Urgent investment is needed to construct all necessary infrastructure along the expressway.

According to the Ministry of Construction 's assessment, in recent years, several expressways have been invested in and built with integrated traffic management centers, intelligent transportation systems (ITS), rest stops, and vehicle weight control facilities. These expressway components, upon commissioning, have immediately proven effective in management, operation, maintenance, improving traffic capacity, ensuring traffic safety, meeting essential needs, and creating satisfaction among road users. However, some expressways currently in operation or under phased investment only include planned rest stop locations and lack ITS systems and vehicle weight control facilities. Therefore, they do not yet meet the requirements for ensuring smooth, safe, and efficient traffic flow, as well as convenience for users.

Although the Van Phong - Nha Trang expressway project has more than 70km of its final section already in operation, the infrastructure along the expressway has not yet been constructed in accordance with legal regulations.

According to the 2024 Road Law, expressways are to be invested in and constructed with integrated facilities including: a traffic management and control center for the expressway; rest stops, parking areas; a non-stop electronic toll collection system for roads with road usage fees; and vehicle weight control facilities. Furthermore, Government Decree No. 130 dated October 10, 2024, stipulates that one of the conditions for implementing toll collection on expressways directly managed by the State is the completion of toll collection stations, public service facilities at rest stops, technical infrastructure, and technological equipment for traffic management and control.

To meet the requirements for the synchronized investment and construction of highway infrastructure projects in accordance with the law on roads, the Ministry of Construction requests the People's Committees of provinces and centrally-governed cities to direct their subordinate agencies and units to review and study the investment and construction of traffic management and control centers; traffic management and control systems; vehicle weight control facilities; rest stops and toll collection systems synchronized with the highways under the management of the local authorities. In addition, the Ministry of Construction also requests provinces and cities to prioritize resolving difficulties and obstacles related to land clearance and environmental impact assessment procedures in the investment and construction of rest stops on the Eastern North-South Expressway to expedite the construction process.
