Contract of Trust with the Voters

The election day has ended, but the echoes of that momentous event continue to resonate deeply throughout the nation.

Over 76 million voters across the country participated in the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term. In Dak Lak province, across its vast development area stretching from the highlands to the coastal region, voters in villages, urban residential areas, and coastal fishing villages all participated in the election with a high sense of responsibility and consensus. The voter turnout rate reached 99.96%; with 87 out of 102 communes and wards achieving 100% voter participation. When the list of elected candidates was announced, the people paid close attention and continued to closely monitor the results.

These figures are not merely a success in terms of organizational results. They are a sign of the people's unwavering faith in the Party's leadership and the State's governance, reflecting their civic consciousness; they are vivid proof of the great national unity. This reality also provides the most convincing counter-argument to any doubts about the people's political consciousness, refuting the claims that democracy is merely a formality. No speculative argument can deny the truth: the people directly choose their representatives and supervise state power through concrete political actions.

The organization of elections in accordance with the law and strict procedures; the public and transparent announcement of results; and the close supervision of society are clear evidence that state power belongs to the people, not only in constitutional terms but also in practical operation.

Therefore, the trust of voters carries direct political significance. The ballot is the transfer of power. The election results establish responsibility. When power is entrusted by the people, each representative simultaneously receives a "contract of trust" from the voters. Voters grant power so that their voices are heard, their rights are protected, and their aspirations are transformed into policy. Every decision passed, every resolution issued, must reflect the pulse of life, stem from the interests of the people, and aim towards common development.

Therefore, the people expect elected representatives with strong political acumen, sharp practical skills, impeccable public service ethics, and a spirit of dedication to the common good to fulfill their representative role; they cannot simply complete parliamentary procedures but must also fulfill their responsibilities to the voters.

Action programs are promises to the people, demanding serious responsibility for their implementation. The quality and credibility of a representative's work do not lie in the action program presented, but in the extent to which those commitments are realized through concrete results in real life.

Responsibility goes beyond promises; it is verified by the results of service to the people. Voters do not wait for vague declarations but long for measurable changes: improved infrastructure, guaranteed social welfare, enhanced living standards, and the voice of the people reflected in parliament and policymaking.

Following the merger, Dak Lak is restructuring its development space, stabilizing the operation of its administrative apparatus for greater efficiency and effectiveness, and strengthening regional linkages between the highlands and the coastal region. Each decision regarding planning, infrastructure, social welfare, national defense and security, and the development of ethnic minority areas is not merely a matter of management, but a test of the representative capacity and political acumen of elected representatives.

This is a clear manifestation of political responsibility and social expectations placed on elected representatives – those who, on behalf of the people, decide on crucial local and national issues throughout their term.

This sense of responsibility is also concretized through timely directives and management from the Government. Prime Minister Pham Minh Chinh signed Directive No. 08/CT-TTg dated March 17, 2026, on organizing the first session of People's Councils at all levels for the 2026-2031 term and continuing to improve the quality and efficiency of the operation of local governments at both levels, ensuring the apparatus operates smoothly and quickly, meeting the development requirements in the new period.

The election results have affirmed the trust and social consensus in the leadership of the Party and the State. As emphasized in General Secretary To Lam's article "National Celebration and Responsibility Before the People," when the Party's will aligns with the people's will, it creates a solid foundation for political stability and sustainable development. The people's trust is a tremendous source of political and social strength, a support for the effective operation of the political system, and a conferred responsibility upon elected representatives.
