19 adjustments to the public sector base salary.

From 1993 to the present, the base salary used to calculate the salary scale and coefficient for public sector workers has been adjusted upwards 19 times.

December 1993 - December 1996: 120,000 VND/month

Prior to December 1, 1993, workers' salaries were regulated by various documents, including: Resolution No. 35-NQ/UBTVQHK9 dated May 17, 1993, of the Standing Committee of the National Assembly (approving the salary scale for elected officials, the salary scale for professional positions in the judiciary and prosecution); Decision No. 69-QĐ/TW dated May 17, 1993, of the Secretariat of the Central Committee (provisional regulations on the new salary regime for cadres and employees of Party and mass organization agencies); Government Decree No. 25-CP dated May 23, 1993, (provisional regulations on the new salary regime for civil servants, administrative and public service employees, and the armed forces); and Government Decree No. 26-CP dated May 23, 1993, (provisional regulations on the new salary regime in enterprises).

On January 26, 1994, the Government issued Decree No. 5-CP, which temporarily stipulated the implementation of new salary levels for incumbents in state agencies, Party organizations, mass organizations, armed forces, and enterprises; and adjusted pension levels and allowances for social policy beneficiaries.

Article 1 of Decree No. 5-CP stipulates that the minimum wage will be 120,000 VND/month from December 1, 1993. This is the initial base wage used as the basis for calculating wages and allowances according to the wage coefficient and allowance coefficient for employees.

1/1997-12/1999: 144,000 VND/month

From January 1, 1997, the minimum wage was adjusted to 144,000 VND/month as stipulated in Article 1 of Decree 6-CP of 1997. This wage applies to civil servants, administrative and public service employees, Party and mass organization members, retirees, those on disability leave, members of the armed forces; and commune/ward health workers receiving salaries.

1/2000-12/2000: 180,000 VND/month

From January 1, 2000, the minimum wage was raised from 144,000 VND/month to 180,000 VND/month as stipulated in Decree 175/1999/ND-CP (applicable to those receiving salaries and allowances from state budget funds).

Since the adoption of a common base salary for public sector workers, this salary has been adjusted 19 times (Illustrative image: Tien Tuan).

1/2001-12/2002: 210,000 VND/month

From January 1, 2001, according to Article 1 of Decree 77/2000/ND-CP, the minimum wage was adjusted from VND 180,000/month to VND 210,000/month (applicable to those receiving salaries and allowances from state budget funds and employees in enterprises).

1/2003-9/2005: 290,000 VND/month

From January 1, 2003, the minimum wage for those receiving salaries and allowances from state budget funds and employees in enterprises (excluding foreign-invested enterprises in Vietnam) was adjusted from VND 210,000/month to VND 290,000/month as stipulated in Decree 03/2003/ND-CP.

From October 1, 2004, the general minimum wage was issued in Decree 203/2004/ND-CP, replacing the minimum wage stipulated in Decree 03/2003/ND-CP. The general minimum wage from October 1, 2004, remains at 290,000 VND/month, but the scope has been expanded to apply to workers in both the public and private sectors.

October 2005 - September 2006: 350,000 VND/month

From October 1st, 2005, the general minimum wage was adjusted from VND 290,000/month to VND 350,000/month as stipulated in Article 1 of Decree 118/2005/ND-CP.

10/2006-12/2007: 450,000 VND/month

From October 1st, 2006, the general minimum wage was adjusted from VND 350,000/month to VND 450,000/month as stipulated in Article 1 of Decree 94/2006/ND-CP.

1/2008-4/2009: 540,000 VND/month

From January 1, 2008, according to Article 1 of Decree 166/2007/ND-CP, the general minimum wage for workers performing the simplest tasks under normal working conditions is 540,000 VND/month.

5/2009-4/2010: 650,000 VND/month

From January 1, 2008, the general minimum wage was adjusted from VND 540,000/month to VND 650,000/month as stipulated in Article 1 of Decree 33/2009/ND-CP.

5/2010-4/2011: 730,000 VND/month

From May 1st, 2010, Article 1 of Decree 28/2010/ND-CP stipulates that the general minimum wage is 730,000 VND/month.

5/2011-4/2012: 830,000 VND/month

From May 1st, 2011, the general minimum wage was adjusted from VND 730,000/month to VND 830,000/month as stipulated in Article 1 of Decree 22/2011/ND-CP.

5/2012-6/2013: 1,050,000 VND/month

From May 1st, 2012, Article 1 of Decree 31/2012/ND-CP stipulates that the general minimum wage is 1,050,000 VND/month.

7/2013-4/2016: 1,150,000 VND/month

From July 1, 2013, the Government no longer stipulated a general minimum wage but separated it into a minimum wage applicable to private sector workers and a base salary applicable to public sector workers (officials, civil servants, and members of the armed forces). The base salary is used as the basis for calculating salaries in salary scales, allowances, and implementing other regulations.

According to Article 3 of Decree 66/2013/ND-CP, from July 1, 2013, the basic salary is 1,150,000 VND/month.

5/2016-6/2017: 1,210,000 VND/month

According to Article 3 of Decree 47/2016/ND-CP, the Government stipulates that the basic salary from May 1, 2016, is 1,210,000 VND/month.

7/2017-6/2018: 1,300,000 VND/month

The base salary is expected to increase periodically every year, but at times this increase can last for 2-3 years (Illustrative image: Tien Tuan).

From July 1, 2017, the basic salary was adjusted from VND 1,210,000/month to VND 1,300,000/month as stipulated in Article 3 of Decree 47/2017/ND-CP.

7/2018-6/2019: 1,390,000 VND/month

According to Article 3 of Decree 72/2018/ND-CP, the Government stipulates that the basic salary from July 1, 2018, is 1,390,000 VND/month.

7/2019-6/2023: 1,490,000 VND/month

From July 1, 2019, the basic salary was adjusted from VND 1,390,000/month to VND 1,490,000/month as stipulated in Article 3 of Decree 38/2019/ND-CP.

7/2023-6/2024: 1,800,000 VND/month

According to Article 3 of Decree 24/2023/ND-CP, the Government stipulates that the basic salary from July 1, 2013, is 1,800,000 VND/month.

From July 2024 to present: 2,340,000 VND/month

The most recent adjustment to the basic salary level was effective from July 1, 2024. According to Article 3 of Decree 73/2024/ND-CP, the basic salary level applicable from July 1, 2024, is 2,340,000 VND/month.

The increase is expected to take effect from July 1, 2026.

On March 9th, at a meeting with voters and candidates for the 16th National Assembly in constituency No. 01 of Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra announced that the basic salary is expected to increase by approximately 8% from July 1st, 2026.

The current base salary is 2,340,000 VND/month. With the projected 8% increase as mentioned above, the base salary will rise to nearly 2,530,000 VND/month.
