The mark of innovation in leadership methods
The policy of innovating leadership methods as the goal and driving force for development has become a consistent and continuous flow in the leadership and direction principles for the political system in recent times in the Tra Bong District Party Committee.
The spirit of being proactive, closely following reality, leading by guidelines, resolutions, and directives is the basic leadership method of the Party for the political system, so the District Party Committee focuses on improving the issuance of resolutions, directives, conclusions, announcements, etc. in a concise, focused, and key direction, close to the practical situation; gradually overcoming the situation of issuing many documents, or overlapping, difficult to implement.
Comrade Nguyen Van Dung, Provincial Party Committee member, Secretary of Tra Bong District Party Committee shared that, identifying the human factor - cadres as the decisive factor, the District Party Committee innovated its leadership method through organizational and cadre work. The cadre team must have a reasonable number and structure, have strong political will, qualifications, qualities, capacity, determination to innovate, be creative, have enthusiasm, and aspiration to contribute. From there, the work of planning, training, fostering, and appointing cadres must be carried out in accordance with policies, democratic and public processes, ensuring the motto of "openness" and "dynamic". At the same time, the Party Committee clearly demonstrated its role and responsibility in cadre work, streamlining the organization, apparatus, and staffing, especially seriously implementing the work of inspection, supervision, and Party discipline, building the Party organization and developing Party members.
The Tra Bong District Party Committee issued regulations on exemplary responsibility of cadres and party members; regulations on direct dialogue between leaders of Party committees and authorities at all levels and the people. Comrade Ho Thi Van, member of the Standing Committee of the District Party Committee, Chairwoman of the District Fatherland Front Committee, said that these regulations have contributed to promoting the role, responsibility, setting examples, preserving the moral qualities and lifestyle of cadres and party members, building and consolidating solidarity and unity within the Party Committee, consensus in society, contributing to deepening the close relationship between the Party and the people and the motto: "The Party speaks, the people believe; the Front and mass organizations mobilize the people to follow; the Government works, the people support".
The consistent viewpoint in discussing and deciding on policies and guidelines is to promote the people's mastery, take the people as the root and center, and put the people's interests and aspirations above all else.
Realizing that cadres at all levels being close to the people is an effective channel to grasp, listen to and direct the resolution of difficulties and problems at the grassroots level. From there, the members of the Executive Committee and Standing Committee proactively develop plans and strictly implement the regime of being close to the locality, attending Party cell meetings at the top (village, hamlet). Going to the grassroots level and attending Party cell meetings in residential areas is both a task and a solution to innovate leadership methods, helping the Party Committee fully and promptly grasp the situation from each top level so that it can have leadership and management appropriate to reality.
“From those actions, the leadership methods and working style of Party committees at all levels have been innovated in the direction of being close to the grassroots, grasping information, discussing openly and democratically; determining clear and specific plans, tasks and goals; and strengthening supervision and inspection in direction and operation,” said Tra Thuy Commune Party Secretary Le Anh Chien.
The most obvious mark in the innovation of the leadership method of the Tra Bong District Party Committee in recent times is that the policies, resolutions, documents... are built on the spirit of democracy, with the opinions and criticisms of specialized agencies, and actual surveys from party organizations, party members and people; clearly identifying the situation, forecasting the effectiveness when implementing; the sentences are specific, concise, short, concise, clear, and provide feasible solutions before submitting them to the Party Committee for decision.
When resolutions and directives are issued, comrades in the Standing Committee and members of the District Party Committee are responsible for thoroughly grasping, directing, monitoring, inspecting, urging implementation and summarizing and concluding. Along with that, the dissemination and propaganda of Party resolutions are promoted by the District Party Committee's Propaganda Department, the Department of Culture and Information on Radio, Zalo, Facebook... according to the motto "earliest, fastest and most extensive". Thereby, many important resolutions, programs and projects on socio-economic development have been implemented with clear results; tasks and solutions are led and directed to be implemented smoothly, synchronously and flexibly.

Achievements from determination, unity, and dedication
Thanks to innovation in leadership methods, policy planning, solution identification, and selection of appropriate directions, the picture in the Tra Bong highlands has recently undergone quite comprehensive changes, making steady progress.
Deputy Secretary of the District Party Committee, Chairman of the District People's Committee Tran Hoang Vinh said that in 2024, the Party Committee, government and people of all ethnic groups in Tra Bong district have made efforts to achieve and exceed most of the socio-economic targets set. The total production value is about 2,686,814 million VND, reaching 101.4% of the plan, up 10.3% compared to 2023. The total state budget revenue reached 1,452 billion VND, equal to 229% of the annual estimate and 116% of the estimate assigned by the Provincial People's Committee. 2 more communes reached the new rural area target, bringing the total number of new rural communes to 4; the average number of criteria/commune is estimated to reach 14.6 criteria by the end of 2024, an average increase of 2 criteria/commune.
According to the Head of the Economic - Infrastructure Department Nguyen Thanh Tuan, up to now, the national grid has reached 100% of communes with 99% of households using it; 100% of roads from the district to the commune center have been paved; 92.4% of roads from the commune to the top have been concreted according to new rural standards. The irrigation system has stabilized water for over 82% of the rice fields. Thanks to that, the poverty rate among ethnic minorities in Tra Bong has decreased to about 20% according to the new standards, an average decrease of 4 to 5% per year. This is considered a remarkable mark in recent times.
Tra Bong is considered the land of cinnamon trees. For generations, the Cor ethnic people have grown many types of crops, but cinnamon is still considered the main crop and one of the main sources of income. The whole district currently has 5,240 hectares of cinnamon. Cinnamon is grown in home gardens, on high fields, along mountain slopes, rivers, streams... During the harvest season, the fragrant aroma of cinnamon is carried far and wide by the wind... Not only that, along with gongs, jars, and copper pots, cinnamon is also considered a standard to assess the wealth and poverty of Cor families.
Although currently, due to unstable prices and output, Tra Bong people are still determined to "stick" to cinnamon trees, investing in expanding the area. Every Cor family grows cinnamon, at least one household has a cinnamon garden with a few hundred trees, some families grow thousands of cinnamon trees. Mr. Ho Van Sinh in Tra Thuy commune said: In the past, cinnamon trees were not effective because cultivation was spontaneous. Recently, implementing the policy of increasing the value of cinnamon trees, many families have invested in and cared for cinnamon gardens in the direction of intensive cultivation to increase productivity. Thanks to that, many households have not only escaped poverty but also become rich right on their homeland.
Besides cinnamon trees, ginger and tea trees continue to be planted in Son Tra, Huong Tra and Tra Tay communes. The development of some endemic medicinal plants such as Panax notoginseng, seven-leaf ginseng, lemongrass, Cau ginseng, Codonopsis pilosula, Euryale ferox, Euryale ferox, etc. is being promoted. The People's Committee of Quang Ngai province has allowed the use of the place name "Tra Bong" and confirmed the map of the production area to register the certification mark for the product "Gung se". In particular, Tra Bong cinnamon products have been granted a certificate of geographical indication registration by the Department of Intellectual Property (Ministry of Science and Technology).
The steps and methods in the journey of innovation and integration have been clearly revealed. Accordingly, the Tra Bong District Party Committee not only determines economic growth simply but also must be closely linked to building a humane and affectionate society in each policy and in each fundamental and scientific solution. Social security work is always focused on, and mutual love and support movements continue to be widely and substantially launched.
In the journey of building and constructing, taking innovation in leadership methods as the driving force for development has become a consistent and continuous flow in the land of Tra Bong cinnamon. The exemplary role of the leaders of the Party Committee with the motto "don't complain about difficulties, just discuss and do" has spread, attracted, and "pulled" the entire political system into action for a bright future...
Each resolution is a policy that closely follows practical requirements, so it quickly catches up with life and arouses resources in the organization for implementation. The steps and methods with the vision of the team of cadres who know how to create and care for the people have been bringing about synchronous and steady progress for Tra Bong.

Exploiting potential and resources, promoting socio-economic growth
District Party Secretary Nguyen Van Dung affirmed: “The district Party Committee sets the goal of striving to make the western region of Quang Ngai province worthy of the Tra Bong uprising homeland. Focus on developing and unleashing all resources and potentials, leading ethnic minorities to escape poverty and become rich; bring the revolutionary homeland with over 70% of the Cor ethnic minority to strive for steady and comprehensive progress”.
According to the District Party Secretary, in the coming time, the district will have many new policies, focusing on attracting investment; focusing on developing rural infrastructure, building Tra Xuan town into a type IV urban area. Focusing on leading with focus and key points to implement 3 thematic resolutions of the District Party Executive Committee, namely: Developing medicinal products, Preserving culture and Building urban areas.
“Tra Bong continues to promote the assignment, decentralization, and delegation of authority to perform work for cadres, localities, and units associated with the responsibility of the leaders. Focus on implementing the breakthrough in setting an example. Cadres and civil servants must be ready to receive and complete assigned tasks well, especially in the upcoming arrangement and streamlining of the apparatus, not being picky about work positions, choosing easy jobs, leaving difficult jobs; being enthusiastic, dedicated, and exemplary in fulfilling assigned duties and tasks”, the District Party Secretary expressed.
In the last days of 2024, we traveled a long way to Tra Lanh commune, now merged into Huong Tra commune, located in the south of Eo Chim mountain - a historical place associated with the Tra Bong uprising. Under the old cinnamon tree, village elder Ho Van Bon, former commune captain during the anti-American period, held our hands tightly, both happy and sad: "The people of Cor, my hometown, have changed a lot. The cadres are close to the people, taking care of the people, I am very happy...".
In the newly built small house, he solemnly placed Uncle Ho's picture on the altar, then carefully wiped the dust off the picture with a towel, gently placed it back on top of the cupboard, and lit three incense sticks with sincerity. He always kept in mind that the Cor people of his hometown were proud to have the surname of President Ho Chi Minh - the beloved leader that the Cor people were both honored and grateful for from the bottom of their hearts.
In the flow of time, the spirit of Tra Bong uprising over the past 65 years, crystallized with the tradition of solidarity and steadfast belief in the Party and Uncle Ho of the brave and resilient Cor people, has been continuing to write the heroic history of the previous generation, creating a vivid link between the past and the present; firmly believing in a creative and innovative Tra Bong.
Leaving the cinnamon land of Tra Bong, we were always followed by the image of green shoots of acacia, cinnamon, tea, fruit trees... blooming and fresh, stretching across the mountains and forests of Western Quang Ngai. The remote villages in the high mountains that had endured bombs and storms on the top of Ca Dam were changing day by day.
The conversation about the future and prospects of Tra Bong continued into the late afternoon… Secretary Nguyen Van Dung shook our hands tightly as a commitment, belief, and aspiration for a change in life that would soon come to the people of all ethnic groups in the beloved cinnamon land./.
