- On June 21st, the Ministry of Finance organized an online conference on training programs for business registration officials. At the Lang Son provincial branch, the conference was attended by 140 delegates, including leaders of the Finance and Planning Departments of districts and cities; representatives of the People's Committees of newly reorganized communes and wards; and officials in charge of business registration at the commune level.
On June 11, 2025, the Government issued Decree 125/2025/ND-CP regulating the delineation of authority between two levels of local governments in the field of state management under the Ministry of Finance, assigning the commune-level People's Committee the responsibility for registering business households and cooperatives. Accordingly, the Ministry of Finance has issued guidelines on business registration in cases of changes in administrative boundaries. Simultaneously, the Ministry of Finance has upgraded the national information system for business registration, household businesses, and cooperatives to meet the regulations on the organization of administrative units at all levels according to the two-level local government model.
At the training conference, delegates were informed about new points as well as specific procedures and processes in the overall business registration process under the two-tiered local government structure; the basic contents of the draft Decree on business registration; amendments and additions to some articles of the Enterprise Law; and new features of the national information system on business registration... Delegates were also guided on using the information system for registering household businesses and cooperatives; and were informed about some new points in the registration of household businesses, cooperative groups, cooperatives, and cooperative unions under the two-tiered local government structure...
Through the training conference, delegates fully grasped and updated the procedures and methods for organizing and implementing business registration, which they will apply to their professional duties in the future. This will contribute to ensuring the smooth and uninterrupted implementation of business and cooperative registration procedures in localities throughout the province during the restructuring of the organizational apparatus.
