In implementing the content of Directive 21/CT-TTg of the Prime Minister on the rearrangement and reorganization of villages and residential areas, Ba Don ward has developed a plan to rearrange 26 existing residential areas into 9 new residential areas, including: Phan Long, Long Thanh, Long Hao, Long Hoa, Tuong Son, Quang Long, Lu Phong, Quang Phong, and Quang Hai.
According to the plan, the reorganization will be carried out based on thorough research into population size, number of households, geographical conditions, historical traditions, culture, customs, and community relationships in each area. The goal is to form residential clusters of more appropriate size, improve management efficiency, and better serve the people in the new conditions.

Comrade Tran Thanh Hung, Chairman of the People's Committee of Ba Don Ward, said that this is an important task because it directly relates to the lives, thoughts, and rights of the people. Therefore, every step of the implementation is carried out in the spirit of openness, transparency, democracy, and promoting the people's right to self-governance.
"The rearrangement and reorganization of residential areas must not only ensure compliance with regulations but also maintain the stability of the residential area, promote the tradition of community solidarity, facilitate state management, and organize mass movements at the grassroots level," Comrade Tran Thanh Hung emphasized.
Following the local government's general policy, consultation meetings were held in residential areas. At the community center of Ward 3, after hearing the policy explained, residents directly contributed their opinions, asked questions, and expressed their wishes for the new residential area.
Mr. Nguyen Xuan Son, Head of Ward 3, said: “During the implementation of the ward reorganization project, the ward committee, the Party committee, and the ward leadership organized meetings to create unity within the Party branch, mass organizations, and grassroots forces. The people are very supportive, and I believe that the draft will soon become a reality, meeting the aspirations of the people.”
The people are not standing idly by.
According to Mr. Nguyen Hong Son, Head of Truong Son Residential Group, the reorganization of residential groups is a suitable step in the current context. “In the context of implementing a two-tiered local government model and promoting digital transformation, reorganizing residential groups is reasonable and appropriate. A more streamlined apparatus will facilitate better management. A larger geographical area will also create conditions for economic development and the construction of public works,” Mr. Son said.
Mr. Phan Xuan Loi from Ward 3 said that the implementation process in the locality was very systematic, from drafting the proposal and soliciting opinions from neighborhood group leaders to gathering opinions from the entire population, all in a transparent and democratic manner. He also highly appreciated the attention paid to historical and cultural factors in the project's development. The people were happy and in agreement that place names with rich history and culture were chosen to name the new neighborhoods, such as Phan Long, Long Hoa, Long Hao, Tuong Son, Lu Phong…

Public consensus doesn't come from mere persuasion but is formed through dialogue, listening, and active participation. When people are informed, consulted, and involved in the planning process, the policies for reorganizing residential areas receive support from those directly affected.
Ms. Hoang Thi Bich Thuy, Head of the Culture and Social Affairs Department of Ba Don Ward, said that the locality is currently organizing voter meetings in neighborhoods and residential areas to gather public opinions on the relocation plan. Propaganda efforts are being intensified to help people understand the purpose and significance of the policy and to encourage direct participation in providing feedback on the plan. Aiming to complete the consultation process with household representatives before June 20, 2026, Ba Don Ward will continue to review and refine the plan for submission to the competent authorities for consideration as per regulations.
Who will "keep the rhythm" of the new neighborhood?
Besides agreeing with the policy, the most pressing concern for the people now is how the new TDP (Party Committee for the Development of the People's Army) apparatus will operate and who will be directly responsible for its tasks at the grassroots level.
Ms. Tran Thi Khanh Chau, Secretary of the Cau Residential Area Party Branch, believes that the reorganization is an inevitable trend and that many people had anticipated this beforehand. "Just like the merger of communes and wards in the past, there will be some initial unfamiliarity, but people will gradually get used to it. Accordingly, the residential area will be larger, and the workload will be higher," Ms. Chau stated.
According to her, as the TDP (Telecommunications Development Program) grows in scale, the requirements for grassroots officials also change. Young, dynamic individuals with the ability to apply information technology will have more advantages in this new phase. “Older officials like us have experience but find it difficult to keep up with technology as the younger generation. Therefore, a suitable transition is needed to meet the demands of the new job,” Ms. Chau shared.

Sharing that view, Mr. Cao Minh Ta, Head of the Van Trung residential group with over 25 years of experience in grassroots work, believes that the merger is a correct policy and has received the support of the people. However, according to Mr. Ta, with a larger area and more households, management will certainly be more difficult than before.
"Previously, there were many sub-districts, but now that they've been reorganized into larger units, the officials must be truly competent. Especially in agricultural production areas, officials not only need to be good at management but also need to understand the people, the local area, and have practical experience," Mr. Ta remarked.
He believes that finding someone who is both capable of management, responsible, close to the people, and proficient in information technology is not an easy task. This is also the common wish of many people when looking forward to the new People's Committee apparatus.
Meanwhile, Mr. Nguyen Xuan Sung from Ward 3 expressed his hope that the newly restructured grassroots officials would truly possess the necessary qualifications, dedication, and responsibility. "What the people want is for officials to be close to the people, to listen to their thoughts and aspirations. That is the true success of the restructuring," Mr. Sung stated.
To complete the restructuring and reorganization of the grassroots administration, many steps and processes still lie ahead. However, the direct participation with enthusiasm and responsibility of each citizen is a crucial foundation for the smooth implementation of the policy, aiming to build a streamlined, effective, efficient, and people-friendly grassroots administration in the new phase.
