Accordingly, the orientation for restructuring and reorganizing public non-profit organizations in the field of science and technology under Ministries and ministerial-level agencies is as follows: The restructuring and reorganization of public non-profit organizations in the field of science and technology will be based on a comprehensive assessment of the research results carried out by science and technology organizations, measuring the practical impact of these research results on socio-economic development.

Strengthen support for basic and applied research at higher education institutions and research institutes, aligning with the functions and strengths of each organization; gradually transfer public science and technology organizations operating in the field of basic research to be directly under universities and academies to promote the integration of research with training.

For strategic research and policy units; Information Technology Centers or Digital Transformation Centers, follow the guidelines in document No. 141/KH-BCĐTKNQ18 dated December 6, 2024, of the Steering Committee on summarizing the implementation of Resolution 18-NQ/TW.

Ministries and ministerial-level agencies with science and technology organizations conducting applied research and technology development in major state management sectors assigned by the Government must ensure there is no overlap in functions and tasks; avoid increasing the number of agencies and the number of employees receiving salaries from the state budget; and reorganize the internal agencies of science and technology organizations to ensure streamlined, effective, and efficient operation.

Regarding the orientation for restructuring and reorganizing public service units in the field of science and technology at the local level managed by the provincial level, the following is recommended: Promote the development of organizations carrying out innovation and creative entrepreneurship tasks at the provincial level to improve efficiency, increase added value, enhance economic and social effectiveness, and improve the quality of life.

Science and technology organizations established for applied research and technology development based on local strengths are reorganized based on a comprehensive assessment of the research results they have conducted, measuring the practical impact of these research results on socio-economic development.

The Ministry of Science and Technology requests that ministries, ministerial-level agencies, and provincial People's Committees implement restructuring and reorganization without affecting the quality and efficiency of public service delivery, especially basic and essential public services that support state management.

Ministries, ministerial-level agencies, and provincial People's Committees that do not carry out the merger of provincial-level administrative units shall review, rearrange, and reorganize public service units in the field of science and technology before June 30, 2025.

The People's Committee at the provincial level, after the merger of provincial-level administrative units, shall reorganize public service units in the field of science and technology before July 5, 2025.

Ministries, ministerial-level agencies, and provincial People's Committees shall submit reports on the implementation of the restructuring and reorganization of public non-profit organizations in the field of science and technology to the Ministry of Science and Technology no later than July 5, 2025, for compilation and reporting to the Prime Minister and the Steering Committee for the implementation of Resolution No. 57-NQ/TW; and also as a basis for proposing key investments in strong organizations.
