
In 2026, the projected revenue from land use fees in the province is 1,000 billion VND. This is the highest projected revenue target for domestic revenue ever. As a result, in just the first two months of 2026, land use fee revenue in the province reached 302 billion VND, achieving 30.3% of the central government's target, an increase of 580.3% compared to the same period in 2025. Of this amount, 153 billion VND was collected at the provincial level ( Lang Son Production and Trading Joint Stock Company paid land use fees for the adjusted and expanded Nam Hoang Dong urban area project); and 149 billion VND was collected at the commune level from households and individuals regarding land use rights recognition, land use purpose changes, and related financial obligations.
Although the results of land use fee collection in the first two months of 2026 were very positive, in reality, the projected land use fee collection target remains very large. Therefore, relevant levels and sectors should continue to implement comprehensive solutions to more effectively exploit revenue from this sector.
On March 9, 2026, the Provincial Steering Committee for State Budget Revenue Collection issued a plan for the implementation of tasks in 2026, assigning specific targets to units to review revenue sources from land use right auctions and land leases, and to urge the recovery of outstanding land use fee debts.
Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, said: To improve the efficiency of land use fee collection, the unit has been and continues to accelerate the progress and promptly resolve dossiers for land lease and land allocation projects with land use fees; advise on the issuance of specific land prices to determine the financial obligations of land users; promptly transfer dossiers to the tax authorities to determine the financial obligations regarding land of land users; coordinate in creating land funds for auctioning land use rights…
Similarly, the Provincial Tax Department has also begun implementing specific solutions. Mr. Bui Minh Bang, Deputy Head of the Provincial Tax Department, said: The unit has promptly identified and issued notices regarding financial obligations related to land, urging land users to pay money into the budget on time; reviewing land use fee debts of households and individuals to disseminate information and urge land users to pay before and on time; and coordinating debt collection and enforcement of tax debts.
Following directives from higher authorities, communes and wards have developed specific plans and solutions to collect land use fees. Accordingly, communes continue to promote awareness and guide people in completing procedures for changing land use purposes; strengthen coordination in mobilizing and urging the collection of outstanding land use fees…
