Many important steps forward

Hue City is affirming its position as a strategic center in the key economic region of the Central region. With its position as a North-South bridge, possessing a 128km long coastline, the Tam Giang - Cau Hai lagoon system, the largest in Southeast Asia, Lang Co Bay - one of the most beautiful bays in the world, and rich natural resources with full potential for multi-industry development. In addition, Hue is also a major education - healthcare center, a cradle for training high-quality human resources. These are factors that create attraction for investors. In particular, when Hue becomes a centrally-governed city, it creates new advantages in development as well as attracting investment.

The evidence is that in 2024 and the first months of 2025, Hue has made many strides in investment activities and investment attraction. In particular, in 2024, in the city, 36 new projects were granted with a total investment capital of 12,541 billion VND, of which 12 projects were in economic and industrial zones with a total registered capital of 4,628 billion VND; 24 projects outside the economic zone with more than 7,912 billion VND.

In the first 5 months of 2025 alone, the city continued to maintain positive growth momentum with 11 newly licensed projects and capital increases for 2 investment projects with a total registered capital of VND 22,204 billion. Specifically, the capital increase for the Kim Long Motor Hue Production and Assembly Complex Project was VND 21,178.2 billion; the project to build a factory for lease was VND 39.5 billion. In addition, many large-scale projects with spillover effects also started construction, such as: Creanza High-Tech Quartz Sand Processing Factory; Dat Phuong White Pilot Glass Factory; Chan May Logistics Center; 2 social housing projects in An Van Duong Urban Area... In addition, the FPT Hue Education Complex Project also held a topping-out ceremony and is expected to be put into operation in July 2025.

In the past 2 years, Hue has also made its mark thanks to its proactive global outreach by participating in a series of investment promotion and connection programs in the United States, Canada, China... to expand cooperation opportunities with strategic partners. The consistent message that Hue brings is openness, transparency, great potential and sustainable development orientation, especially in clean industries such as renewable energy, logistics, education, eco-tourism...

Develop strengths

Assessing Hue's strengths, Dr. Can Van Luc, member of the National Financial and Monetary Policy Advisory Council, shared that Hue has many policy advantages, especially the clear orientation from the Planning of Thua Thien Hue Province (now Hue City) for the period 2021 - 2030, with a vision to 2050; Thua Thien Hue Urban Master Plan to 2045, with a vision to 2065... Accordingly, Hue City is oriented to become a typical heritage city of Vietnam by 2030; one of the large, unique centers of Southeast Asia in terms of culture, tourism and specialized healthcare; one of the country's major centers in science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong marine economic center of the country. At the same time, Hue is being well supported by Resolution No. 38/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province (now Hue city).

Accordingly, Hue needs to make good use of special mechanisms and be determined to complete the 2025 socio-economic development plan to create a "breakthrough in institutions, streamline the organization - apparatus" and operate a new city model. In particular, focusing on dual transformation: Green and digital associated with science and technology development, innovation, creativity, digital transformation... Only then can we create advantages in development as well as attract investment. At the same time, Hue must identify and prioritize the development of advantageous industries such as: Clean energy, electronics technology, digital technology; service industries: Tourism, transportation, education, healthcare, information technology - telecommunications. Along with that, focus on developing urban infrastructure, promoting disbursement of public investment capital, attracting foreign investment and more practical specific solutions in developing the private economy. When the investment environment is favorable, attracting investment will also be easier.

In fact, these issues have been clearly recognized in the 2025 investment promotion program when the city aims to promote investment in synchronous infrastructure of economic zones, industrial parks, ports, and industrial clusters. Regarding industry, the city prioritizes calling for investment in developing high-tech industries, electronics, semiconductors, electronic and telecommunications equipment, and new materials industries. Prioritizing the development of a number of industries such as: Production of consumer goods for export; encouraging the development of beverage products, metallurgy industry associated with seaports; electricity production from green energy sources, aiming at developing green urban areas, green and sustainable industrial park spaces.

Ms. Nguyen Thi Bich Thao, Director of the Center for Investment, Trade and Enterprise Support, said that the city is promoting the attraction and calling for foreign investment projects using advanced technology, new technology, high technology, high added value, positive spillover effects, connecting global production and supply chains. Priority is given to calling for reputable investors with brands in the fields of industrial park infrastructure; supporting projects for the automobile manufacturing and assembly industry... Attracting investors who are reputable partners of banks and domestic and foreign investment funds; investors who have successfully produced and done business in other provinces and cities and want to move to produce and do business in Hue City; enterprises and investors who have successfully invested and are reputable in Hue...
