On July 11th, Mr. Nguyen Thanh Sang, Head of Management Office 1, Project Management Board 5 (under the Vietnam Road Administration - the project investor), stated that the design consulting unit is urgently deploying the placement of site markers in Binh Thuan province to hand over the project to the local authorities as soon as possible.

"It is expected that in July, the design consulting unit will complete the handover of land clearance boundary markers and supplementary forest area survey documents to the local authorities to proceed with the next steps," Mr. Sang said.
The project to renovate and upgrade National Highway 28B (QL28B) through Binh Thuan and Lam Dong provinces has a total length of approximately 69km.
The section passing through Binh Thuan province is approximately 51km long, and the section passing through Lam Dong province is approximately 17km long.
According to the People's Committee of Bac Binh district, at the end of December 2023, Project Management Board 5 handed over land clearance boundary markers to the local authorities to carry out surveying and land acquisition for the project.
This district has received 2,109 boundary markers/52km of land, with an estimated land area of over 113 hectares to be acquired. To date, a land acquisition plan has been issued, along with 478 land acquisition notices for 475 households, individuals, and three organizations.
The design consulting unit is urgently placing markers and is expected to hand over the site markers to the local authorities in July.
According to Mr. Mai Van Vu, Chairman of the People's Committee of Bac Binh district, the district has reviewed the legal status of land origin, time of land use, and assets attached to the land for 209 out of 406 cases; and reviewed the origin, time of land use, and ownership of assets on the land for the remaining cases.
"Because the land acquisition markers have changed positions, the cadastral surveying work must be redone, the maps must be re-approved, and the land acquisition, inventory, and compensation processes must be redone," Mr. Vu informed.
Construction is bustling on Dai Ninh Pass on National Highway 28B, at the border between Binh Thuan and Lam Dong provinces.
According to Mr. Nguyen Hong Hai, Vice Chairman of the People's Committee of Binh Thuan province, the project to renovate and upgrade National Highway 28B, the section passing through Binh Thuan and Lam Dong provinces, is one of the province's important projects.
Due to discrepancies between the project's construction drawings and the route plan, the investor has not yet handed over the land clearance markers to the local authorities. He requested that Project Management Board 5 proactively conduct the surveying work to promptly hand over the markers to the Bac Binh District People's Committee, providing a basis for implementing the next steps in land acquisition.
Simultaneously, coordinate with the Department of Agriculture and Rural Development to complete the procedures related to the forest land area within this project so that the project site can be handed over as soon as possible.
