
Diverse forms of support
In 2026, Da Nang will strengthen its industrial promotion program to expand the scale of support, focusing on assisting small and micro enterprises in overcoming technological bottlenecks, green transformation, and developing tourism souvenir products.
According to Ms. Do Viet Hong, Director of the City's Industrial Promotion and Trade Promotion Center, since the beginning of the year, the center has organized survey teams to examine 44 projects seeking industrial promotion support from localities and rural industrial establishments in the city. Based on the surveys, the center has proposed submitting 31 projects to the Department of Industry and Trade for appraisal, with a total budget of over 18.5 billion VND; of which over 7.8 billion VND comes from local industrial promotion funding and over 10.6 billion VND from the businesses' matching funds.
In parallel with submitting the first round of industrial promotion funding for appraisal, the center received additional applications for industrial promotion funding from 25 establishments/15 localities with a total budget of over 13 billion VND; of which over 5.6 billion VND was requested from the industrial promotion fund and over 7.7 billion VND was the matching funds from the establishments.
After the Department of Industry and Trade approves the funding for the aforementioned industrial promotion projects, the center will coordinate with local authorities and businesses to implement the projects, ensuring they are completed on schedule. Simultaneously, it will work with the Department of Innovation, Green Transformation and Industrial Promotion to propose national industrial promotion projects for 2026.
Simultaneously, the center coordinates with local authorities to guide the preparation of applications for support in applying advanced machinery and equipment, transferring technology, and promoting scientific and technical advancements in industrial and handicraft production; support the development and registration of trademarks; provide consulting services for cleaner production assessments for industrial establishments; support the development of pilot models for applying cleaner production in industry for industrial production facilities; and provide consulting services for designing product models, packaging, and ordering new product packaging.
This contributes to encouraging businesses and cooperatives to boldly invest in technological innovation, expand production scale, gradually develop sustainably, and enhance the value of rural industrial products in the city.
According to the City's Center for Industrial Promotion and Trade Promotion, for the remainder of 2026, industrial promotion activities will continue to adhere to the spirit of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy, and the directives of the City People's Committee and the Department of Industry and Trade regarding focusing support on enterprises, cooperatives, and rural industrial establishments in the private sector.
Accordingly, the focus will be on activities such as supporting technological innovation, applying advanced machinery and equipment; supporting businesses in building brands; promoting digital transformation... At the same time, effectively exploiting the potential of traditional craft villages, distinctive products, agricultural, forestry and aquatic product processing industries and supporting industries; promoting production linkages along the value chain.
Expectations for the new policy
The City Department of Industry and Trade is currently seeking feedback from relevant agencies and units on the draft Resolution stipulating policies for industrial promotion and the development of souvenir production for tourism in the area. The resolution aims to address the existing situation of two industrial promotion support mechanisms that were in place before the merger. The support content is designed to promote technological innovation and enhance production capacity for the rural industrial sector.
The draft resolution emphasizes activities related to the application of information technology, trade promotion, and expanding domestic and export markets for products. Some support levels are being reviewed and adjusted upwards to better suit the actual conditions and needs of businesses and production facilities. Alongside perfecting the mechanisms, the city is also accelerating the implementation of the industrial promotion program and the development of souvenir production for tourism in the period 2026-2030, with a total estimated budget of over 183 billion VND. Of this, approximately 12.6 billion VND will come from the national industrial promotion fund; over 78 billion VND from the local industrial promotion fund; and over 92 billion VND will be mobilized from beneficiary units.
According to Ms. Le Thi Kim Phuong, Director of the Department of Industry and Trade, the program to promote industrial development and develop souvenir production for tourism in the period 2026-2030 is expected to create momentum to boost rural industrial development, enhance the value of local products, and contribute to sustainable tourism development.
Specifically, the city aims to build 10-15 technical demonstration models to disseminate new technologies and products; support 200-240 rural industrial establishments in applying advanced machinery, equipment, and scientific and technological advancements to production; and build 30-35 pilot models applying cleaner production and support cleaner production assessments for approximately 25-30 establishments.
In the field of product development, Da Nang organizes 2-3 rounds of city-level selections for outstanding rural industrial products; and supports 30-40 businesses in building and registering trademarks. Trade promotion activities are also intensified through the organization of 10-15 industrial and handicraft trade fairs and exhibitions; along with business delegations participating in trade fairs both domestically and internationally.
The city also focuses on developing production infrastructure, planning to support the detailed planning for 5-10 industrial clusters. Approximately 20-25 rural industrial establishments and tourism souvenir production facilities will receive support for investment in wastewater and exhaust gas treatment technology, or for upgrading their waste treatment systems to meet environmental protection requirements.
