Unlocking labor resources

In recent years, Thang Mo commune has actively promoted sending workers to work in domestic industrial zones and for overseas employment. The stable income from this path has not only helped many families improve their lives but has also reinvested in local livelihood models, creating momentum for sustainable poverty reduction.

Breaking down barriers in thinking.

In reality, the initial stages of bringing people out of their villages to access new work environments were no easy task. Vu Mi Vu, the head of Tru Xa village, said: "Previously, many families in the village hesitated when it came to working far from home. The barriers were not only geographical distance or initial costs, but also the mindset of those who had never left their villages and were unfamiliar with industrial work environments."

To change that, commune officials did not hesitate to work closely with the people, directly disseminating information, explaining, and changing the mindset of the villagers regarding production. The commune organized meetings, bringing back people who had gone to work to share their experiences and actual income with the villagers. When they heard the villagers themselves talk about their lives, work, and the money they sent home monthly, the initial hesitation gradually gave way to proactive inquiry and registration. To date, Tru Xa village has more than 100 workers employed in companies and businesses outside the province and abroad.

Alongside propaganda and mobilization efforts, Thang Mo commune has effectively implemented policies to support workers going to work abroad under contract: providing training to improve foreign language skills and vocational skills before departure; and connecting them with reputable job placement centers and recruiting businesses. These practical supports have helped many workers from Thang Mo enter new work environments with a more proactive mindset, reducing the risk of quitting their jobs prematurely or falling victim to scams.

The "problem" of poverty reduction in Hong Ngai A.
The "problem" of poverty reduction in Hong Ngai A.Hong Ngai A village was once one of the "poverty hotspots" in Thang Mo border commune. However, by correctly identifying its strengths, proactively transforming its crop and livestock structure, and with support from national target programs, the economic mindset of the Mong people here has changed, opening up a solution to the problem of sustainable poverty reduction.

As one of the pioneers in working in the industrial zone, Ms. Sung Thi Chua from Tru Xa village said: After receiving clear explanations from village and commune officials, she boldly applied for a job at a company in Bac Ninh . With an average income of over 7 million VND per month, the money sent home has provided her family with a stable income, and the quality of life for its members has gradually improved.

Boosting job creation

Thang Mo commune has 36 villages, including 2 border villages. The terrain is fragmented, arable land is limited, and local employment opportunities are almost non-existent except for corn farming and small-scale livestock raising. With over 2,600 households and 8 ethnic groups scattered across a large area, the lives of the people depend on traditional, fragmented agricultural practices, and are frequently affected by natural disasters. This reality creates an urgent need to find more stable and supplementary income sources for the people.

The commune has a large population and a high proportion of people of working age, which presents both pressure and great potential if exploited in the right way. Recognizing this, the Party Committee and the local government of Thang Mo commune have identified labor export and sending workers to industrial zones within the country as solutions to realize the goal of sustainable poverty reduction.

The lives of many families in Thang Mo commune have changed dramatically thanks to income from relatives working in industrial zones and through overseas labor export programs.

According to Mr. Nguyen Xuan Trieu, Secretary of the Party Committee of Thang Mo commune, in 2025 alone, the commune sent 255 laborers to work in companies and enterprises, exceeding the set plan by 106%. This is the "shortest path" for people in border villages to escape poverty. Instead of waiting for a cow to reproduce after 2-3 years or waiting for the corn harvest season, a laborer working abroad or in domestic industrial zones can send back to their family a regular monthly income, enough to cover living expenses and accumulate capital. Many households that were previously classified as poor have officially escaped poverty after 1-2 years of having relatives working in other provinces or abroad.

In the coming period, Thang Mo will continue to strengthen its propaganda efforts and coordinate with businesses and job placement centers to increase the number of workers sent to work under contract. In particular, the locality will prioritize supporting young people from poor households in accessing preferential loans to cover initial costs, learn foreign languages, and receive vocational training before departure.

Given its abundant labor force but lack of arable land and local job opportunities, labor export and job creation in industrial zones are suitable and effective approaches for Thang Mo to successfully implement its sustainable poverty reduction program by 2026.
