
The province currently has over 39,500 social welfare beneficiaries and over 3,300 beneficiaries including war veterans and their relatives who receive monthly allowances. In implementing Directive No. 21 dated November 25, 2022, of the Prime Minister on promoting digital transformation in cashless social security payments, the Provincial People's Committee has issued numerous directives and urged departments, agencies, and localities to strengthen the application of information technology in management, while also promoting awareness and encouraging eligible individuals to register accounts to receive allowances.
Mr. Phan Lac Hoai Thanh, Deputy Director of the Department of Health, said: Identifying the implementation of cashless social welfare payments as one of the key tasks, from 2023 to the present, the Department has advised the Provincial People's Committee to issue implementation plans. At the same time, it has guided and urged the People's Committees of communes and wards to organize implementation at the local level; and issued documents requesting the People's Committees of communes and wards to review, collect, and update account information of beneficiaries to facilitate cashless payments.
Simultaneously, the Department of Health is working closely with the provincial Post Office and commercial banks to strengthen propaganda and encourage people to register bank accounts to receive subsidies, gradually expanding cashless payment methods, striving to have over 60% of recipients of monthly social assistance payments through bank accounts by the end of 2026, and gradually aiming to reach 100% in the near future.
To effectively implement this policy, communes and wards in the province have actively coordinated with banks and post offices to organize many support campaigns for opening bank accounts for people right at the local level and have intensified propaganda to help people understand the benefits of receiving subsidies through bank accounts. In addition, relevant agencies have also promoted the application of population data and standardized beneficiary information to ensure that payments are made quickly and accurately.
Mr. Nguyen Duc Vu, Vice Chairman of the Tam Thanh Ward People's Committee, said: Implementing the policy of cashless payment of social welfare benefits, the Ward People's Committee has intensified propaganda efforts among beneficiaries; coordinating with the post office and banks to guide and support people in opening payment accounts right at the local level. As a result, the rate of payments via bank accounts in the area is increasing. To date, 100% of beneficiaries (143/143 cases) have received benefits via bank accounts. Regarding social welfare, 808/889 beneficiaries have received benefits via bank accounts, reaching 90.88%, an increase of 60.68% compared to September 2025.
Implementing cashless social security benefit payments not only improves management efficiency and ensures quick, accurate, and transparent payments, but also offers many advantages to the people. Benefits are transferred directly to bank accounts, allowing beneficiaries to proactively manage their payment schedules, reducing travel, minimizing waiting times, and ensuring security.
Ms. Luu Thi Bien, from Phai Luong Hamlet, Ky Lua Ward, said: "My child has a disability and receives social welfare benefits. Thanks to the advice and guidance from the ward officials, I registered to open an account at the end of 2025 to receive my child's benefits. Since receiving the money through the account, I find it very convenient because I don't have to arrange time to go and collect it or wait like before; receiving and using the benefits is also more flexible, faster, and safer."
It is evident that cashless payment of social security benefits is bringing many practical benefits to the people. However, there is still a segment of beneficiaries who have not yet received their benefits via bank accounts, mainly because the majority are elderly, disabled, or live in remote areas where technological infrastructure and telecommunications networks are limited.
In the coming period, relevant agencies and local authorities will continue to promote awareness among the people about the benefits of this payment method and strengthen coordination with banks and post offices to organize support campaigns for opening accounts and guiding the use of services at the grassroots level; review and standardize beneficiary information associated with the effective exploitation of population data… Thereby, gradually increasing the rate of social security benefit payments through accounts in the area.
