But Son bridge to National Highway 10 (in Hoang Vinh commune)...; Notably, in the process of attracting investment for development, Hoang Hoa district has built and promulgated several mechanisms to encourage investors, focusing on projects that attract a large workforce, create jobs, and make significant contributions to the state budget. It has also promoted reforms of administrative procedures in the areas of land, basic construction investment, and business establishment, ensuring transparency in planning, procedures, and policies related to investment.

That is the mindset that we see most clearly reflecting the district's policy of fostering development, and from manufacturing businesses like ours, the production value chain will spread."

Currently, there are over 1,000 businesses in Hoang Hoa district. In recent times, along with proactively encouraging businesses to invest in the area, the district has dedicated time to taking businesses on site surveys, introducing potential and strengths, and committing to supporting them throughout the investment process. The district creates favorable conditions for investors, such as: advising on provincial policies, promptly resolving applications and procedures within its authority, assisting businesses in attracting labor, and helping businesses resolve obstacles during the investment process.
