Admitting "superiors" into the Party.

In mid-2019, Mr. Dao Dinh Tham was transferred to work at the Tra My Meteorological Station ( thuộc the Quang Nam Provincial Meteorological and Hydrological Station). Mr. Tham is an energetic and dedicated officer, and he had the honor of joining the Party in 2015. Meanwhile, Ms. Le Thi Thuy - Head of the Tra My Meteorological Station - was appointed in 2010 but is not yet a Party member.

After working with her new "superior," Mr. Tham understood her thoughts and aspirations and worked with her ideologically to encourage her to join the Party. By mid-2022, Mr. Tham himself advised and guided her in preparing the application, personally verified her political background, and completed all the procedures so that Ms. Thuy could proudly join the ranks of the Party.

Mr. Nguyen Dinh Huan, Party Secretary and Deputy Director of the Quang Nam Provincial Meteorological and Hydrological Station, said that at the end of 2020, he personally completed the paperwork and procedures for admitting his "superior," Mr. Truong Tuyen (the station's director), into the Party.

"The previous head's political background included some requirements that disqualified him from party membership. Mr. Tuyen is a very dedicated, experienced, and capable individual who enjoys trust, so due to the specific nature of the industry and organization, he was appointed director in mid-2012."

"By the time I took up my position, the regulations from higher authorities regarding Party development had been adjusted and supplemented, and the head of department's political background met the requirements. Naturally, I, or any of my deputies, would go through the procedures to admit Head of Department Tuyến into the Party," Mr. Huấn revealed.

According to Mr. Le Viet Xe - former Party Committee member and former Deputy Director of the Central Central Region Meteorological and Hydrological Station (the governing body of the Quang Nam Meteorological and Hydrological Station), there are other cases where deputies or subordinates handle the procedures for developing Party membership for heads of departments in the meteorological and hydrological sector, not just the two cases mentioned above.

The organization of the sector considers the experience and professional capacity of personnel in each area with stations and broadcasting points, based on the practical situation. Sometimes, in certain places, there may be periods when the personnel have not yet developed Party members or do not have any Party members at all.

Therefore, there are still cases where non-party members are appointed or assigned to leadership positions in order to ensure effective management and operation of assigned professional tasks.

All instances of appointing subordinates to leadership positions within the Central Vietnam Meteorological and Hydrological Service in the past have stemmed from trust, a spirit of constructive cooperation, solidarity, and responsibility of party members towards colleagues and comrades, as well as the assigned professional and political tasks.

"There have been no indications of ulterior motives or attempts to curry favor with superiors in these cases. This helps to strengthen the Party organization of the sector in Quang Nam province, enabling it to comprehensively and effectively lead all aspects of work," Mr. Xe shared.

The entire meteorological and hydrological sector is aggressively implementing organizational restructuring, abolishing the general directorate level, and reducing many administrative units in accordance with the central government's policy. It is known that Mr. Truong Tuyen, Director of the Quang Nam Provincial Meteorological and Hydrological Station, is an exemplary Party member and one of the first individuals in the sector to voluntarily submit a request for early retirement to facilitate the streamlining of the organization and apparatus.

Stories like the one above, about admitting "superiors" into the Party, are always present and deeply rooted in Party spirit, imbued with camaraderie and collegiality, while also being linked to high responsibility in professional work and internal unity.
