In Quang Phu ward, prior to the administrative merger, many households had illegally constructed houses on agricultural land. In many cases, they even encroached on public land to build houses and livestock barns.
For example, Phu Binh neighborhood has 17 cases of violations related to construction order, mainly involving construction on agricultural land, protected forest land, and unauthorized construction.
Ms. Phan Thi Thuy, Head of Phu Binh village, said: "When we discovered construction projects in the neighborhood, we also propagated and encouraged people to ensure that they followed the legal procedures as prescribed, but due to the urgent need for housing, many households disregarded the regulations and proceeded with construction."
Immediately after consolidating its organizational structure and commencing operations, the locality focused on rectifying violations in the fields of land and construction. From July 2025 to the present, the functional agencies of Quang Phu ward have detected, documented, and processed a total of 61 cases.
Specifically, 47 cases of violations were handled in accordance with the law. The People's Committee of the ward issued 5 administrative penalty decisions totaling 186 million VND, dismantled 166 reinforced concrete pillars and 120m of barbed wire that had been illegally fenced off by households in the cemetery, and returned the land to state management.
To enhance the effectiveness and efficiency of state management in land, construction, and urban order, the Party Committee of Quang Phu Ward issued a document on strengthening land, construction, and urban order management in the ward. Based on this, the People's Committee of the ward issued directives to the inter-agency inspection team for construction order and related units to conduct regular inspections and decisively address violations from the outset.
“Besides inspecting and issuing violation reports, local authorities are encouraging people to voluntarily dismantle illegal constructions. Local officials have also guided people in carrying out administrative procedures in construction to ensure compliance with state regulations. At the same time, we are resolutely dealing with cases of deliberate violations,” said Nguyen Quoc Su, Vice Chairman of the People's Committee of Quang Phu Ward.

Meanwhile, in Tam Ky ward, the local authorities have been focusing on implementing measures to ensure urban order and construction in the area. The ward Party Committee has issued a directive on strengthening the Party's leadership over urban order and building civilized urban streets in the area. The inter-agency inspection team on urban order and construction order regularly organizes campaigns and conducts propaganda to encourage people and businesses to comply with regulations on urban order, construction order, and environmental sanitation.
To date, the ward has organized more than 75 campaigns to restore urban order and construction order. Through inspections, it has reminded and dealt with cases of encroachment on sidewalks and roadsides for business purposes, and the placement of signs and advertisements that do not comply with regulations, such as in the Tam Ky market area, other markets, and some areas and streets in the ward.
According to Mr. Bui Tan Cong, Vice Chairman of the Tam Ky Ward People's Committee, the work of ensuring urban order and construction in Tam Ky Ward has been implemented regularly and effectively, receiving the approval and high praise of the people.
Currently, along with maintaining civilized urban streets, the locality has launched the development of effective community mobilization models for civilized urban areas in residential neighborhoods. This contributes to jointly building a civilized and modern Tam Ky ward.
