Conclusion of the Provincial Party Secretary

The Standing Committee of the Ha Tinh Provincial Party Committee has just issued a document announcing the directives of the Provincial Party Secretary and Chairman of the Provincial People's Council at the regular citizen reception session in October 2023.

On October 16, 2023, at the Provincial Citizen Reception Office, the Provincial Party Secretary, the Chairman of the Provincial People's Council, the Chairman of the Provincial People's Committee, and the Vice Chairman of the Provincial People's Council presided over the regular citizen reception session for October 2023. Attendees included: the Head of the Provincial Party Committee's Internal Affairs Department, the Deputy Head of the Provincial National Assembly Delegation; and representatives from relevant departments, agencies, and the People's Committees of districts, cities, and towns.

At the regular citizen reception session in October 2023, held on the 16th, Provincial Party Secretary Hoang Trung Dung received a presentation from Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe district) requesting that the competent authorities consider granting a land use right certificate to her family.

After hearing reports from the leaders of the Provincial Party Committee's Internal Affairs Department and the Provincial Citizen Reception Board on the situation and results of implementing the conclusions from previous months' citizen reception sessions; receiving a number of citizens; and listening to proposals from various departments and localities, the Provincial Party Secretary and Chairman of the Provincial People's Council concluded:

In the past period, units and localities have focused on implementing the directives of the Provincial Party Secretary, the Chairman of the Provincial People's Council, and the Chairman of the Provincial People's Committee at citizen reception sessions; outstanding cases have been basically resolved, and the number of new cases has gradually decreased. However, some cases remain unresolved and progress is slow; some citizens are not fully aware of the regulations or intentionally obstruct the implementation of some key national and provincial projects; and the situation of complaints and denunciations escalating to higher levels still occurs. Some units and localities have not focused enough on handling cases within their jurisdiction.

Several key areas need to be focused on in the coming period.

For cases that have not been fully resolved:

(1) Regarding the case of Mr. Nguyen Huy Con (house number 139 Le Dai Hanh Street, residential group 3, Hung Tri ward, Ky Anh town): We request the Provincial Police and the People's Committee of Ky Anh town to coordinate, agree on a viewpoint, and focus on resolving the case completely, ensuring compliance with the law and the legitimate rights of the people.

(2) Regarding the case of Ms. Le Thi Khuyen (represented by Mr. Le Huu Tan, Phu Huong 2 hamlet, Huong Xuan commune, Huong Khe district) requesting enforcement of civil judgment: Request the Provincial People's Committee to direct the Provincial Inspectorate to urge the Task Force according to Decision No. 2282/QD-UBND dated September 12, 2023 of the Provincial People's Committee to focus on completing the verification and advising on the resolution of the case.

(3) Regarding the case of Sezako Prerov Company Limited of the Czech Republic requesting compensation: The Party Committee of the Provincial People's Committee continues to direct the Provincial People's Committee and relevant agencies and units to seek guidance from central agencies to resolve the case definitively according to regulations.

(4) Regarding the case of Ms. Nguyen Thi Huy (village 9, Ha Linh commune, Huong Khe district) requesting a land use right certificate for her family in the Co Tron cave area, Ha Linh commune: The Provincial Party Committee's Internal Affairs Department is assigned to preside over and organize work with relevant agencies and localities, review and advise on handling the case, and report to the Provincial Party Secretary and the Chairman of the Provincial People's Committee before November 15, 2023.

Authorities emphasize responsibility in receiving and processing complaints, denunciations, petitions, and feedback from the people, ensuring compliance with procedures and regulations, and maintaining fairness and objectivity. Party committees, governments, agencies, and units at all levels strengthen public outreach and dialogue; disseminate information and guide people to comply with regulations on complaints and denunciations, preventing malicious individuals from exploiting and inciting lawsuits.

Leaders of agencies and units should promptly direct the inspection and handling of information received via the publicly available phone number, if there is verifiable evidence; continue to direct the review of outstanding and complex cases in the area to focus on resolving them, preventing the occurrence of complaints escalating to higher levels; in cases exceeding their authority, they must promptly report and propose to the relevant authorities for consideration and handling according to regulations in order to stabilize the situation and build trust among the people.

The provincial police, in coordination with relevant agencies, will gather information and strictly handle, in accordance with the law, organizations and individuals who abuse the right to complain and denounce for personal gain, incite or instigate people to disrupt security and order in the area.

The Provincial Party Committee's Internal Affairs Department will preside over and coordinate with the Provincial Party Committee Office and the Provincial Citizen Reception Board to monitor, inspect, and urge the implementation of the above contents, and report to the Provincial Party Secretary, the Chairman of the Provincial People's Council, and the Chairman of the Provincial People's Committee.
