The Nguyen Phan Vinh Heroic Martyr Memorial House was built by the Navy in 2003 as a single-story building. After 21 years, due to the effects of time and stormy weather, the house has severely deteriorated: the roof tiles are broken by storms, the ceiling is rotten, the walls are waterlogged and peeling; the altars and display cabinets are old and dilapidated; the lighting and drainage systems are damaged…
Colonel Pham Dinh Thanh - Deputy Political Commissar of Naval Region 3, delivered a speech at the ceremony.
To commemorate and express gratitude for the immense contributions of Heroic Martyr Nguyen Phan Vinh to the legendary Ho Chi Minh Trail on the sea of the Vietnam People's Navy, as well as fulfilling the wishes of the martyr's family, the 3rd Naval Region reported to the Navy Command and called on organizations and individuals to join hands in supporting and assisting in the restoration and preservation of this place so that it becomes a "red address" for officers, soldiers, and the people, especially the younger generation, to visit, pay respects, and learn from the example of the Heroic Martyr.
Colonel Pham Dinh Thanh - Deputy Political Commissar of Naval Region 3, presented the decision to the family of Heroic Martyr Nguyen Phan Vinh.
The memorial house project, with a total investment of nearly 500 million VND, includes the following items: replacing all roof tiles and ceilings, waterproofing the eaves; building a new decorative screen; replacing photo frames and Certificates of Recognition for Service to the Fatherland, medals and decorations; tiling the exterior walls and interior baseboards, and repainting the entire house and fence; repairing the damaged gate roof and rebuilding the fence; replacing and repainting the rotten wooden doors… The project was carried out by the officers and soldiers of the 3rd Naval Region themselves, with a total of 338 man-days of work.

It reflects the affection, responsibility, and gratitude of the people, local authorities, and officers and soldiers of the 3rd Naval Region towards the immense contributions of previous generations to the national revolution. It embodies the moral principles and fine traditions of 'drinking water, remembering the source,' and 'eating the fruit, remembering the tree planter.' It serves as a place for educating about revolutionary traditions and patriotism, fostering and strengthening national pride and faith among cadres, party members, and the general public, especially the younger generation."
This project also aims to celebrate the Emulation Congress for Victory of the 3rd Naval Region for the period 2019-2024 and commemorate the 60th anniversary of the first victory of the Vietnam People's Navy and the army and people of the North (August 2 and 5, 1964 - August 2 and 5, 2024).
On this occasion, the Command of Naval Region 3 and various organizations and individuals presented the family with many valuable gifts.
