In Lao Cai, strengthening the connection between the administrative procedure information system and national digital platforms has created noticeable changes.

In the process of building a modern government, administrative reform coupled with digital transformation is becoming an inevitable trend, not only at the national level but also spreading strongly to each locality. In Lao Cai province, promoting the connection of the Information System for resolving administrative procedures with national digital platforms has been creating clear changes, contributing to shortening processing time and improving the quality of service for citizens and businesses.

Following the implementation of the two-tiered local government model, the need for data synchronization and interoperability between levels and sectors has become more urgent than ever. This is not only a problem of organizational structure but also a challenge regarding technological infrastructure, operational capacity, and coordination among agencies and units. Recognizing this, Lao Cai province has focused on investing in and improving technical infrastructure to ensure the smooth and stable operation of the system.

At the Provincial Information Technology Center, the work atmosphere is bustling and continuous. Server systems, transmission lines, and data integration platforms operate 24/7 to ensure uninterrupted reception, processing, and delivery of administrative procedure results.

The connection and integration of the province's administrative procedure information system with the National Public Service Portal is being implemented synchronously, according to a clear roadmap.

Mr. Vu Le Duy, Deputy Director of the Lao Cai Provincial Information Technology Center, said: The server system and transmission lines have been assigned to specialized staff for continuous management and operation. The Center also closely coordinates with the Provincial Public Administration Service Center and relevant ministries and agencies to ensure smooth connectivity, thereby helping people have their applications processed as quickly as possible.

To achieve this result, Lao Cai province has simultaneously implemented many solutions: from upgrading technical infrastructure and building an integrated data sharing platform to perfecting interconnected electronic processes. The connection between systems is not limited to the provincial level but is also extended to the commune level, creating a synchronized and unified network.

The effectiveness of digital transformation in administrative reform has been clearly demonstrated in departments, agencies, and localities. At the Department of Finance of Lao Cai province, the application of interconnected electronic processes has brought about positive changes. Documents are received, processed, and results returned entirely in a digital environment, minimizing the use of paper documents and reducing direct contact, saving time for both officials and citizens.

Previously, the average processing time for a single application was around 3 days, but now it has been shortened to 1.5-2 days. In particular, for valid and complete applications, processing time can be reduced to just one day. This not only improves the efficiency of administrative agencies but also brings significant satisfaction to citizens and businesses.

Mr. Do Viet Bac, representative of Dung Bac Co., Ltd., shared: "The process of handling applications is quick and convenient, with many applications receiving results ahead of schedule, helping businesses be more proactive in their production and business activities."

Digital connectivity is being strongly implemented not only at the provincial level but also down to the grassroots level. Currently, 99 commune-level public administrative service centers, along with 2 provincial-level facilities, have synchronized data on application files, processing status, and results of administrative procedures. All data is continuously updated and consistent with the systems of central ministries and agencies.

At the Bao Ha Commune Public Administrative Service Center, the network system has been invested in and upgraded to ensure stable operation.

Thanks to the support of departments and agencies, especially in the field of science and technology, the connection and integration of documents are implemented right from the initial reception stage. Administrative procedures are handled correctly, minimizing errors and significantly shortening processing time.

Mr. Nguyen Van Thang, Deputy Director of the Bao Ha Commune Public Administrative Service Center, said: Thanks to the close coordination between units and a stable network system, the transfer of documents with departments and agencies is smooth. People who come to complete procedures are given specific guidance, and their documents are processed quickly and in accordance with regulations.

One of the highlights of digital connectivity is the ability to increase transparency throughout the entire administrative procedure process. From receiving and processing applications to delivering results, all information is updated on the system, allowing citizens and businesses to easily track progress. This not only enhances the accountability of officials and civil servants but also contributes to preventing corruption and harassment.

Furthermore, the interconnectedness and sharing of data between systems helps improve the efficiency of leadership and management. Leaders at all levels can monitor and evaluate the progress of administrative procedures in real time, thereby making timely adjustments and improving service quality.

However, despite the achievements, the implementation of digital connectivity in administrative reform in Lao Cai still faces many difficulties and challenges: the technological infrastructure in some remote areas is not yet fully synchronized; the level of information technology application among some officials and citizens is still limited; and the habit of using paper documents cannot be changed immediately in a short period of time.

To enhance the effectiveness of digital transformation, the Provincial People's Committee requests relevant departments and units to urgently implement the integration of the Provincial Administrative Procedure Information System with the National Public Service Portal, ensuring adherence to the roadmap set by the National Data Center. Accordingly, the integration is divided into two phases with specific timelines: Phase 1 to be completed before March 20, 2026, via the secure server of the VDXP platform; and Phase 2 to be completed before April 20, 2026, via the NDOP platform.

The Provincial People's Committee assigns the Department of Science and Technology to take the lead in ensuring infrastructure and coordinating connection testing; the Provincial Police Department is responsible for system security and safety and VNeID integration; and the Provincial People's Committee Office is responsible for deployment, data synchronization, and completion before April 20, 2026.

It is evident that, through concrete and practical steps, digital connectivity in resolving administrative procedures in Lao Cai has been yielding clear results. No longer just empty slogans, "digital connectivity - faster procedures" has become a vibrant reality, contributing to the development of a modern, transparent public administration that prioritizes citizens and businesses.
