
The interchange project connecting the Huu Lung Industrial Park to the highway plays a crucial role in linking key industrial park and cluster projects in the southern communes of the province with the Bac Giang - Lang Son highway. The project includes connecting branch lines to the highway with a total length of over 5km and the installation of additional BOT toll collection equipment.
The consortium of contractors, comprising Thinh Vuong TVT Joint Stock Company and Song Quang Rural Development Construction Investment Joint Stock Company, is responsible for the construction of the branch lines connecting to the expressway; Hoang Phat Hanoi Construction Joint Stock Company is responsible for the installation of equipment.
According to the records on land acquisition, compensation, and resettlement support for the highway interchange project leading to the VSIP Lang Son Industrial Park, the project involves the acquisition of 11.62 hectares, affecting 77 households. As of the end of October 2025, the People's Committee of Huu Lung commune had handed over 11.57 hectares of land. One case remains unresolved: Ms. Dam Thi Peng, who is currently using an agricultural plot of over 450 square meters, which includes a two-story house and a grave. The plot is located in the center of the N7 branch of the project.

The reason Ms. Peng has not yet handed over the land is because her two-story house, with a floor area of over 300 square meters, is not eligible for compensation, as it was built illegally on agricultural land after July 1, 2014 (Ms. Peng was allocated resettlement land by lottery by the People's Committee of the commune).
Mr. Cao Van Hoa, Chairman of the People's Committee of Huu Lung commune, said: The People's Committee of the commune has issued a decision to forcibly reclaim the land in accordance with regulations, with the decision effective from September 8, 2025. At the same time, the People's Committee of the commune has also reported and sought opinions from the Provincial Police and relevant departments before carrying out the enforcement. The People's Committee of the commune is currently making one last attempt to persuade Ms. Peng. If Ms. Peng still does not comply by the end of October 2025, the People's Committee of the commune will implement the issued enforcement decision.
Regarding the cleared land area that has been handed over, the contractors are urgently deploying construction work on site. Mr. Giang Van Kien, a technical officer of Song Quang Rural Development Construction Investment Joint Stock Company - the contractor for branches N4, N9, N10 and one branch of the rural road restoration project with a total length of nearly 2km - said: The land clearance issues on branch N9 have been resolved. The unit has deployed two construction teams, gathered sufficient materials, equipment and personnel to organize excavation and embankment with a length of 110m from mid-September 2025. To date, after more than a month of construction, the company has completed the excavation and embankment of branch N9 and leveled the landscape of the intersection to 50% of the volume. The company strives to complete the construction of all items by November 2025.
Meanwhile, on the branch lines undertaken by Thinh Vuong TVT Joint Stock Company, construction is proceeding very quickly. The contractor has mobilized 8 pieces of equipment, vehicles, and 20 personnel to carry out the construction of the branch lines that are facing land acquisition issues, including branch N7 (911m long) and branch N8 (866m long). Mr. Dinh Van Dien, site manager of Thinh Vuong TVT Joint Stock Company, said: After receiving the land, the unit organized production according to the "three shifts, four teams" model at the newly handed-over sites. Accordingly, the contractor has designed and assigned construction teams to prioritize items such as excavating organic soil, laying road foundations, constructing drainage works, and gathering sufficient materials to serve the next construction phase. The contractor's goal is to complete all project items according to the design by mid-December 2025.
Regarding the equipment installation work undertaken by Hoang Phat Hanoi Construction Joint Stock Company, the contractor has completed the roadbed and drainage works and is preparing to install the equipment in November 2025.
With only about two months left until the end of the year, resolving the final land acquisition issue early will not only help contractors complete a transportation project but also affirm the province's determination to strengthen connecting transportation infrastructure, contributing to accelerating the progress of industrial park and cluster projects and attracting investment to the area.
