Officials provide guidance on procedures when coming to handle administrative matters at Thuan Hoa district.

Accelerate task execution.

From July 1st, district-level operations will cease. This is the time when districts, counties, and towns must race against time before the shutdown date. Observations in many localities at the end of April 2025 showed a sense of urgency and seriousness in their work, with the goal of ensuring no disruption to operations.

Mr. Vo Thanh Phong, Deputy Director of the Thuan Hoa District Public Administration Center, informed: In recent days, the number of citizens coming to the center to handle administrative procedures has slightly increased compared to the previous period. Each day, the center receives more than 200 citizens coming to complete administrative procedures. To avoid letting the end of the district's operations affect the quality of work, the staff at the center always adhere to a serious, quick, and efficient work ethic, providing the best possible service to citizens and businesses.

Mr. Nguyen Vinh Quang, from An Cuu ward, Thuan Hoa district, shared: He went to the district's public administrative center to handle the procedures for reissuing his land use right certificate. His family's land is not subject to any disputes, so the officials informed him that the process would be completed before Thuan Hoa district ceases operations. He was satisfied with the dedicated guidance and thorough explanations of the procedures by the officials.

In many other localities, a spirit of urgency and responsibility was also observed, with no thought of shirking responsibility. Many officials believe that this is the time to further enhance their roles and responsibilities, leaving a lasting impression before the district level concludes its "historic" mission.

Mr. Phan Cong Man, Chairman of the Phu Loc District People's Committee, said: "In the last two months, Phu Loc is determined to implement the tasks and plans with the highest efficiency. For example, at the end of April, hundreds of regular army officers and soldiers, along with local militia forces, urgently helped people in Loc Tien and Loc Vinh communes dismantle their houses and transport their belongings to new residences; ensuring land clearance and handover to the Kim Long Motor Hue project before the district concludes its operations. Another task that the district is accelerating is the process of eliminating temporary and dilapidated houses in the area; effectively mobilizing social resources to build houses, aiming to achieve the set plan target before May 30th."

In Phu Xuan District, the District People's Committee and relevant departments are currently implementing solutions to expedite land clearance for the Ring Road 3 project passing through the district. Statistics show that the district has 2.9km of the road, affecting 40 households, including 20 primary and 20 secondary households. Recognizing the crucial role of the road in the urban development strategy, the Phu Xuan District People's Committee aims to complete land clearance and hand over the land to the investor by June 2025, before the district's operational completion date.

Focus all efforts on boosting growth.

Party Secretary, Chairman of the People's Council, and Head of the National Assembly Delegation of Hue City, Le Truong Luu, requested: Regarding the process of rearranging commune-level administrative units and ceasing district-level operations, localities must not allow the idea of ​​"relaxing" work to occur; even if the district level continues to operate for one more day, it must complete its tasks in the most efficient way. Initially, districts, counties, and towns should effectively implement the preparation for merging commune-level administrative units; at the same time, they should accelerate the completion of previously set tasks, aiming to expedite completion before the district level ceases operation.

Besides carrying out tasks related to streamlining and reorganizing the apparatus in accordance with regulations and policies, at the recent 18th expanded meeting of the City Party Committee (April 18), the City Party Committee also identified an equally important task for the city: focusing on effectively implementing key tasks, programs, and projects; especially directing the effective implementation of action programs to implement Conclusion 123-KL/TW of the Central Party Committee on the supplementary plan for socio-economic development in 2025, and Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.

“The requirement is to implement flexible and creative measures and solutions to accelerate the disbursement of public investment capital, clearly identify the causes of slow disbursement for each project to promptly resolve issues within the scope of authority; continue to decisively direct the compensation and land clearance work; strictly handle investors, project management boards, organizations, and individuals who intentionally delay the allocation and disbursement of public investment capital; and strive to achieve the growth targets set for 2025,” City Party Secretary Le Truong Luu emphasized at the 18th expanded City Party Committee meeting.

The city also affirmed its commitment to continuing to focus on socio-cultural fields; organizing well-planned festival activities within the framework of the 2025 Festival. Simultaneously, it will effectively implement sustainable poverty reduction efforts; determined to eliminate all temporary and dilapidated houses by July 2025; and strengthen inspection, supervision, and enforcement of housing support policies for war veterans, poor households, and near-poor households, preventing exploitation, corruption, and waste.

According to Party Secretary Le Truong Luu, Hue City will not be merged at the provincial level, so the requirement is that after July 1st, the entire city's administrative apparatus must be stabilized immediately and work to accelerate the implementation of measures to ensure growth of 10% or more in 2025. The workload is enormous, and Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels must direct agencies, units, officials, and civil servants to strictly adhere to discipline and regulations; focus on resolving administrative procedures, and avoid any disruption to work.
