Multidimensional cooperation for a common goal
The ACCEES project was born as a new driving force for the Vietnamese higher education system. The project profile was selected for the EU Erasmus+ 2024 Program with an excellent result of 87/100 points, belonging to the group of 16% of projects approved for funding, with a total budget of 1 million euros (equivalent to more than 27 billion VND), implemented in 4 years 2025-2028.
Vietnamese partners include 9 universities such as Can Tho University, Hanoi University, University of Transport, Faculty of International Francophone - International School - Vietnam National University, Hanoi, University of Science and Technology - Danang University, University of Economics Ho Chi Minh City, University of Agriculture and Forestry Ho Chi Minh City, Nguyen Tat Thanh University, University of Education Ho Chi Minh City, and the Department of Statistics and Information (under the Ministry of Science and Technology ).
International partners include four universities from Europe: the Francophone University Association (AUF), the University of Strasbourg (France), the University of Mons (Belgium) and the University of Patras (Greece). In addition, 12 technology companies such as Viettel Solutions and Linagora Vietnam also participate, ensuring the practical application of the project.

Project initiation and initial survey phase
On March 31, 2025, the ACCEES project kick-off workshop was successfully held at Can Tho University with the participation of many representatives from domestic and international partner universities, technology enterprises, education managers and experts in the field of digital transformation.
At the workshop, delegates discussed the project’s objectives, content and implementation plan for the next four years, and shared valuable experiences and lessons learned in the process of digital transformation of higher education. This event was not only an opportunity to launch the project but also an opportunity to connect, cooperate and share knowledge among stakeholders, creating a strong driving force for the project’s success.
Following the workshop, the project launched a comprehensive survey series from April 2 to April 5, 2025, on the digital transformation situation at beneficiary universities. Experts from Europe and Vietnam coordinated to conduct a detailed assessment of the technology infrastructure, digital capacity of the teaching staff, training needs, and the readiness of the universities to apply new technology solutions.
The survey not only focuses on the current situation but also analyzes in depth the barriers, challenges and opportunities in the digital transformation process of each school. The survey results will be compiled into a detailed report, serving as a basis for the project to develop training programs, tools and solutions suitable to the specific context of each school and of Vietnam in general, ensuring the practicality and effectiveness of project activities.
After four years of implementation, the ACCEES project promises to bring three main results: A digital competency framework for lecturers to help standardize and orient digital skills development; an open educational resource platform to facilitate the sharing of high-quality learning materials between universities; and a PIX Certificate to help Vietnamese students be recognized for their digital competencies according to international standards.

ACCEES project towards a sustainable future
The ACCEES project highlights the drive for sustainable development through building internal capacity and designing scalable solutions. The ACCEES project, with a budget of 1 million euros from the EU, promises to create a strong driving force for digital transformation in Vietnam's higher education.
