Launching the ACCEES project to promote digital technology in Vietnamese education.

The ACCEES project - ACCélération du développement de l'Écosystème numérique dans l'Enseignement Supérieur vietnamien - Promoting the development of the digital technology ecosystem in higher education in Vietnam, is funded by the European Union with 27 billion VND and is primarily coordinated by the Francophone University Agency and Can Tho University.

The program aims to enhance the digital capabilities of millions of faculty and students at 13 universities in the country and in European countries including France, Belgium, and Greece.

The launch of the ACCEES Project and the kick-off workshop for the project "Promoting the Development of a Digital Technology Ecosystem in Higher Education in Vietnam" featured domestic and international digital transformation experts.

Multidimensional collaboration towards a common goal.

The ACCEES project emerged as a new driving force for Vietnam's higher education system. The project application was selected for the EU's Erasmus+ 2024 program with an excellent score of 87/100, placing it among the top 16% of projects approved for funding, with a total budget of 1 million euros (equivalent to over 27 billion VND), to be implemented over four years from 2025-2028.

Vietnamese partners include 9 universities such as Can Tho University, Hanoi University, University of Transport, the International Faculty of Francophone Studies - International School - Vietnam National University, Hanoi, University of Technology - Da Nang University, University of Economics Ho Chi Minh City, University of Agriculture and Forestry Ho Chi Minh City, Nguyen Tat Thanh University, Ho Chi Minh City University of Education, and the Information and Statistics Department (under the Ministry of Science and Technology ).

International partners include four universities from Europe: the Francophone University Organization (AUF), the University of Strasbourg (France), the University of Mons (Belgium), and the University of Patras (Greece). In addition, 12 technology companies such as Viettel Solutions and Linagora Vietnam are also participating, ensuring the practical applicability of the project.

The ACCEES project kick-off workshop focused on the theme "Digital Technology Ecosystem in Vietnamese Higher Education According to International Standards: Current Status and Prospects."

Project initiation and initial survey phase

On March 31, 2025, the ACCEES project kick-off workshop was successfully held at Can Tho University, with the participation of numerous representatives from domestic and international partner universities, technology companies, education managers, and experts in the field of digital transformation.

At the workshop, delegates discussed the objectives, content, and implementation plan of the project over the next four years, while also sharing valuable experiences and lessons learned in the digital transformation of higher education. This event was not only an opportunity to launch the project but also a chance to connect, collaborate, and share knowledge among stakeholders, creating strong momentum for the project's success.

Following the workshop, the project conducted a comprehensive survey from April 2nd to April 5th, 2025, on the digital transformation situation at beneficiary universities. Experts from Europe and Vietnam collaborated to conduct a detailed assessment of technological infrastructure, the digital capabilities of faculty, training needs, and the readiness of universities to adopt new technological solutions.

The survey focuses not only on the current situation but also delves into analyzing the barriers, challenges, and opportunities in the digital transformation process of each school. The survey results will be compiled into a detailed report, serving as the basis for the project to develop training programs, tools, and solutions suitable to the specific context of each school and of Vietnam in general, ensuring the practicality and effectiveness of project activities.

After four years of implementation, the ACCEES project promises to deliver three main results: a digital competency framework for lecturers to standardize and guide the development of digital skills; an open educational resource platform to facilitate the sharing of high-quality learning materials among universities; and the PIX certification to help Vietnamese students gain international recognition for their digital competencies.

The key highlight of the ACCEES project is its focus on sustainable development through building internal capacity and designing scalable solutions. The involvement of government agencies and technology companies ensures that project results will be integrated into national policy and widely applied upon project completion.

The ACCEES project, with €1 million in funding from the EU, promises to provide a strong impetus for digital transformation in Vietnamese higher education.
