On the morning of November 6th, the National Center for Hydro-Meteorological Forecasting issued a warning about Typhoon YINXING near the East Sea with an intensity of level 13, gusting to level 16; on the morning of November 8th, Typhoon YINXING entered the eastern waters of the North East Sea region and became the 7th typhoon of 2024.

At 13:00 on November 8th, the typhoon's center was located at approximately 18.4 degrees North latitude and 118.3 degrees East longitude in the eastern part of the North East Sea, with wind speeds of level 14, gusts of level 17, moving in a west-southwest direction at a speed of 15 km/h. Forecast: At 13:00 on November 9th, wind speeds will reach level 13-14, gusts of level 17 in the North East Sea, about 420 km northeast of the Hoang Sa (Paracel) Islands. The typhoon is expected to make landfall in the central region of Vietnam on the night of November 12th or the early morning of November 13th.

According to a report from the Border Guard Command as of 11:00 AM on November 8, 2024, they have counted and guided 69,704 vessels/312,506 people on the development and trajectory of the storm, including 87 vessels/582 people (24 in Nghe An , 1 in Quang Nam, 47 in Quang Ngai, and 15 in Binh Dinh) operating in the North East Sea and the Hoang Sa archipelago; currently, no vessels are in the danger zone, and those in the affected area are moving to avoid it.

According to a report by the Ministry of Transport as of 13:00 on November 8, 2024, there are 909 vessels in the area managed by maritime port authorities from Quang Ninh to Binh Thuan, including 441 seagoing vessels and 498 inland waterway vessels.

According to a report by the Department of Fisheries as of 11:00 AM on November 8, 2024, the total aquaculture area in coastal provinces from Quang Ninh to Binh Thuan is 151,855 hectares; with 192,153 cages and rafts; and 3,003 aquaculture watchtowers.

Concluding the meeting, Deputy Minister Nguyen Hoang Hiep requested that localities seriously implement the Prime Minister's directive on proactively responding to Typhoon No. 7. The Deputy Minister pointed out issues that cannot be taken lightly regarding this typhoon. Firstly, regarding reservoirs, many reservoirs in this area are already full, and many are overflowing. Secondly, the mountainous areas in this region have experienced heavy rainfall over the past 10 days, saturating the soil and making landslides highly likely.

The Deputy Minister instructed the People's Committees of provinces and cities to proactively monitor and update information on storm, rain, and flood forecasts and the situation in order to promptly direct and implement response measures according to the "four on-the-spot" principle, avoiding passivity and surprises to ensure the safety of lives and minimize damage to people and property. Focus on strictly controlling vessels going out to sea, ensuring the safety of vessels still operating at sea and at anchorage and shelter areas; review plans and be ready to evacuate people in dangerous areas, ensuring the safety of lives and property for the people.
