When everyone works together with determination for a fair and honest exam, it will contribute to building a high-quality and reputable education system.

The 2024 high school graduation exam is a significant event not only for the candidates but also for society as a whole. The purpose and significance of this exam go beyond simply certifying high school graduation and university admissions; it also serves to assess the quality, effectiveness, and fairness of general education nationwide, thereby enabling adjustments to educational policies to make them more appropriate.

It can be said that the high school graduation exam is a turning point that determines the future direction of more than 1 million students nationwide. Therefore, organizing the exam seriously, transparently, and safely is a prerequisite to ensuring fairness, quality, and prestige of the education system, as well as the accountability of the education sector to society regarding the quality and effectiveness of general education and whether the money spent by society is commensurate with its value.

For many years, the Ministry of Education and Training has made great efforts to innovate the examinations to make them increasingly serious, high-quality, economical, and safe; the number of errors and violations by candidates, invigilators, and examiners has decreased significantly compared to previous years. However, looking back at the 2023 high school graduation exam, there were still some regrettable and absurd violations of the graduation exam regulations, such as candidates arriving late, going to the wrong exam location, forgetting documents, etc.

More seriously, the candidate brought a phone into the exam room and photographed the exam questions to send outside in order to receive help from outside. This not only affects the individual candidate but could also cause significant harm to the entire exam if the exam questions were to leak and be disseminated online, the consequences would be enormous.

Besides cheating and intentionally bringing unauthorized materials into the exam room, violations of regulations also include the increasing prevalence and widespread sale of sophisticated high-tech devices such as smartphones, miniature earphones, smart glasses, smart pens, smart watches, internet-connected calculators, or other electronic devices used for receiving outside assistance that are difficult to detect in the exam room.

Candidates need to be aware that exam room discipline is very strict. Always adhere to the exam schedule, submit your papers promptly, etc., and refrain from any cheating when entering the exam room. Any cheating, including the use of advanced technology, is difficult to conceal and will be severely punished; once caught, it will haunt you for years to come.

For invigilators, the exam room requires them to always fulfill their assigned responsibilities to ensure that the exam is conducted fairly, honestly, and without bias. At the same time, they must not be complacent but constantly improve their invigilation skills and strictly adhere to the regulations of the high school graduation exam. When high technology is used for cheating, invigilators need to be very perceptive and thoroughly trained to quickly detect violations of regulations. Highly skilled invigilators can often detect cheating immediately through the unusual behavior and gestures of candidates.

A fair, serious, and honest examination is not only the responsibility of the candidates, invigilators, and examination board, but also places a very high responsibility on the grading boards. The examination board and grading board must maintain the confidentiality of the exam questions and ensure the highest level of security for the candidates' papers, conduct grading fairly and accurately, and prevent any cheating during the process. There should be no favoritism or bias towards candidates' work due to local or regional achievements...

To ensure the high school graduation exam runs smoothly, without errors, and to minimize incidents, candidates need to be clearly aware that violating exam regulations can lead to very serious consequences, including suspension from the exam, cancellation of results, or severe disciplinary action.

In cases of serious violations, candidates may face criminal prosecution if the cheating causes significant consequences, affecting the exam results of many people. This is a very serious warning for candidates who disregard the law and exam room discipline.
