In the context of increasingly deep integration, the strong impact of digital technology, and diverse cultural flows, the current requirement is not only to preserve but also to proactively build a healthy cultural environment rich in identity and capable of adapting to the new era. This demands the synchronized involvement of the entire political system, from policy planning to implementation, from the provincial level down to the community level.
Quang Ninh does not approach culture as an isolated field, but places it within the overall comprehensive development strategy. From Resolution No. 11-NQ/TU of 2018 to Resolution No. 17-NQ/TU of 2023 of the Provincial Party Committee, there is a consistent view on building and promoting the cultural values and human strengths of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development.
A key highlight of Quang Ninh's approach is the unified leadership from the provincial level to the grassroots. With the unified direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and the coordinated efforts of various sectors and localities, Quang Ninh implements a systematic approach to building and promoting cultural values: prioritizing leadership, focusing on people, using institutions as a foundation, and leveraging mass movements as a driving force. From the Party committees, government, Fatherland Front, and mass organizations to individual residential areas, everyone is mobilized to participate in building cultural life, creating a healthy cultural environment, and promoting local identity.
This is clearly demonstrated through the "National Unity for Building a Culturally Rich Life" movement. By 2025, 97% of residential areas in the province will achieve the title of "Culturally Rich Village/Neighborhood," and 95% of households will achieve the title of "Culturally Rich Family." The Chairman of the Provincial People's Committee awarded certificates of merit to 21 collectives, 28 individuals, 38 culturally rich families, and 31 culturally rich villages/neighborhoods for their outstanding achievements during the period 2001-2026. By 2026, the province aims for 97% of residential areas to achieve the title of "Culturally Rich Village/Neighborhood," 96% of families to achieve the title of "Culturally Rich Family," and 99% of residential areas to effectively implement civilized practices in weddings and funerals. This shows the vitality of cultural life and the spread of positive values within each family, each residential area, and each agency and unit in the province.
Notably, after implementing the two-tiered local government model, while the leadership structure at the grassroots level underwent changes, unified, inter-sectoral, and inter-level leadership was maintained. Communes, wards, and special zones promptly issued decisions establishing and developing operational regulations for the local Steering Committee for the "All People Unite to Build a Culturally Rich Life" movement; they proactively issued directives, organized campaigns, awarded grassroots cultural titles, and fully implemented the key aspects of the movement.
Local authorities have proactively reviewed and revised village regulations and customs to suit the new situation; promoted the self-governance role of the community; invested in cultural centers and sports fields; and simultaneously linked the development of cultural life with the construction of new rural areas and civilized urban areas. Currently, all 1,452 villages and neighborhoods in the province have cultural centers and are equipped with simple exercise equipment for the people. In addition, there are 5 movie theaters, 30 tennis courts, 167 swimming pools, and 133 artificial turf football fields invested by businesses and private individuals.
In mountainous and border regions, culture is also seen as a "bond" that connects communities and creates livelihoods for the people. Quang Ninh has implemented a pilot project to build, preserve, and promote the cultural identity of ethnic minority villages in conjunction with community tourism development. The cultural villages of the Dao, Tay, San Chi, and San Diu people not only preserve traditional architecture, customs, and festivals, but also become attractive destinations for tourists.
Beyond preservation, Quang Ninh actively develops cultural industries, heritage economy, and tourism economy based on the unique cultural values of the locality. Many large-scale art programs, festivals, community cultural spaces, and tourism products linked to heritage have contributed to creating a distinctive identity for Quang Ninh. Recently, the province approved a project to develop traditional craft villages into cultural and tourism products for the period 2026-2030 with a total budget of nearly 130 billion VND.
In fact, over the years, Quang Ninh has always known how to transform its heritage into development assets. From the World Natural Heritage site of Ha Long Bay to the Yen Tu complex of historical sites and scenic spots, from maritime culture to the culture of the miners in the region, all are being revived through creative and modern approaches, while still preserving their unique character.
One of the unique values that defines Quang Ninh's identity is its tradition of "Discipline and Unity." From the struggles of the miners of the past, this spirit continues to be forged today into a strength of solidarity, self-reliance, self-improvement, and a desire for development. To build well-rounded individuals in Quang Ninh, the province places special emphasis on developing a healthy cultural environment in families, schools, and society. Regularly organized mass cultural activities, community singing festivals, community sports movements, and traditional education programs create a widespread impact on people's lives.
From the experiences of many localities, it can be seen that when leadership is implemented synchronously, culture becomes a connecting thread for the community, strengthening social trust and creating momentum for development. It is noteworthy that Quang Ninh is choosing a suitable path: developing the economy alongside cultural development; building a modern city while preserving its identity; improving the material life while simultaneously caring for the spiritual life of the people. This is also the foundation for Quang Ninh to aim towards becoming a centrally-governed city by 2026, with the image of a modern, civilized city rich in cultural depth.
