In accordance with Resolution No. 03 dated November 3, 2021, of the Town Party Committee on the work of transferring and rotating cadres associated with the arrangement of leading and managerial cadres in the period 2021-2025, Dien Ban has so far transferred and rotated 37 cadres. Of these, 13 cadres moved from the town to the grassroots level and 3 cadres moved in the opposite direction; 8 cadres moved from one commune to another; and 13 cadres moved from one department to another.
According to Mr. Tran Hai Van, Permanent Deputy Secretary of the Dien Ban Town Party Committee, the implementation of Resolution No. 03 contributes to the innovation and improvement of the quality of personnel work; it also promptly strengthens key personnel in some localities and agencies/units to stabilize the organization and promote the implementation of political tasks.
At the same time, it creates conditions for cadres, especially promising young cadres, included in the planning process to be trained and challenged in practice; overcomes the situation of parochialism and insularity in personnel work; and proactively prepares and supplements the pool of successor leaders and managers.

"The initial results of reassigning, rotating, and appointing some key leadership positions to non-local individuals have been positive. The majority of the reassigned and rotated officials have matured, accumulated practical experience, and introduced many innovations in leadership, guidance, and management methods, contributing to the comprehensive promotion of the emulation movement in the locality," Mr. Van said.
Over the past three terms, Thang Binh has identified human resource development as one of the key, breakthrough tasks of the district in its leadership, guidance, and implementation.
Sharing about the local approach, Mr. Phan Cong Vy, Secretary of the Thang Binh District Party Committee, said that the Standing Committee of the District Party Committee focuses on implementing the rotation of cadres for training and development, and also concentrates on replacing some local and sectoral cadres whose capabilities are limited and do not meet the requirements of the tasks.
This is a crucial solution to ensure that key local officials are aware of their responsibilities, avoid shirking or evading their duties, and dare to confront difficulties at the grassroots level.

Specifically, for the district Party committee's planning for the 2025-2030 term, the percentage of cadres with advanced qualifications and political science bachelor's degrees will reach 63%, and 100% of cadres will have university and postgraduate degrees; the percentage of female cadres will reach 34.1%, and the percentage of young cadres will reach 29.5%," Mr. Vy said.
Preparing personnel for the congress.
"To develop, we must focus on building a team of cadres" - with this viewpoint, at the beginning of each Party Congress term, the Quang Nam Provincial Party Committee conducts a review and evaluation and issues a new resolution on cadre work, with breakthrough, strategic solutions and tasks linked to practical requirements.
During the 2020-2025 term, the Provincial Party Committee issued Resolution No. 20, dated December 20, 2021, on improving the quality of the cadre team, cadre work, and consolidating the organizational structure for the period 2021-2025, with a vision to 2030.
The Standing Committee of the Provincial Party Committee issued Resolution No. 21, dated February 10, 2022, on the work of ethnic minority cadres for the period 2022-2025, with a vision to 2030. Based on this, the entire province focused on leading and implementing the resolution.
Assessing the implementation results, according to the Provincial Party Standing Committee, personnel work has been carried out in an orderly and rigorous manner. The decentralization of personnel management has become increasingly specific.
The evaluation of cadres has undergone many innovations in content and methods, becoming more substantive and ensuring openness and transparency. The planning of leadership and management cadres ensures a dynamic and open approach, with high feasibility.
Notably, the training and development of cadres is increasingly expanding in scope and target audience, focusing on in-depth professional training and professional development according to job title standards both domestically and internationally.
To date, the province has sent 576 comrades to study advanced political theory, 647 comrades to study intermediate political theory, and organized training courses both domestically and internationally for 310 cadres under the management of the Provincial Party Standing Committee…
To prepare for the personnel selection process for the 2025-2030 term of the Party Committee, the Standing Committee of the Provincial Party Committee requests that Party committees and organizations at all levels focus on leading and directing the review and analysis of the structure and evaluation of cadres; based on the number, structure, positions, and number of re-elected Party committee members, to supplement the planning starting from the fourth quarter of 2024.
This includes using Party committee planning as the basis for planning leadership and management positions; focusing on planning for the positions of heads of Party committees, government, the Fatherland Front, and other political and social organizations. Attention should be paid to young cadres, female cadres, and cadres from ethnic minorities at all levels to create a pool of cadres and implement the policy of renewing Party committees.
