Many important advances
Hue City is asserting its position as a strategic center in the Central Vietnam key economic region. With its location as a bridge connecting North and South Vietnam, a 128km long coastline, the Tam Giang - Cau Hai lagoon system (the largest in Southeast Asia), Lang Co Bay – one of the most beautiful bays in the world, and abundant natural resources, Hue possesses ample potential for multi-sector development. Furthermore, Hue is a major center for education and healthcare, a cradle for training high-quality human resources. These factors create significant appeal for investors. Especially now that Hue has become a centrally-governed city, it creates new advantages in development and investment attraction.
Evidence shows that in 2024 and the first months of 2025, Hue made significant progress in investment activities and attracting investment. Specifically, in 2024, the city approved 36 new projects with a total investment capital of VND 12,541 billion, including 12 projects in economic and industrial zones with a total registered capital of VND 4,628 billion; and 24 projects outside economic zones with over VND 7,912 billion.
In the first five months of 2025 alone, the city continued its positive growth momentum with 11 newly approved projects and capital increases for 2 investment projects, totaling VND 22,204 billion. Specifically, capital increases were made to VND 21,178.2 billion for the Kim Long Motor Hue Production and Assembly Complex project and VND 39.5 billion for the construction of factory buildings for lease. In addition, many large-scale projects with widespread impact also commenced construction, such as: the Creanza high-tech quartz sand processing plant; the Dat Phuong white pilot glass manufacturing plant; the Chan May Logistics Center; and two social housing projects in the An Van Duong urban area... Furthermore,the FPT Hue Education Complex project held its topping-out ceremony and is expected to be operational in July 2025.
Over the past two years, Hue has also made its mark by proactively reaching out globally, participating in a series of promotional and investment networking programs in the United States, Canada, China, and other countries to expand cooperation opportunities with strategic partners. The consistent message Hue conveys is one of openness, transparency, great potential, and a sustainable development orientation, especially in clean industries such as renewable energy, logistics, education, and ecotourism.
Leveraging strengths
Assessing Hue's strengths, Dr. Can Van Luc, a member of the National Financial and Monetary Policy Advisory Council, shared that Hue has many policy advantages, especially the clear orientation from the Thua Thien Hue Provincial Planning (now Hue City) for the period 2021-2030, with a vision to 2050; the Thua Thien Hue Urban Master Plan to 2045, with a vision to 2065... Accordingly, Hue City is oriented to become a distinctive heritage city of Vietnam by 2030; one of the large and unique centers in Southeast Asia for culture, tourism, and specialized healthcare; one of the major centers in the country for science and technology, multi-disciplinary and multi-field high-quality education and training; and a strong maritime economic center of the country. At the same time, Hue is receiving considerable support from Resolution No. 38/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province (now Hue City).
Accordingly, Hue needs to make good use of its special mechanisms and be determined to complete the socio-economic development plan for 2025 to create a "breakthrough in institutions, streamlining of organization and apparatus" and operate the new city model. This includes focusing on a dual transformation: Green and digital, linked with the development of science and technology, innovation, creativity, and digital transformation… Only then can it create advantages in development and attract investment. At the same time, Hue must identify and prioritize the development of industries with advantages such as: clean energy, electronics, digital technology; and service sectors: tourism, transportation, education, healthcare, information technology and telecommunications. Along with that, it must focus on developing urban infrastructure, accelerating the disbursement of public investment capital, attracting foreign investment, and implementing more specific and practical solutions in the development of the private economy. When the investment environment is favorable, attracting investment will also be easier.
In fact, these issues have been clearly recognized in the 2025 investment promotion program, as the city aims to accelerate investment in the synchronized development of infrastructure in economic zones, industrial parks, port areas, and industrial clusters. For the industrial sector, the city prioritizes attracting investment in the development of high-tech industries, electronics, semiconductors, electronic and telecommunications equipment, and new materials industries. Priority is given to developing sectors such as: manufacturing consumer goods for export; encouraging the development of beverage products; metallurgical industries linked to seaports; and electricity production from green energy sources, aiming towards the development of green urban areas and sustainable green industrial park spaces.
Ms. Nguyen Thi Bich Thao, Director of the Center for Investment Promotion, Trade and Business Support, said that the city is actively attracting foreign investment projects that utilize advanced, new, and high technologies, have high added value, have a positive spillover effect, and connect to global production and supply chains. Priority is given to attracting reputable investors with established brands in industrial park infrastructure; projects supporting the automotive manufacturing and assembly industry; and investors who are reputable partners of domestic and foreign banks and investment funds; investors who have successfully produced and operated in other provinces and cities and wish to relocate to Hue City; and businesses and investors who have already invested successfully and have a good reputation in Hue.
