Clearing the highway intersection

- From August 2024 to early September 2025, contractors could not carry out construction due to problems related to 7 cases of illegal construction on agricultural land at the expressway intersection project into VSIP industrial park, in Huu Lung commune. By mid-September 2025, the People's Committee of Huu Lung commune had resolved the issues with 6/7 households, while 1 household had not yet handed over the site. Although the area not yet handed over is not large, if the project is not completely resolved, it will be difficult to reach the finish line in 2025.

The contractor, Thinh Vuong TVT Joint Stock Company, organized the construction of branch N7 on the handed-over land area.

The expressway interchange project into Huu Lung industrial park plays a connecting role between key industrial park and cluster projects in the southern communes of the province and the Bac Giang - Lang Son expressway. The project is designed with branch lines connecting to the expressway with a total length of more than 5km and additional installation of BOT toll station equipment.

The joint venture of contractors Thinh Vuong TVT Joint Stock Company and Song Quang Rural Development Construction Investment Joint Stock Company undertakes the construction of the branch line system connecting to the highway; Hoang Phat Hanoi Construction Joint Stock Company undertakes the construction and installation of equipment.

According to the records of the project of land acquisition, compensation and resettlement support for the expressway intersection into VSIP Lang Son industrial park, the project has an area of ​​11.62 hectares, with 77 affected cases. As of the end of October 2025, the People's Committee of Huu Lung commune has handed over 11.57 hectares of land. In the project, there is one case that has not yet handed over the land, which is Ms. Dam Thi Peng, who is using an agricultural land plot with an area of ​​over 450 square meters, on which there is a 2-storey house and a grave. The location of the land plot is in the middle of the road of the N7 traffic branch of the project.

The reason Ms. Peng has not yet handed over the site is because her 2-storey house with a floor area of ​​about 300m2 has not been compensated, due to illegal construction on agricultural land after July 1, 2014 (Ms. Peng was given resettlement land by the Commune People's Committee).

Mr. Cao Van Hoa, Chairman of the People's Committee of Huu Lung Commune, said: The People's Committee of the Commune has issued a decision to enforce land recovery according to regulations, the enforcement decision takes effect from September 8, 2025. At the same time, the People's Committee of the Commune has also reported and asked for opinions from the Provincial Police and relevant agencies before implementing the enforcement. The People's Committee of the Commune is mobilizing and persuading Ms. Peng for the last time. In case by the end of October 2025, Ms. Peng still does not comply, the People's Committee of the Commune will implement the issued enforcement decision.

Regarding the area of ​​​​clean land that has been handed over, the construction contractors are urgently implementing construction and installation at the site. Mr. Giang Van Kien, technical officer of the contractor Song Quang Rural Development Construction Investment Joint Stock Company - the contractor for the construction of branches N4, N9, N10 and a rural traffic restoration road with a total length of nearly 2km at the project, said: The problems with the site at the N9 branch have been resolved, the unit has arranged 2 construction teams, gathered enough materials, equipment and human resources to organize excavation and embankment with a length of 110m from mid-September 2025. Up to now, after more than 1 month of construction, the company has completed the excavation and embankment of the N9 branch road and leveled the landscape of the intersection by 50% of the volume. The company strives to complete the construction items in November 2025.

As for the branch lines undertaken by Thinh Vuong TVT Joint Stock Company, the construction organization is also very urgent. The contractor has mobilized 8 pieces of equipment, motorbikes and 20 personnel to carry out the construction and installation of the branch lines with site problems, including the 911m long N7 branch and the 866m long N8 branch. Mr. Dinh Van Dien, site commander of Thinh Vuong TVT Joint Stock Company, said: After receiving the site, the unit organized production according to the "three shifts, four shifts" model at the newly handed-over site locations. Accordingly, the contractor has designed construction teams to prioritize items such as organic soil scraping, road foundation construction, drainage construction locations and gathering enough materials to serve the construction of the transition phase. The contractor's goal is to complete all project items according to the design by mid-December 2025.

Regarding the equipment installation project undertaken by Hoang Phat Hanoi Construction Joint Stock Company, the contractor has completed the roadbed and drainage works and is preparing to install equipment in November 2025.

The project implementation time from now until the end of the year is only about 2 months, the early removal of the last site clearance problem will not only help contractors complete a traffic project but also affirm the province's determination in strengthening the connecting traffic infrastructure, contributing to promoting the progress of industrial park and cluster projects and attracting investment to the area.
