Attending the event were: Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front; leaders of the Provincial National Assembly Delegation; and leaders of departments, agencies, and localities in the province.
After 33 months of construction, the Ninh Binh Provincial Theater project has been completed on schedule, ensuring quality and safety. The Ninh Binh Provincial Theater is designed in a unique, modern architectural style, reflecting cultural values and creating an urban landmark. It is the only civil engineering project in the province with a 100-year lifespan, featuring complex technical design and situated in a high-density residential area; harmoniously combining performing arts functions with the offices of several units under the Cultural Sector.
The theater was built on an area of 6,453 m2 on Le Dai Hanh street, Ninh Binh city, with a total investment of 245 billion VND from the provincial budget, comprising 3 main blocks: a performance block, an office block, and a technical basement block.
In addition, the theater's sound and lighting equipment is modern, high-quality, and synchronized, meeting the requirements for artistic performances, exhibitions, and related cultural activities.
The project's construction process benefited from the focused and decisive leadership and direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, from the stages of investment policy formulation, architectural design competition, project approval, supervision, and construction; the encouragement and timely resolution of difficulties and obstacles; the efforts and determination of the investor; the effective supervision of the design and supervision consulting team; the focus and responsibility of the construction unit to complete the project and put it into use as soon as possible; and the agreement, support, and sharing of the people.
This demonstrates the spirit of solidarity, effort, and determination to complete the Ninh Binh Provincial Theater project, creating an urban landmark, meeting the needs for professional artistic performances, cultural exchange, community activities, and popular art, and serving as a venue for important provincial events.
Speaking at the ceremony, Comrade Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, affirmed: Building on the historical traditions of the ancient capital region with its thousand-year-old cultural history, blessed with many scenic spots, and chosen by history as the imperial capital, this land marks the formation and development of human society from prehistoric times.
In 2014, the Trang An Scenic Landscape Complex was inscribed by UNESCO as a World Cultural and Natural Heritage Site, affirming its outstanding global value in terms of natural landscape and the continuous existence and development of humankind through the transformations of nature.
This serves as the basis and foundation for the province to choose the goal of rapid and sustainable development, using culture, history, tourism, and heritage economy as resources and driving forces to build Ninh Binh by 2030 into a relatively prosperous province, a growth pole for the southern provinces of the Red River Delta; basically meeting the criteria of a centrally-governed city with the characteristics of a Millennium Heritage City and a creative city.
To achieve that goal, Ninh Binh province has been accelerating investment in key projects and completing technical infrastructure to ensure it meets the criteria of a civilized, cultured, modern, integrated, and developed urban area.
Along with that, there is the development of major cultural institutions that are symbolic and characteristic of the province, such as theaters, museums, and libraries.
To date, the construction of the Ninh Binh Provincial Theater, one of the province's key projects, has been completed. With modern facilities, it meets the needs for professional cultural and artistic exchange and performance, serving the organization of major provincial, regional, national, and international events. It also creates a dedicated space for community activities, encourages the preservation and promotion of traditional local cultural and artistic values, contributes to improving the cultural and spiritual life of the people, and attracts tourists to Ninh Binh.
The Standing Vice Chairman of the Provincial People's Committee requested that: After the inauguration and handover to the Department of Culture and Sports for use, the investor and the managing unit should complete the documentation and organize the final settlement of the project in accordance with the law.
Urgently prepare the dossier and gather public opinion to submit to the competent authority for consideration of naming the theater the Pham Thi Tran Theater, in order to honor the founding mother of Vietnamese theater, who was appointed as "Uu Ba" by Emperor Dinh Tien Hoang, an official responsible for singing in the royal court in the 10th century.
Conduct research on organizational and management models for the theater to ensure its proper purpose and function; ensure the theater is always open to serve the public and gradually improve the quality of artistic enjoyment for the community. First and foremost, focus on coordinating with Vietnam Television to successfully organize the Sao Mai Rendezvous 2024 competition at the Ninh Binh Provincial Theater.
At the ceremony, delegates performed the ribbon-cutting ritual to inaugurate the Ninh Binh Provincial Theater, witnessed by a large number of people from all walks of life.
